Katherine Hastings, 42 Stratton Crescent, Whitby, L 1 R 1V4,
circulated to Council a copy of a newspaper article from Whitby
This Week, regarding her petition for non-smoking restaurants
within the Durham Region. Smoking in restaurants is very
unhealthy for non-smokers and the people who are working there.
Most restaurants do not have a special room for smokers, they just
designate certain tables which happen to be right beside the non-
smoking tables. This situation allows us all to breathe second hand
smoke. If you are a non-smoker and you sit in a room full of
smokers for 1 hour it is as if you are actually smoking a cigarette
yourself. Both Peterborough and Toronto have restaurants
designated as smoke free. The sooner restaurants are made
smoke free, the sooner we will all be healthier.
Frederick Trotman, 354 Beaver Street, Newcastle, L 1 B 1 C3,
appeared before Council requesting that the recommendations in
Report CD-34-01 be denied. Mr. Trotman believes that his dog did
not attack his neighbours' dog and he considers the investigation
one sided. Mr. Trotman distributed letters from his neighbours
stating that his dog is not vicious. His dog has been professionally
trained, is enclosed in a fenced yard and he has padlocked the
gate. Mr. Trotman believes that this was an isolated incident and
that his dog should not be labelled vicious.

Paul Stacey, 32 Queen Street, Bowmanville, L 1 C 1 M2, appeared
before Council questioning the recommendations contained in
Report CD-35-01. Mr. Stacey's dog escaped from his yard at
2:00 p.m. but he retrieved his dog at 2:30 p.m. The incident was
reported at 5:00 p.m. Mr. Stacey believes that it was not his dog
who attacked the other dog.
Alan Baylis, 2735 Rundle Road, Bowmanville, L 1 C 3K7, circulated
a petition to Council disputing the vicious dog declaration placed on
his dog. Mr. Baylis respects the system that the municipality has in
place, however, this particular document disturbs him and he would
therefore like to make the following points:
1.
The document states that an investigation was carried out.
There were four children present, the oldest being 15 years
of age, who to his knowledge were not included in the
investigation process, and he has not been notified that
there were any other witnesses to the event;
Prior to the issue of this declaration, his wife or himself have
not had any communication with the Animal Services
Division with respect to his dog being declared vicious;
His wife and himself, who left on their bicycles just prior to
this incident, noticed that Mrs. Sprague was walking towards
their property on the road accompanied by her dog that was
not on a leash;
His 15 year old son and three other children who were
playing in the driveway, stated that when the dogs started to
fight, Mrs. Sprague tried to put the leash on her dog and
confusion followed; and
In the four years that they have owned this dog, they have
never had any complaints.
2.
3.
4.
5.
If Mr. Baylis was convinced in his own mind of any evidence that
his dog was vicious, he would go further than the requirements of
this declaration and have their dog permanently removed from their
property. However, in the interest of his son who owns the dog, he
would have to convince him that the evidence is substantial in
proving that his dog is in any way vicious.

Council that a survey of approximately 300 km of watermain is to
be conducted in areas of Pickering/Whitby and Bowmanville. The
survey will occur in the summer of 2001 and should be completed

standards, watermains are to be surveyed for leaks every five
years. Using traditional sounding and correlation or acoustic data
logging techniques, the consultant "listens" for sound on direct
contact points such as main line valves, fire hydrants, curb-valves,
etc. There is no interruption of water service, no excavation and no
traffic re-routing required. Only if a leak has been pinpointed and a
repair warranted by their depot staff, would any excavation take

Charlie Macaluso, Chief Executive Officer, Municipal Electric

presiding judge approved a proposed settlement of a class action
lawsuit against Ontario Hydro brought by the province's municipal
electric distribution utilities. Working together, the MEA's member

Ontario Hydro, the class action was transferred to one of Ontario
Hydro's successor companies, Ontario Power Generation Inc.

requesting contributions and donations for the Champions of
Change Youth Leadership Camp. In addition to finance assistance,
the camp requires prizes, food, donations and businesses willing to
advertise the camp. No donation is too small. The Champions of
Change Youth Leadership Camp is an affiliation of Big Brothers
and Sisters of Clarington, The purpose of the camp is to provide an
opportunity for girls and boys, aged 10 - 16 to develop leadership
skills through involvement within the community. There are limited
programs available for this age in the summer that offer leadership
training to help develop the skills needed to find summer
employment and to provide educational goals for the future. The
focus of the camp is to meet these needs. The camp also calls
attention to the widening gap between local teens and their
communities.
