j8) The Committee shall conduct and supervise orgaa-
ized public recreation activities and is authorised to work jointly
with other mtitnicipal departments to provide and establish, operate,
conduct and ss~atain a supervised recreation system and to operate,
improve sad maintain property, both real and personal, for parks,
playgrounds, recreation centres, and other recreatioa~facilities
sad notivities.
(9) The Committee may solicit or receive any gifts or
bequests of money or services or say donations to be applied to
principal or income for either the temporary or permanent'use
for facilities, equipment, programme or other recreational pur-
poses.
(10~~ Annually, the Comuf.ttee shall submit and interpret
to the council a budget for its ~pprovaT aa8 shall make to the
counci 1 full and complete sansei and other reports as required.
(11) In carrying out the provisions of this byelaw,
tho Committee shall at all times be the agent of the laitaicipality
of Township of Clarke an8 while ac ti~tg bona fills wi this the liaii is
of the authority of this by-law neither the Conmitte• nor any
member thereof shall incur say liability by reason of anything
done or lett uadQae by the eomad ttee; provided however, that
nothing in this paragraph ca~ataia®d shall authorize or empower
the Committee to incur any debt, liability or obligation for
which the Municipality of Township of Clarke shall bec®me liable
without having previously obtained the consent of the council.
