Roll Call Present Were: Mayor J. Winters Councillor A. Cowman Councillor H. McKnight Councillor F. Stapleton Councillor A. Wotten Absent: Councillor D. Hamre Councillor M. Hubbard (On Vacation) Also Present: Chief Administrative Officer, L. Kotseff Treasurer, J. Blanchard Deputy Clerk, R. Rutledge The Mayor called the meeting to order at 11:00 A.M. The Mayor introduced Bernie Chandler, Deloitte, Haskins & Sells, who reviewed the 1986 Financial Statement. Resolution #C-629-87 1986 Financial Moved by Councillor Wotten, seconded by Councillor Cowman Statement THAT the 1986 Financial Statement and Auditors' comments be received. "CARRIED AS AMENDED" Resolution #C-630-87 Moved by Councillor Cowman, seconded by Councillor Wotten THAT the recommendations contained in the Auditors' comments be referred to the Treasurer for implementation subject to quarterly reports to the General Purpose and Administration Committee. "CARRIED" Resolution #C-631-87 Eldorado Resources Moved by Councillor Cowman, seconded by Councillor Wotten flimited THAT the firm of Walker, Poole, Milligan, be engaged by the ~,, Town in accordance with Resolution #C-8-87, at a cost not to exceed $25,000 in order to undertake the necessary analysis and to represent the Town, its position and interests during the process and at an hearing related to the renewal of tfie operating licence ofyEldorado Resources Limited for 1988 by the Atomic Energy Control Board; Special Council Minutes - 2 - July 17, 1987 ~1r THAT the Chief Administrative Officer be directed to prepare the terms of reference necessary to undertake the appropriate studies and analysis in accordance with Section 21 of the Agreement between Ontario Hydro and the Corporation of the Town of Newcastle dated March 22, 1977, for presentation to the Hydro Liaison Committee as soon as possible; ~r THAT the Chief Administrative Officer review other sections of the subject agreement, and bring forward the terms of reference for any study and analysis which would be appropriate for the Town to undertake at this time for presentation to the Hydro Liaison Committee. "CARRIED" WHEREAS the issue of community identity is significantly influenced byCanada Post; THEREFORE BE IT RESOLVED THAT Council endorse Councillor Cowman, Sam Cureatz, M.P.P., and Allan Lawrence, M.P., in their communications with Canada Post and urge them to continue with their efforts to solicit Canada Post's assistance in enhancing community identity in Courtice. "CARRIED" THAT the appropriate funds be drawn from the Contingency Account; Resolution #C-631-87 Cont'd THAT an appropriate agreement be entered into between the Corporation of the Town of Newcastle and the firm of Walker, Poole, Milligan to undertake the said work; THAT the appropriate agencies and interested parties be so advised; and THAT the Region of Durham be requested to support the Town in its endeavours and provide financial assistance in this regard. "CARRIED Resolution #C-623-87 Ontario Hydro Moved by Councillor Cowman, seconded by Councillor Wotten Agreement Resolution #C-633-87 Canada Post Moved by Councillor Wotten, seconded by Councillor Cowman Special Council Minutes - 3 - July 17, 1987 ~, Resolution #C-634-87 Bell Canada Moved by Councillor Wotten, seconded by Councillor Cowman WHEREAS the issue of community identity is significantly influenced by Bell Canada in its telephone directory publication; THEREFORE BE IT RESOLVED THAT Bell Canada be requested to publish its telephone directory listing all communities or localities within the Town of Newcastle as being in or part of the Town of Newcastle. "CARRIED" Resolution #C-635-87 Water Problems Moved by Councillor Cowman, seconded by Councillor Wotten Courtice Area THAT the Chief Administrative Officer seek legal advice ~r from the firm of Walker, Poole, Milligan, specifically Mr. Peter A. Milligan, B.A.(Economics), LL.B., and Mr. Dennis C. Hefferon, LL.B., M.A., and Professor of Environmental Studies at York University, to deal with the matter of responsibility related to water problems in Courtice and advise as to the manner in which the interests of affected homeowners can be protected.
