TBAT Addendum to Report WD-61-94 be received; 2. THAT Report WD-61-94 be lifted from the table and approved; and 3. THAT Lori Gackstetter be advised of Council's decision. REPORT 1.0 ATTACHMENTS. No. 1: Report WD-61-94 No. 2: Proposed By-law approving an all-way stop at the intersection of Martin Road/Roser Crescent 2.0 BACKGROUND 2.1 At a regular meeting of the General Purpose and Administration Committee held on December 12, 1994, Council tabled WD-61-94 to provide an opportunity to discuss the report with the residents of Martin Road. 121 o.PE ~®° ~.~.. REPORT NO.: ADDSNDDM TO WD-61-94 PAGE 2 2.2 At a meeting held on January 30, 1995, Council passed the following Resolution #GPA-52-95: "THAT the Director of Public Works be directed to investigate the feasibility of installing a four-way stop at the intersection of Roser Crescent and Martin Road and prepare a report for submission to the General Purpose and Administration Committee." At the request of the Director of Public Works,. the report was tabled to permit time to discuss the report with Lori Gackstetter. 3.0 REVIEW AHD COMMENT 3.1 Meeting Held A meeting was held on Thursday, January 19, 1995, with the following persons presents Councillor .John O'Toole Councillor Pat Pingle Don Patterson, Manager of Operations Ron Baker, Traffic Coordinator Lori Gackstetter,. 108 Martin Road, Bowmanville Dean Gackstetter, 108 Martin Road, Bowmanville 3.2 Conclusions Reached at the Meeting The residents agreed that the placing of an all-way stop at Alonna Street/Martin Road could create a hazard but insisted that an all-way stop be placed at the intersection of Roser Crescent/Martin. 3.3 Warrants Not Met Since the warrants are not met for the placement of an all-way stop at either of the two (2) intersections, my recommendation is that Report WD-61-94 be lifted from the table and approved. 1702 REPORT NO.: ADDENDDM TO WD-61-94 PAGE 3 3.4 Proposed By-law In the event that Council wishes to approve an all-way stop at the Martin Road/Roser Crescent intersection, a proposed By-law has been attached (Attachment No. 2) to implement the all-way stop. ATTACHMENT N0. 1 ADDENDUM TO WD-61-94 "THAT the delegation of Lori Gackstetter be acknowledged; - 12;4 REPORT NO.: WD-61-94 PAGE 2 THAT her comments be referred to the Director of Public Works for review anii~preparation of a report to be submitted to the General Purpose and Administration Committee; and THAT Lori Gackstetter be advised of Council's decision." 3.0 REVIEW AND COMMENT 3.1 1989 Review The issues of vehicular speeds and excessive through traffic first arose as a result of a letter dated June 20, 1989, from Mr. and Mrs. Dean Gackstetter (Attachment No. 2). The correspondence was referred to the Director of Public Works for any action he deemed necessary and a -copy of the letter was forwarded to the Durham Regional Police. The review concluded that, based on the warrants in the Manual of Uniform Traffic Control Devices, an all-way stop at either the Alonna Street/Martin Road intersection or the Roser Crescent/Martin Road intersection is not warranted. Durham Regional Police Services were advised of the concerns of the residents regarding speeding. 3.2 1994 Traffic Speeds Before and After Community Involvement Speed studies were conducted during September of 1994 with the following results: Average 50$ile SS~i1e Date Seed Seed Speed Sept. 17 41.38 43.18 54.29 Sept. 18 44.08 46.55 56.04 Sept. 20 35.22 39.05 49.02 Sept. 21 36.14 39.59 49.53 The above figures recorded on September 17 and 18 do not indicate that a serious speeding problem exists and the speeds are lower than on many other municipal roadways. Discussions 1 ?.CS REPORT NO.: WD-61-94 PAGE 3 with Durham Regional Police also indicate that the radar unit assigned to this location in early~September did not find a serious speeding problem with the top speed. being 61 km/hr. On September 20 and 21 a resident had placed approximately 20 hand painted cardboard signs along the boulevards asking motorists to slow down, watch for children, and obey the speed limit. This informal form of a "Neighbourhood Traffic/Speed Watch Program" did have a desirable affect by reducing the average traffic speed by seven (7) ]mt/hr. 3.3 Through Traffic (Short Cuttinq~ . This location was checked for through traffic while children were travelling to and from school. The amount of through traffic is small at between 4 and 58 while children are travelling to and from school. Total Through Date Time Traffic Traffic Sept. 14 3:45-4:15 p.m. 145 9 (6~) Nov. 22 8:04-8:34 a.m. 129 5 (4$) 3.4 Motor Vehicle Accidents There was a motor vehicle accident on Martin Road at Roser Crescent on September 2, 1994. The accident involved an 8 year old boy on a bike who did not stop and drove directly in front of a car. The boy fortunately only received minor injuries and walked home. The motorist, who lives on Waverly Road, was not charged with any violation. There have been no accidents to indicate that a right-of-way problem exists. 3.5 All-Wav Stops The request for all-way stops from Mrs. Gackstetter was intended to reduce speeding and deter through traffic from entering the neighbourhood. The Manual of Uniform Traffic Control Devices published by the Province of Ontario specifically states that all-way stops are not to be used as speed control devices. or used as a means of deterring the L'~~ REPORT NO.: WD-61-94 PAGE 4 movement of through traffic. In addition, the data does not indicate that a serious speeding or through traffic problem exists. The two intersections do not meet the volume requirements with only 132 cars during the peak hour. The introduction of an all-wav stop at the intersection of Martin Road and Alonna Street could create a hazard. The hill at the north end of Martin Road has a steep slope of eight (8) degrees then tapers to one (1) degree close to the intersection. The proximity of the hill to the north of this intersection could create a situation whereby a child sees a southbound car coming and steps onto the roadway believing that the stop sign will protect him. Under conditions of snow, ice or heavy rain a vehicle could potentially slide through the intersection striking pedestrians or causing a chain reaction for other vehicles descending the hill. A stop sign at the bottom of a hill should only be used when absolutely necessary for a right-of-wav control. 3.6 Status of Road Closure At Ton of Martin Road The closure of Martin Road was dealt with by Council at the meeting of December 13, 1993, at which time By-law 92-225 (Attachment No. 3) was passed. This By-law specified that Martin Road would be closed at Regional Road 57 "effective upon the construction of the internal road (West Side Drive) providing access to Baseline Road". Kelvin Whalen, developer of the Aspen Springs Subdivision, is processing the construction of phase four in 1995, which includes the construction of the internal road (West Side Drive), from Bonneycastle Drive southerly to Baseline Road. Although this schedule is tentative, this phase of the development is based on the need to facilitate the servicing and construction in 1995 of the public. elementary school on West Side Drive with a scheduled opening in the Fall of 1996. The closure of the intersection at Regional Road _57 will discourage the movement of through traffic but the new opening ~ 1~~i7 REPORT NO.: WD-61-94 PAGE 5 onto Prestonway Drive will allow the movement of traffic between the established Martin Road neighbourhood and the new Aspen Springs Subdivision. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that: 1) There is very little through traffic using Martin Road during the time that children are going to and from school; 2) There is not a serious speeding problem on Martin Road; 3) The warrants from the Manual of Uniform Traffic Control Devices are not met for an all-way stop at the Alonna Street/Martin Road intersection or at the Roser Crescent/Martin Road intersection; 4) The placing of an all-way stop at the Alonna Street/Martin Road intersection could create a hazard; and 5) There have been no accidents which would indicate that there is a right-of-way problem on Martin Road. Our home is at 108 Martin Road and we have noticed the traffic flow has increased considerably. The speed limit posted on Martin Road is 50 km/hr. however, people are doing well over the stated speed. Many times we have noticed cars travelling at a rate of speed where if our daughters and sons were to run on to the road they wouldn't have a fighting chance, nor would an adult or animal. We made our grievance with "Durham Regional Police" on June 10, 1989, and their response was "if there is enough manpower then radar will be set-up". We waited until June 15, 1989, but saw no sign of patrolling, so we contacted Mr. Ken Hooper on the matter. Mr. Hooper has shown concern for the situation and in turn contacted the "Chief of Police" on this day and was told "radar would be made available". Today is June 20, 1989, and there still has been no sign of radar. Martin Road is a very busy through-way street for people wishing to take a short cut or avoid heavy traffic on Waverly Road. We think that if Durham Regional Police took this situation seriously they would find not only our problem is a valid one, but may even find an increased number of impaired drivers drag racing on motorcycles, driving a motorcycle with no license plates, reckless driving, etc. Our view on the solution to the above is to install 2 four-way stop signs at the following intersections: Alonna Street and Martin Road Roser Crescent and Martin Road This would avoid excess speed and maybe in the long run reduce the traffic flow on a residential street. Please Mrs. Hubbard and the Members of City Council, few issues demand more attention than the concern for the safety of our children and our community. Your prompt attention to this matter would be greatly appreciated. WHEREAS The Corporation of the Municipality of Clarington deems it desirable to stop-up and close part of the road allowance to vehicular traffic between Lota 14 and 15, Concession 1, former Township of Darlington, Municipality of Clarington, described ae Part 1, Plan 40R-14465, Municipal Act, R.S.O., 1990 c.M.45, x.297(9). WHEREAS notice of the intention of Council to pass this by-law was sent to the Regional Municipality of Durham on the 20th day of October, 1992, and the Regional Municipality of Durham granted approval of the proposed by-law by letter dated the 20th day of October, 1992.
