By-Law # ~ Y 9~-~~~ It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-60-94 be received; 2. THAT an all-way stop be installed at the intersection of Edward Street and Church Street; 3. THAT the proposed By-laws attached to Report WD-6-94 be passed. by Council to implement Recommendation 2; and 4. THAT Rena Durham and Diana Foster be advised of Council's decision. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2: Proposed By-laws to amend By-law 91-58 2.0 BACKGROUND 2.1 A number of residents have requested a review of the intersection of Edward and Church Streets due to visibility concerns. Suggestions have included an all-way stop (from Rena Durham of 231 Sunset Boulevard), a reversal of the stop signs (from Diana Foster of 1671 Rudell Road) and removal of the trees near the intersection from unnamed sources. ~~~2 o.o. °°® w ~.aE REPORT NO.: WD-60-94 PAGE 2 3.0 REVIE6T AND CO1~RlBNT 3.1 Road Classification Edward Street was reconstructed and extended over Foster Creek during late 1991 to link the new residential area with Mill Street (Regional Road 17). Edward Street, which had been a short local road, became a 10 metre (32 feet) wide collector road. Church Street, which is considered a local road, is only 5.8 metres (19 feet) wide. 3.2 Siaht Distance, Motorists stopping on Edward Street have difficulty seeing approaching vehicles. An eastbound motorist on Edward Street has a sight distance of only 48 metres (157 feet) when checking for southbound vehicles, due to the presence of an evergreen tree on the northwest corner. The sight distance of 48 metres is 17 metres less than the minimum stopping sight distance of 65 metres required to stop at 50 km/hr and therefore is considered hazardous. During the peak hour there were 124 motor vehicles crossing. the. intersection, 33 pedestrians crossing Church Street and 25 pedestrians crossing Edward Street. All of these counts fall well short of the Provincial Guidelines for an all-way stop at the intersection. 3.4 Reversal of the Stoo Sians A reversal of the stop signs to give Edward Street the right- . of-way would eliminate the effects of the hazardous visibility. problem in the northwest corner. The reversal would also give the right-of-way to the collector roadway and reduce inconvenience to motorists. The sight. distance of motorists stopping on Church Street would be excellent in all directions except for southbound traffic looking east. This corner has a sight distance of 70 metres which is only 5 metres more than the minimum stopping sight distance of 65 metres for a 50 km/hr zone. Reversal of the stop signs may also be perceived by the residents of Edward Street as an opportunity for motorists to increase speeds or .use this roadway as an alternate to King Street West. 3.5 Trees The evergreen tree on the northwest corner appears to be directly on the property line. The large maple trees on the northeast and southeast corners are on Municipal property. Removal of the trees is not required to improve safety if the. atop signs are either reversed or an all-way stop is created. - 1~I4 REPORT NO.: WD-60-94 PAGE 4 4.0 CONCLUSIONS 4.1 From the above, it is concluded that, because of poor visibility at the intersection, an all-way stop condition should be created at Edward and Church Streets.
