THAT Report WD-57-94 be received; 2. THAT the request from Thomas and Marlene Coulby for an all-way stop at the intersection of Nash Road and Rundle Road be DENIED; and 3. THAT Thomas and Marlene Coulby and Tim Nobes be advised. of Council's decision. REPORT 1.0 A' No. 1: Rey Map No. 2: Correspondence dated July 3, 1994, from Thomas and Marlene Coulby 2.0 BACKGROUND 2.1 At a meeting held on July 18, 1994, Council passed the Resolution C-485-94: "THAT the correspondence received July 11, 1994, from Thomas and Marlene Coulby requesting a 4 Way Stop at Nash/Rundle Roads, be received; - 10b6 o.>E ~®.o~.=~E REPORT NO.: WD-57-94 PAGE 2 THAT the correspondence be referred to the Director of Public Works for preparation of a report to be submitted to the General Purpose and Administration Committee; and THAT Thomas and Marlene Coulby be advised of Council's decision." 3.0 REVIEW AND COML48NT 3.1 This intersection was first reviewed for an all-way stop at the request of Mrs. B. Gilham during 1989. Council approved Report WD-89-89, dated November 20, 1989, with the recommendation that the all-way stop be denied, but that the posted speed limit be reduced from 60 ]~/hr to 50 km/hr along Nash Road near the school. Although the traffic volumes were higher than normal during 1989 because of construction on Highway No. 2, volume warrants were not met to justify an all- way stop based on Provincial Guidelines. 3.1 Volumes The studies taken to date, show the following volumes during the 8:00 a.m. to 9:00 a.m. period: Intersection Volume Between School Date Volume and Intersection Sep. 1989 207 176 (Hwy. 2 detour) Jun. 1993 73 60 Sep. 1994 64 55 The 3:30 p.m. to 4:30 p.m. volumes were as follows: Oct. 1994 88 67 The traffic volumes are extremely low as a warrant for an all- way stop would require volumes of at least 350 vehicles per hour. The traffic volume does not appear to have increased dramatically from previous years. 1067 I REPORT NO.: WD-57-94 PAGE 3 3.3 Speeds A speed study wan done the morning of September 29,1994, with the following results: Average Speed: 47.42 50$ile Speed: 48.79 858i1e Speed: 62.19 Speeds 35-65 km/hr: 48 vehicles Speeds 66-75 Ian/hr: 6 vehicles All-way stops are not. designed as a speed control, device and are ineffective at reducing vehicle speeds over a large area. Periodic enforcement is always suggested near schools and may reduce the speeds of the six (6) vehicles. which were travelling between 66 - 75 ]cnt/hr. 3.4 Pedestrian Concerns This section of Nash Road is built to rural standards with open: ditches and a surface width of 7 metres (23 feet). The roadway is straight and level with no visibility problems. The area is incapable of supporting sidewalks without reconstruction to urban standards. The Public Works Department shares the residents concern regarding the lack of sidewalks and shoulder width, but suggests that the combination of low traffic volumes, clear sight lines and ..moderate speeds .provide a reasonable level of safety. The portion of Nash Road in front of the school is being repaved during. 1994 and the north shoulder between Rundle Road and the school will be widened up to three (3) feet to assist pedestrians. A crossing guard is not required because of the extremely low traffic volumes. Any students needing to cross Nash Road to board a bus can use the added protection of waiting until the ~~~0 REPORT NO.: WD-57-94 PAGE 4 flashing lights are activated and traffic has stopped. The pedestrian activity between Rundle Road and the school on Nash Road consisted of five (5) students on the morning of September 29, 1994, and ten (10) students on the afternoon of October 4, 1994.. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that an all-way stop is not warranted at this low volume location based on Provincial .Guidelines. Dear Sir We would like to express the concern of the residents local to the Nash/Bundle Road intersection at the increase in traffic volume and speed. This area is contained within a school zone. in which the posted speed is 50km/hr. The school is Maple Grove Public School which is approximately, 100 yards west of Rundle Road, on the north side of Nash Road. At present, stop signs are located on Rundle Road only. This encourages through traffic to travel at high rates of speed through this area on Nash Road. With no stop signs existing between Solina Road and Holt Road. There has been a recent increase in the number of children in the' area who will be walking to school, placing them in an increasingly perilous situation. Realizing that 100% speed limit enforcement is impossible, it is felt that a 4 way stop at this intersection would force the reduction of average speed through this area, and potentially save lives. This proposition has been discussed with the Director of Public Works, Mr. Walter Evans, who has indicated that Nash Road is inadequately wide for pedestrian traffic, and who supports the placement of a 4 way stop at this intersection. We are alsa enclosing letters of support from the Principal Tim Nobes and the members of the PTA for Maple Grove Public School. We would be greatly appreciative of your serious consideration of this matter Yours truly Thomas and Marlene Co by _ ~~171 ATTACHMENT N0. 2 ll WD-57-94 July 5,1994 In the spring of 1992, the Maple Grove PTA pursued the issue of speeding cars on Nash Rd., in the vacinity of Maple Grove Public School, with respect to installing a fence around the school yard, for the safety of the students. After doing a survey, we approached the Northumberland/ Newcastle (Ciarington) Board of Education, and with their agreement that the situation was a safety hazard, a fence was erected. This helped with our concern for the student's safety while on the school grounds, however it does not help the children who have to walk to school. There are no sidewalks on either side of Nash or Rundle Roads, and both roads are very narrow. We, the PTA feel it would be a great help if cars could somehow be forced to go slower. As a resident of Nash Rd., and a concerned parent, 1 feel that it is necessary to force the cars to slow down along this route. I fear far my awn kids, as well as others, when they walk dawn the street, whether it is to go to school or to a friends house. A few years ago, the speed limit was reduced from 60 km/hr'to 50 km/hr through the school zone. Many cars however, FLY through this area, 1 would approximate, at anywhere from 80 to 100 km/hr (possibly faster). Many of these cars pass others who are going the limit for perhaps a little faster) and there is not that much roam to pass. I don't know what the solution could be, but an additional stop sign on Nash Rd., thereby making the corner of Nash and Rundle Rd. a 4-way stop, or perhaps a crossing guard (although this would only help during school hours) across from the school, or both, would definately help to slow some of the cars. We have an increase in students who are starting to walk or ride their bicycles to school. As you are aware, traffic on Nash Road has a straight run from Solina to Holt Roads. With the increase in pedestrian flow we feel it would be safer for our students if a 4 way. stop sign was placed at Rundle and Nash Roads. Thank you for your attention to this matter.
