THAT Report WD-51-94 be received; 2. THAT all bridges within the Municipality of Clarington deemed to require regulatory maximum weight signing according to Engineering Inspections be recorded in Schedule "I" of the By- law attached to Report WD-51-94; 3. THAT the proposed By-law attached to Report. WD-51-94 (Attachment No. 2J be passed by Council; and 4. THAT a copy of the By-law and Bridge Appraisals be forwarded to Mr. Fausto Conforti of the Ministry of Transportation for consideration and approval. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2: Proposed By-law to restrict the weight over bridges No. 3: Single and Multiple Maximum Weight signs 101$ o:.E ° ®° ~.~ E REPORT NO.: WD-51-94 PAGE 2 No. 4: Bridge Appraisals (available in the Public Works Department ) 2.0 BACRGRODND 2.1 Due to the obsolescence or weakening of bridges, it is often necessary to limit the gross weight. of vehicles on highways or bridges on a temporary, seasonal or more permanent basis. Subsection 104 b(2) of the Highway Traffic Act. (R.S.O. 1980, c.198 as amended) provides that: "The municipal corporation or other authority having jurisdiction over a bridge may by by- law approved by the Ministry limit the gross weight of any vehicle or any class thereof passing over such bridge, and the requirements of subsection (1) with respect. to the posting of notice apply. thereto." 3.0 REVIEW AND COMMENT 3.1 Although all municipal bridges having a rating of 10 tonnes or less have been posted with maximum weight signs for a number of years, no valid by-law exists to permit enforcement. The Ministry of Transportation will only approve such by-laws if they are supported by an engineering bridge appraisal study. The Ministry will approve the by-law with a specific expiry date which ensures that bridge inspections will occur every few years to update the by-laws. 3.2 The firm of Totten Sims Hubicki and Associates prepared the Municipality of Clarington 1993 Road Needs Study Update. with respect to bridge appraisals using a Ministry approved computer software package named MBADES. The bridge appraisals binder, providing details on all Municipal bridges, was submitted to the Municipality during March of 1994. Upon reviewing the bridge appraisals, it was noted that a number of ~~~ 7 REPORT NO.: WD-51-94 PAGE 3 signing changes must occur and, in the interest of public safety, those signs. have been placed on order in advance of -this report being submitted to Council. .The Manual of Uniform Traffic Control Devices illustrates the two (2) available sign styles as shown on Attachment No. 3. The (RB-63) signs are used where the maximum gross weight applies to single and combination vehicles. The (RB-63A) signs are used where structural engineers have set individual load restrictions prescribing the maximum gross vehicle weight for a single vehicle, a combination of two vehicles and a combination of three vehicles permitted on the bridge. 3.3 The engineering recommendations included the posting of maximum weight signs for twelve (12) structures. The Bridge Appraisals to support the recommendations and By-law are available in the Public Works Department. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that the attached By-law should be approved by Council and forwarded with the Bridge Appraisals to the Ministry of Transportation for their consideration and approval. NOW THHREFORE the Council of The Corporation of The Municipality of Clarington deems it expedient to limit the weight of vehicles passing over specific bridges and enacts as follows: 1. No vehicle or combination ofvehicles or any class thereof, whether empty or loaded, shall be operated over the bridge on the highway set out in Column 1 at the location set out in Column 2 of Schedule "I" to the By-law where: a) in the case of a single vehicle, or where the same maximum gross weight applies to single and combination vehicles, the gross weight exceeds the number of tonnes set out in Column 3 (a); b) is the case of a combination of two (2) vehicles, the gross weight exceeds the number of tonnes set out in Column 3 (b); and c) in the case of a combination of three (3) vehicles, the gross weight exceeds the number of tonnes set out in Column 3 (c) of Schedule "I" to this By-law. 2. Any person violating the provisions of this By-law shall be subject to the penalties provided in Section 106 of the Highway Traffic Act. 3. This By-law shall not become effective until notice of the limit of weight permitted in compliance with the regulations under the Highway Traffic Act has been posted in a conspicuous place at each end of the bridge, and until approved by the Ministry of Transportation. The approved weight(s) set out in Schedule "I" will remain in effect for a period of time specified by the Ministry of Transportation. It shall also be used for emergency situations until a detailed analysis can be made of the bridge capacity. It shall be located in advance of a bridge or other struc- ture to which the restriction applies. It may also be mounted on the bridge structure. A supplementary sign maybe necessary on the left side of the roadway. If the limit applies at an intermediate point where there is no alternative route, a special sign should be provided to divert heavy vehicles to the nearest iriterseclion where a suitable detour is available.
