Subject: REQUEST FOR THE CONSTRUCTION OF SIDEWALKS IN ENNISKILLEN
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-50-94 be received;.
2. THAT $139,000 be included in the proposed 1995 Capital Budget,
for Council's consideration during budget deliberations, for
the extension and repair of sidewalks in Enniskillen;. and
3. TBAT Mr. R. T. Malowney, Director of Education, .Northumberland
and Newcastle Board of Education, be advised. of Council's
decision.

2.1 Location of Requested Sidewalk
The location of the requested sidewalk extension is
illustrated on Attachment No. 1.

2.2 Reed for Bxtensions
The need for the extension has arisen because of the
residential development which has taken place on Potters Lane.
As noted in the Totten Sims & Hubicki Report, twenty-two (22)
students walk or ride bicycles to the school located on the
east side of Old Scugog Road, north of Regional Road 3.
Pedestrian traffic is also generated- by the General Store
which is located at the south-east corner of Old Scugog Road
and Regional Road 3.
2.3 Alternatives
The Totten Sims & Hubicki Report provides two alternatives for
consideration. Alternative 1 provides for the two extensions
of the sidewalk, plus the replacement of sections of the
sidewalk which need repairing. The estimated cost is
$139,000. Alternative 2 provides for the two extensions and
replacement of all existing sidewalk with a 1.5 m wide
sidewalk. The estimated cost is $295,000.
3.0 CONCLIISIONS AND R13C0lDlENDATIUNS
3.1 From the above, it is concluded that the extensions of the
sidewalk in Enniskillen are required. Because of the high
demand on funds for the construction and replacement of
sidewalks, it is recommended that Alternative 1 be selected at
an estimated cost of $139,000.

Re: Petition for New Sidewalks on Old Scugog Road (east side) and
Regional Road No. 3 (south side) from Potters Lane to Existing Sidewalks and
Repair of Existing deficient Sidewalks, Hamlet of Enniskillen, Municipality of Clarington
As directed, we have prepazed the following information for your pending report to Council on the above
noted request. Our work was carried out in three phases. Initially the existing sidewalk was measured
and wmments aze provided herein on its current condition. Secondly an evaluation of the existing
sidewalk (and lands where the proposed sidewalk would be placed) was performed. Finally the costs of
different alternatives to provide the requested sidewalk were calculated. Further details of our work is
discussed in the following sections.
1.0 BACKGROUND
1.1 Enniskillen Public School
Enniskillen Public School is the primary contributor to pedestrian traffic. within the Hamlet of
Enniskillen along both Regional Road 3 and Old Scugog Road. Current enrolment consists of
316 children attending Kindergarten to Grade 6. Twenty-two local students walk or ride bicycles
to school, of which, an estimated 8 students live on Potters Lane. All students who walk attend
Grades 1 througlt 6 as junior and senior kindergarten students are transported by school bus
regardless of proximity to school.
1.2 Enniskillen General Store
Another contributing factor to pedestrian traffic in Enniskillen is the Enniskillen General Store.
The General Store is located on the southeast corner of Regional Road 3 and Old Scugog Road.
The General Store along with a service station on the east side of Old Scugog Road are presently
the only Commercial amenities located in the Hamlet of Enniskillen. This fact coupled with the
small size of the Hamlet suggests that many local residents walk when requiring any conveniences
offered by the store.

2.0 EXISTING
2.1 Existing Sidewalk
The sidewalk that presently exists in Enniskillen is sttmmarized on Attachment 1 as Sections A
through V.
The existing sidewalk has been in place for a number of years and as such, has required various
replacements and repair. The existing sidewalk is of a substandard width (0.95 m to 1.05 m) and
has sections composed of either concrete, asphalt or a combination of both. The condition of the
existing sidewalk ranges from poor to good. The approximate lengths, conditions and related
comments for each segment are provided on Attachment 2.
2.2 Proposed New Sidewalk Location
In order to allow pedestrians from the relatively new residential development on Potters Lane to
access the existing sidewalks on Regional Road 3 and Old Scugog Road (without having to walk
on these roads), extensions to the existing sidewalks are necessary. These extensions are give on
Attachment 1 as segments X and W.
The new sidewalk required on the east side of Old Scugog Road from Potters Lane, north to the
existing sidewalk is approximately 105 m in length and can easily be accommodated on the east
side of the Municipal right-of--way between the existing ditch and the east limit of the right-of--way.
The construction of this section of new sidewalk would require normal sidewalk excavation and
grading practices as well as the removal of a small bunching of deciduous trees and a 2 metre
extension to the existing culvert located in front of the service station.
The new sidewalk required on Regional Road 3 from Potters Lane, west to the existing sidewalk is
approximately 80 m in length and can be accommodated on the south side of the Regional
right-of--way immediately behind the existing line of hydro poles. In order to construct the new
sidewalk in this location some fill material will be required from Potters Lane to approximately
35 m westerly which can be placed within the Regional right-of-way without affecting any existing
drainage or utilities.
3.0 COST ESTIMATES
3.1 General
Two preliminary alternatives to provide access for the Potters Lane residents to the existing
sidewalks in the Hamlet of Enniskillen have been reviewed. Cost estimates for both of these
Alternatives have been provided and include survey, design, contract tendering, contract
administration, sidewalk construction (including associated work) and GST costs.

3.2 Alternative 1
This Alternative involves the extension of existing sidewalks on Regional Road 3 and Old Scugog
Road to Potters Lane with a standard 1.5 m wide sidewalk, the removal and replacement of all
damaged, uneven or asphalt capped sidewalks to match existing adjoining sidewalk which in most
cases is only 1.0 m in width. Due to the large amount of damaged sidewalk on the south side of
Regional Road 3, it is suggested that it be removed and replaced with a standard 1.5 m wide
sidewalk. The cost of this Alternative is sumrarized on Attachment 3.
This Alternative would have the least adverse affects on the existing conditions in the areas where
sidewalk is removed and replaced with the same width of sidewalk. There are several areas where
the sidewalk is bounded by trees, shrubs, fences or hedges and a wider sidewalk would possibly
require these items to be removed or relocated adding extra cost to the required works. In most
cases the sidewalk will be placed at or near the existing ground elevation in order to eliminate any
drainage problems unless there is an existing drainage problem that can be rectified by lowering or
raising the elevation of the new sidewalk.
This is the preferred Alternative in consideration of cost effectiveness and needs. The low
pedestrian volumes in our opinion do not warrant entire new sidewalks within the Hamlet.
3.3 Alternative 2
This Alternative requires [he removal and replacement of all existing sidewalk with a standard 1.5
m wide concrete sidewalk as well as the extension of the existing sidewalks to Potters Lane. This
alternative is considerably higher in cost due to the added removals and added sidewalk width.
The cost of this Alternative is summarized on Attachment 3.
3.4 Associated Works
Along with the works discussed in both Alternatives the following works should be carried out:
Existing gravel entrances should be paved from the front of the sidewalk to the edge of the
road pavement. This will prevent gravel from being pushed onto the roadway as well as
providing a safe and more controlled access to the road from the private entrances.
Sidewalk should not be placed across Centre Street.
Centre Street should be paved from the edge of the pavement or back of curb on crossing
roads to 1 m behind the back of sidewalk if it were carried through the street. The reason
being the same as that stated for gravel entrances.
A sidewalk tee should be placed on the north side of Regional Road 3 opposite the
sidewalk on the east side of Old Scugog Road south of Regional Road 3. This would
require the lowering of the sidewalk on the north side of the road to accommodate an
acceptable grade for the tee:

Slopes should not exceed 3:1 where cut or fill slopes aze introduced.
Sidewalks shall match existing entrance grades where possible to avoid removal and
regrading of private entrances.
3.5 Other Considerations
Mr. Michael Wilson, CET, of the Region of Durham Public Works Department was contacted in
order to verify their position on the extension of the sidewalk on the south side of Regional Road 3
to Potters Lane. He did not foresee any problems but would like to be consulted further prior to
final design being completed. The sidewalk design for sections on Regional road 3 will have to be
approved by the Region of Durham.
The Municipality must also consider the financial liability with regard to snow removal from the
new sections of sidewalk in the winter. The existing sidewalk fronts private and/or commercial
residences and would be cleared of snow and ice by the owners, but the two new proposed
sections of sidewalk extending to Potters Lane do not front any residences, but rather side yazds.
As a result these sections of sidewalk may require cleazing by the Municipality.
The repair of existing sidewalks and extension proposals does not only benefit the children
attending Enniskillen Public School but also local residents of all ages, who use the sidewalk to
walk to all local destinations. For this reason, it is suggested that an alternative involving the
busing of all [he children from [he Hamlet of Enniskillen to school not be pursued.
Should the Municipality decide to proceed with one of the sidewalk Alternatives, local residents
should be the consulted in order to find how they feel about the proposed Alternative.
The northeast corner of Old Scugog Road and Regional Road 3 where the boulevazd is paved from
the back of curb to approximately the property line is an azea that should be looked at closely.
The asphalt is in good condition and provides a good walking surface but does not provide a
defined walking lane away from the vehiculaz traffic on adjacent roads. For this reason it is
suggested that the following proposals be looked at to eliminate any potential problems:
The introduction of painted lines on the existing asphalt to define a walking area.
The removal of asphalt to allow the placement of a 1.5 m wide wncrete sidewalk at or
near the property line.
The removal of all asphalt and the placement of a 1.5 m wide concrete sidewalk with a
sodded boulevard.
Each of these proposals will mitigate the potential problems with varying degrees of success.
Although students who reside in the newer development north of Enniskillen Public School can access the
school via Werrydale Drive, considerations"should be given in future development agreements for the
installation of a sidewalk along Old Scugog Road to provide access to the school.
