Subject: AMENDMENT TO CONSOLIDATED TRAFFIC BY-LAW 91-58
REGARDING PARKING AT THE DIVISION STREET AND
SILVER STREET PARKING LOTS, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-49-94 be received;
2. THAT the time during which a fee is required for parking at
the Division Street Parking Lot in Bowmanville be changed from
24 hours a day, 7 days a week,. to 9:00 a.m. to 6x00 p.m.,
Monday to Friday, except during public holidays;
3. THAT the two ( 2 ) hour limit, which is now in force at the
Silver Street Parking Lot, be removed to permit extended
parking periods and that a fee be required for parking from
9:00 a.m. to 6:00 p.m., Monday to Friday, except during public
holidays; and
4. .THAT the proposed by-law attached to Report WD-49-94 be
forwarded to Council for approval to implement the above two
recommendations.

2.0 BACRGROUND
2.1 The approved 1994 Capital Budget included an amount of $15,000
to convert the Silver Street Parking Lot from individual
meters to a single Pay and .Display Unit similar to the
Division Street Parking Lot. This work has been completed.
3.0 R$VIEW AND COlII+ISNT
3.1 Installation of Pay and Display Unit
The installation of the Pay and Display Unit will improve the
appearance and operation of the Silver Street Parking Lot.
while reducing the maintenance and vandalism costs.
3.2 Bfficiency of Pay and Display Unit
The individual meters which were located in the Silver Street.
Parking Lot would accept money for a maximum of two (2) hours.
Higher demand areas, such as King Street, require a higher
'turnover and are limited to a maximum of one hour. With the
introduction of a Pay and Display Unit at the Silver Street
.Lot, it will now be possible for patrons to deposit coins to
cover their stay for up to nine (9) hours (9:00 a.m. to 6:00
p.m.) at both the Silver Street and Division Street parking
lots. .The no maximum payment system to be introduced has
worked well at the Division Street location for 'patrons
wishing to park for long periods of time.
3.3 Traffic By-laws
In actual practice, however, enforcement has been limited to
'the same hours as the on-street parking meters,-being 9:00 -
a.m. to 6:00 p.m., Monday to Fridays, except public holidays.
The traffic by-law now reads that patrons must pay for parking
at the Division Street parking lot 24 hours per day.
4.0 CONCLUSIONS
4.1 From the above, it is concluded that, for the convenience of
patrons, the Silver Street Parking Lot should allow for

extended parking as is now the case at the Division Street
Parking Lot.
4.2 The hours of operation requiring a fee for the Division Street
and Silver Street Parking Lota should be the same as the on-
street parking meters.

BY-LAW 94-
Being a By-law to amend By-law 91-58, being a
By-law to Regulate Traffic on Highways,
Municipal and Private Property in the
Municipality of Clarington.
WHHRHAS the Council of The Corporation of the Municipality of
Clarington deems it desirable to amend By-law 91-58;
NOW THERHFORB the Council of. The Municipality of Clarington enacts
as follows:
1) Schedule VIII "OFF-STREET PARKING METER ZONES"of By-law 91-56
is hereby amended by deleting the schedule in its entirety and
substituting thereto a revised Schedule VIII "OFF-STREET
PARKING METER ZONES" as followss
