Region be blue boxes the .Blue requested to pay t and the collection Sox service to the he cost of the cost for the rural areas of REPORT 1.0 BACKGROUND 1.1 The new 3 R's Regulations require that effective January 1, 1995, Blue Box service must be provided, at least once every two (2) weeks, wherever a municipality now provides curbside garbage collection. 2.0 REVIEW AND COMMENT 2.1 At the present time, garbage collection is provided throughout. the Municipality once every week. 2.2 Blue Box service is provided to the urban areas of Courtice, Bowmanville, Newcastle Village and Orono. Service in the rural areas of Clarington is provided by means of ten (10) sets. of igloos located throughout the rural areas. Also, the - lOJ1 ~.PF ~ ~ a.~.«E REPORT NO WD-46-94 PAGE 2 owners of the Wilmot Creek Development provide service for their residents by means of a set of three (3) igloos. 2.3 .Durham Region pays the collection costs for the existing Blue Box and Igloo Programs. The processing costs are paid by the area municipalities. 2.4 There are now 10,.041 Blue Box stops in the urban areas of Clarington. The estimated number of stops in the rural areas is 7,500 and the estimated costs for the Blue Box service in the rural areas is $266,000. 2.5 If Durham Region picks up the costs for the Blue Box Program in the rural areas,. they will receive a one-third (1/3) subsidy from the Province; whereas, if the cost is picked up by area municipalities it is questionnable as to whether or not it will be subsidized. 3.0 RECOMMENDATION 3.1 It is recommended that Durham Region be requested to pay the cost of the purchase of the Blue Boxes and the collection cost for the extension of the Blue Box service to the rural areas of Clarington. ~«Respectf/u~lly submitted, Reviewed by, Walter A.
