Subject: TEMPORARY CLOSURI3 OF RING STREET, BOWMANVILLE,
FOR IISS AS A VEHICLE-FREE PEDESTRIAN MALL
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-41-94 be received;
2. THAT the closure of King Street, from Scugog Street to
Division Street, and Temperance Street, from King Street to
Church Street, from 6:00 p.m., Friday, October 14, 1994, until
8:00 p.m., Saturday, October 15, 1994, be approved to create
a vehicle-free pedestrian mall, provided the Bowmanville
Business Centre applies for and obtains a Road Occupancy
Permit for Special Events from the Public Works Department;
and
3. THAT .the Ministry of Transportation be advised of the
temporary closure of King Street (a connecting link) and
provided with a map showing the proposed detour route.

from Garth Gilpin, Secretary-Treasurer &
General Manager, Bowmanville Business Centre,
requesting various street closures, be
received;
TBAT the closure of Temperance Street North to
Church Street be approved for the following
events, provided the Bowmanville Business
Centre applies for and obtains a Road
Occupancy Permit from the Public Works
Department:
a) Sidewalk Sale - Friday, June 17, 1994
from 8:00 p.m.-until Saturday, June 18 at
5:00 p.m.
b) .Heritage Days - Saturday, July 2, 1994
from 12:00 noon until. 4:00 p.m.
c) Tree Lighting Ceremony/Moonlight Magic
Sale - Friday, December 2,.1994 from 6:00
p.m. until 9:00 p.m.;
THAT the request to close Ring Street from
Scugog Street to Division Street from 6:00
p.m. Friday, October 14 until 8:00 p.m.
Saturday, October 15, 1994 be referred to the
Director of Public Works to liaise with the
Bowmanville Business Centre and report back to
.the General Purpose and Administration

3.0 REVIEW AND COMMENT
3.1 Meeting Held on June 24. 1994
A meeting was held on June 24, 1994, to discuss the
Bowmanville Business Centre's request to close King Street for
use as a vehicle-free pedestrian mall during the Apple
Festival and Craft Sale. The following representatives were
in attendance:

3.2 Fire Protection
It was understood that fire protection was the ultimate
concern and, although general traffic could be rerouted,
access had to be ensured for emergency vehicles. It was
agreed that the tents to be erected on the streets could only
be placed next to vacant lots or where access to buildings
..could be gained from another side. Additionally, a suitable
unobstructed road width must be available for emergency
vehicles.
Mike Creighton is prepared to work with Garth Gilpin to review
and approve acceptable locations. Garth Gilpin requested that
Temperance Street between King and Church Streets also be
closed in conjunction with King Street in order to accommodate
the tents which must now be dispersed away from store fronts.

3.3 Police Protection
Inspector Jim Adams of Durham Regional Police will schedule a
Policeman with a bicycle to monitor this event.
The one-way signing on Silver Street will be replaced with
signs indicating that temporary access exists to gain entry to
the thirty-two (32) parking spaces in the Silver Street
parking lot. Durham Regional Police feel there should be no
problem with this temporary conversion from a one-way to a
two-way street.
"No Parking" signs will be reviewed in the outlaying areas to
discourage illegal parking which may cause traffic flow
problems.
GO Transit has been contacted and have no objection to the
temporary detour along Church and Queen Streets. The detour
routes for trucks and routes for cars are shown on Attachment
No. 1.
3.5 Pazkina Bnforcement
The closure of King and Temperance Streets will eliminate the
use of seventy-one (71) parking spaces at a time when more
people are being drawn to the downtown core. There is no way
to accurately predict parking problems which may occur with
the increase in the number of patrons the event will attract.
The event will be monitored for parking problems .which may
restrict or 'hinder safe traffic and pedestrian flow.
3.6 Access By Residents
Garth Gilpin has assured staff that all residents have rear
access to their properties and will not be adversely affected
by the closures.

4.0 CONCLIISIONS
4.1 From the above, it is concluded that, if staff and the
Bowmanville Business Centre continue to work together,
solutions can be found to provide a successful and safe event.
The standard form of "Road Closure Permit for Special Events"
issued by the Public Works Department must also be signed by
the Fire Department and the Durham Regional Police.
