THAT Report WD-39-94 be received; 2. THAT Jenny and George Walhout and the other residents and property owners on Liberty Street be thanked for the considerable amount of time they spent attempting to arrive at a consensus on how to deal with the concerns of the residents and be advised that: a) The boulevard (the area between the back of the curb and the sidewalk) will be paved with interlocking brick and/or sodded, as agreed with the residents after more consultation, where the width of the boulevard is up to 1.5 m (4.9 feet) and where the boulevard is wider than 1.5 m, the area will be sodded; b) Snow will be removed from the east side of Liberty Street, from King Street Bast to Concession Street, as o<oE °° ~ aE~.~.E REPORT NO.: WD-39-94 PAGE 2 required to ensure that the sidewalk can be used during the winter months; c) A streetscape plan will be prepared by a landscape .architect for the planting of trees on both sides of Liberty Street on private property, subject to the approval of each property owner. The streetscape plan will be reviewed with the residents of Liberty Street at an Information Centre to be held in the Fall of 1994 with the intent of planting the trees in the Spring of 1995; d) The residents will be kept advised of the construction schedule; e) There will be an inspector available on the job site to discuss with the residents any of their concerns during the construction; 4. THAT all residents who attended the Information Centre and those residents who signed the petition be forwarded a copy of Report WD-39-94 and be advised of Council's decision.. Evans to Mr. and Mrs. Walhout, addressing the concerns of the residents REPORT NO.: WD-39-94 PAGE 3 2.0 BACKGROUND 2.1 Provision was made in the 1994 Capital Budget and .Four Year Forecast for the design and construction in 1994 of sidewalk along the east side of Liberty. Street from King Street to Concession Street and from Fenwick Drive 280 metres southerly (Attachment No. 1). 3.0 REVIEW AND COMMENT 3.1 Information Centre An Information Centre was held in Meeting Room No. 1 at the Municipal Offices between the hours of 4:00 p.m. and 7:00 p.m. on Thursday, June 2, 1994, to review plans for the proposed sidewalk with members of the public. Seven (7) area residents attended the Information Centre. Councillors Carson Elliott and John O'Toole were also present.. A copy of the. Register kept at the Information Centre is attached to this Report (Attachment No. 2). Following the Information Centre, a petition expressing a number of concerns was presented to the Director of Public Works. The petition was prepared by Jenny and George Walhout and includes the signatures of thirty (30) residents of Liberty Street {Attachment No. 3). 3.2 Response to Concerns A response addressing the concerns expressed in the petition was prepared by the Director of Public Works and is attached to this Report (Attachment No. 4). 3.3 Width of Sidewalk The proposed sidewalk will be 1.5 metres (4.9 feet) wide. REPORT NO.: WD-39-94 PAGE 4 3.4 Treatment of Boulevard The residents were opposed to paving the boulevard with hot mix asphalt. Two other options for the treatment of the boulevard are paving .with. interlocking brick or sodding. In a telephone conversation with Jenny Walhout at 4:45 p.m. on Wednesday, June 29, I was advised that, in her opinion, there was not yet a consensus of the residents as to whether the boulevard should be paved with interlocking brick or sodded. 3.5 Traffic Issues A number of the issues raised in the letter dealt with traffic on Liberty Street. Since Liberty Street is a Regional Road,. a copy of the correspondence has been forwarded to the Region. 3.6 Land Purchase Required In order to provide for future intersection improvements at Liberty and Concession Streets, property will be required from Bell Canada at the southeast corner of the intersection. Of :14. Ws found 5 properties vacant and 2 neighbors on vacation. The balance of tfie residents gave their unanimous support to the attached petition requesting that the proposed boulevard be finished in sod and not in asphalt. In addition, because such short notice of the 'information Centre' was given, many people stated that they would be unable to attend, despite their concerns. Therefore, we would Gke to outline a number of issues that were highlighted in oar discussions with Liberty Street North neighbors_ 'theta was overwhelming concern war fhe possible foss of trees. (We should be proud to 1'roe in a community that 5o values its nature! habitat.] This was expressed by a!l residents whether they had trees or not. Three elderly Ceslderrts lamented the destruc~ian of old growth maple trees when Ul~erty Street was originally rsfidened and were drstrgssed h}- fhe thoughts of having more trees lost to'progress'. Residents living between Church Stn;et and Carlisle Ave. indicated that a much greater concern for safety was the need for s crosswalk They feR this exigency should be addressed before sidewalk conswaion on the east~sfde of the road. Those ikving between Lovers Lane and Concession Street indicated that they ere experiencing the Compounded problem of parking congestion for the North F~id Market, and tong traffic tine-ups for the 4-way stop. Concern was expressed that a paved loulevard would possibly lead to motorists mounting the curb to park. (h should be noted that the owners of the store are in support of our petition.) Everyone we spoke to were frustrated end dismayed with the increased volume of traffic on oar street since the construction of Subdivisions to fhe north and east of our neighborhood. Residents generally complained that U'berty Street was being 'turned into a highway' Most stated-that it _was. riot only impossble to getout of their ` driveways, but it was' now diffCUlt to cross fhe street!.- ATTACHMENT N0. 3 t3D-39-94 The issue of asphalt boulevards was met with questions as to lis width and any resulting destruction of vegetation. Ail were strongly opposed fn the aesthetic nature of an asphalt boulevard. ft was suggested that weed overgrowth would occur and that grass would 68 baiter maintsintad. .lt was generally felt mat the visual presence of asphalt would drastically change the ambience of our street and that it woutd only promote more of a °highway psyche" €or motorists travelling north. On June 2nd we attended the'lnformatinn Centre' and met Mr. W. Evans, Dir. of Public Works, as well as representatives of Totten Sims Hubickt. We found them to tie most cooperative. do voicing our concerns, Mr Evans suggested a "streetseapo plan" could be developed wish the intention of making the project more aesthetically appealling. Snow removal problems were discussed and the investigation of an a[temative tp, asphalt or grass on tfte boulevard. We look forward to hearing from Mr. Evans. it is our sincere trope that Counai wilt carefully consider these issues. liberty Street is hectxning a gateway to this town and you our politicians have a'responsibiiity not only to thos® who live here but to the community at Large.
