THAT Report WD-33-94 be received; 2. THAT the Director of Public Works be authorized to proceed with the realignment of Simpson Road as illustrated on Attachment No. 1 to Report WD-33-94, and as agreed. in correspondence dated June 7, 1994, from Angela E. Tibbles; and 3. THAT Mr. and Mrs. Allan Tibbles, Mr. Dave Sebben, Mr. and Mrs. Gary Caldwell and Mr. S. Vickery be advised of Council's decision. Tibbles to Walter Evans 2.0 BACRGROi1ND 2.1 At a regular meeting of Council held on March 21, 1994, Council passed the following: - 113 o.o. ~®aP~.~.E REPORT NO.: WD-33-94 PAGE 2 "Resolution #GPA-235-94 TBAT the delegation of Mr. Dave Sebbin pertaining to Traffic Speed on Simpson Avenue, be acknowledged; THAT the Director of Public Works bring forward a report outlining appropriate steps to resolve this issue in 1994; and THAT Mr. Sebbin be advised of Council's decision." 3.0 RHVIEW AND COMMSHT 3.1 Iona Term_Solution Provision was made in the approved 1994 Capital Budget for $100,000 to proceed with the detailed design and environmental assessment process for the long term solution for improvements on Simpson Avenue. These improvements would involve the construction of a bridge over Soper Creek and the connection of Simpson Avenue. to Baseline Road (Attachment No. 1). 3.2 Short Term Solution In addition, the approved Capital Budget made provision for $75,000 for the construction of a short term solution.. The proposed solution is illustrated on Attachment No. 1. 3.3 Meetinc Held with Residents A meeting was held on site on May 11, 1994, with Councillor O'Toole, Mr. and Mrs. Tibbles, Mr. David Sebben, Don Bourne, (Totten Sims Bubicki) and myself. On May 26, 1994, I wrote to Mr. Allan Tibbles confirming the items discussed at the meeting, and asked Mr. Tibbles to discuss the issue with his neighbours and confirm if there is agreement on the proposed realignment of Simpson Avenue. 3.4 Response from Residents On June 7, 1994, Mrs. Tibbles advised by letter (Attachment liJl4 REPORT NO.: WD-33-94 PAGE 3 No. 3) that the residents are in agreement with the work detailed in correspondence dated May 26, 1994. It was agreed that, in response to Mr. and Mrs. Caldwell, the tree located on the southeast corner of the Tibbles' property will not be removed. 3.5 Construction Schedule Subject to receiving Council approval to proceed, it is proposed to carry out the construction with Town forces and equipment, supplementing when necessary with rented equipment. It is proposed that the construction commence on August 1994, and it is expected that the project will be completed by early October. Respectfully submitted, Reviewed by, Walter Evans, P. Eng. MUNICIPALfTY OF ~` ~arington - o~~~o May 26, 1994 Mr. Allan Tibbles 166 Simpson .Avenue Bowmanville, ON L1C 2J1 Dear Mr. and Mrs. Tibbles: RE: PROPOSED IMPROVEMENTS ON SIMPSON AVENIIE, BOWMANVILLE I wish to convey my appreciation to yourself, Mrs. Tibbles and your neighbour Mr. David Sebben for attending a meeting at the subject site in the evening of May 11, 1994. The meeting was also attended by Councillor John O'Toole, Don Bourne, Totten Sims Hubicki and the undersigned and was convened for the. purpose of attempting to reach an acceptable resolution on reducing or eliminating the existing unsafe conditions at the Simpson Avenue curve adjacent to Residence No. 166. A petition dated November 1992, describing this unsatisfactory condition signed by Municipal Residents was presented to Council in December 1992. Resultant to the petition, Council commissioned a Study to present various alternatives as necessary to correct the situation. The report was presented to the Public at an Information Meeting on September 15, 1993. The purpose of our May 11, 1994 site meeting was to present to your group an improved realignment of the curve that will in fact, immensely improve visibility for vehicles entering and exiting driveways at Residences No. 166 and 170 Simpson Avenue. The horizontal realignment will also improve the sight. lines for the through traffic estimated to be approximately 3,000 vehicles daily. The revision to the curve alignment ie not considered the ultimate solution but it was agreed by the site attendees that it is an improvement for the short term. Council has authorized the preliminary design and a site environmental assessment, based on the considered ultimate solution. Based on our investigations and discussions ATTACHMENT N0. 2 WD-33-94 ~iJ~~ CORPORATION OF THE MUNICIPALITY OF CLARINGTON Mr. and Mrs. Tibbles -2- May 26, 1994 with residents, it is believed that the extension of Simpson Street southerly crossing Soper Creek with a bridge and direct connection to Baseline Road to be the most suitable long term solution. It is tentatively proposed in the long term that the east-west section of Siunpson Avenue would be terminated with a cul-de-sac adjacent to Residence No. 166. The foregoing preliminary proposals will be further investigated for feasibility and presented at another Public Information Centre to be held later in 1994. The current proposed improvements to the curve was described at our meeting of May 11, 1994 and is detailed on the enclosed plan/profile. The proposed curve alignment was staked in the field at the time of our site meeting. A brief summary of the work is provided as follows: • Strip topsoil, place gravel and hot-mix asphalt on the revised alignment (as staked in the field). • Place steel beam guiderail on the outside of the curve. • Remove the existing pavement and slope the existing road section as necessary to drain surface water to the new ditch. • Storm drainage concepts will not be revised. Existing culverts will be extended and new culverts will be placed as required. • Remove all bushes and soft maple trees located west of your driveway. • Regrade the slope from your driveway westerly and place topsoil and sod. • Relocate the existing pole and luminaire. • Plant one (1) new tree on your property. • Investigate the need to improve lighting. Please refer to the notes on the enclosed plan/profile, describing the proposed work. You noted that you would reset your chainlink fence to the legal road allowance limit. The area of the proposed work is within the Regional Floodplain and accordingly, the project must receive the approval of Central Lake Ontario Conservation Authority. The application has been submitted and will be reviewed at a meeting of the Authority to be held June 21, 1994. 1 ~ ~~ i s 1 i ~ . Mr. and Mrs. Tibbles -3- May 26, 1994 In consideration of the project receiving the necessary approval, work will commence approximately August 22 and be completed not later than October 15, 1994. The Public Works Department will administer the work utilizing our equipment and rental equipment as necessary. It was agreed you would now discuss the improvements as proposed for 1994 with your adjacent neighbours and formally confirm acceptance of the proposed work. This information was circulated to those residents of Simpson Avenue involved in our original petition to Council (numbers 117 to 182). All are ih agreement that the work as detailed in your May 26th letter should proceed. It is understood that this project is intended as an interim solution only, and that the long term needs of Simpson Avenue remain to be addressed. I have been asked by the residents living in numbers 117 to 127 (houses at the crest of the hill) to express their concern that the improved visibility will result in increased traffic speed past their homes. Although not in opposition to the plan, they wish this concern to be on record. As property owners of 166 Simpson Avenue, we give the Town permission to remove the line of shrubs growing on the front portion of our property (west of our_driveway). However, in deference to the wishes of our neigbours. at #170 (Gary and Gaynor Caldwell) we do not give permission for removal of the tree located on the South West corner of our property (immediately adjoining #170). Mr and Mrs Caldwell do not consider that this tree will impair their line of visibility to any significant degree. On behalf of the residents of lower Simpson Avenue, I should like to take this opportunity to thank you and Councillor John O'Toole for implementing this first step toward a safer environment for us all. urs sincerely, ~~~~ Angela E.
