Lynn Davidson and David Ashcroft, Co-Chairs, Blue Circle Cement
Community Relations Committee, circulated a handout and provided
Council with a background of how the Committee began. The Blue Circle
Cement Community Relations Committee was formed in 1998 to build on
the improved relationship and create an opportunity for open dialogue
between the community and Blue Circle Cement and to provide an
opportunity for Blue Circle to report on the progress of implementing
changes to the Westside Creek and the Westside Marsh. There has been a
shift in focus within the CRC. The group has progressed from sharing
information to examination of the steps of implementation of the
Principles of Understanding. Stakeholders' concerns have been addressed
and, where possible, appropriate modifications have been completed to
reduce impacts. Some points of discussion are on-going.
Committee groups raised concerns and questions and stakeholders
provided information and solutions where possible. Topics included the
overburden stripping contract, completion and opening of the bridge,
bridge lighting, gating of the emergency route, marsh reconfiguration,
Ministry of Environment operation of the Mobile Air Monitor, relocation
of the Aggregate operation, quarry license changes and associated change
in quarry hours.
The Committee is seeking Council's assistance with two issues:
. Attendance and representation from the Aspen Springs Community
Association is lacking; and
. Blue Circle has been contacting the Ministry of Environment on
several occasions to request data from the Mobile Air Monitoring
Program conducted in the Spring. To date, the data has not been
recei ved.
Committee Members conclude that the improved relationship between all
parties has continued in a very positive direction. The Committee
recommends:
· That Council support the continuation of the Committee and its
mandate; and
· That the Committee be consulted during the implementation of the
Westside/Bowmanville Marsh Wetland Complex Environmental
Management Plan and during the implementation of the Plan's
recommendations.

Ken Locke, 3392 Concession Road 8, R.R. #2, Orono, LOB IMO,
addressed Council with a slide presentation. Mr. Locke and his wife have
been residents of Leskard for over eighteen years. In that time they have
seen the volume of traffic on their Concession Road increase dramatically.
They have also seen, in that same time, the speed at which this traffic
travels increase dramatically. While some drivers do observe the 50 kph
posted speed limit on Concession Road 8 through the village, there are a
significant number of drivers who blatantly disregard this posted limit.
They have observed some vehicles passing through the Village in both
directions whose speed they have noted to be in excess of 80 kph, and
possibly, in some cases, in excess of 90 kph. The residents in these homes
include numerous children, adults and pets who are constantly in jeopardy
of injury from speeding traffic when standing or walking along
Concession Road 8. Mr. Locke has personally had three cats killed over
the years on this road. In order to address the speeding problems outlined,
they are proposing the following enhancements be made to the 50 kph
zone on Concession Road 8 through the Village of Leskard:
a)
the west end of the 50 kph speed zone be moved 0.3 kID further
west to be located in front of 3274 Concession Road 8
the intersection of Concession Road 8 and Leskard Road be
converted from a stop for northbound traffic only to a three-way
(all-way) stop for all traffic
gating treatment be added at the east and west approaches to the
village at the commencement of the 50 kph zone
should this gating treatment not be effective, speed humps (or
rumble strips) be installed at the east and west ends ofthe speed
zone. In addition, one speed hump (or rumble strip) be installed
within the speed zone just west of the blind dip in front of 3396
Concession Road 8.

Scott Creed, 150 Tamblyn Road, Orono, LOB IMO, advised prior to the
meeting that he would not be in attendance.
Robert Cochrane, 92 Lownie Court, Bowmanville, LIC 5El, addressed
Council stating that he is not satisfied with the outcome of the
recommendations contained in Report WD-05-01. He is requesting that
Council compromise with the residents of Lownie Court.

Barry Maher, 84 Lownie Court, Bowmanville, LIC 5El, addressed the
issue of Report WD-OS-Ol and circulated a map to Members of Council
outlining the existing and proposed sidewalks for Lownie Court. Mr.
Maher stated that excess to Lownie Court from Mearns A venue is not
needed. He is concerned with the following:
. people crossing the court
. placement of snow
· the sidewalk not being accessible all year round
Susan Gould, 9004 Mosport Road, Orono, LOB IMO, addressed Council
with respect to the Oak Ridges Trail. She stated that she is not against the
trail but she is against a trail that is in the wrong location. As Ms. Gould
stated to Council previously, the trail has increased trespassers and break
ins. These illegal activities have been committed by the Oak Ridges Trail
Association (ORT A) itself and there is no reason why the trail should be
in this location. Ms. Gould has had to police her property on her own
because the emergency response time is inadequate. If the alternative
route was utilized, these problems would not occur. The Oak Ridges Trail
Association agreed not to park their vehicles in a certain area and the
Association has been advertising these locations as a parking area to meet
before entering the trail. ORTA has been intimidating people and not
obeying the laws. They themselves have been breaking the rules and
regulations set out by their organization. Ms. Gould is requesting that the
trail be routed away from her property.
Fran Harvie, 8801 Mosport Road, Orono, LOB IMO, circulated to Council
several resolutions and quotes from Public Works Reports. These
resolutions pertain to sections of the trail, public safety, protection of the
Municipality from liability and advising abutting property owners. Ms.
Harvie expressed concern regarding violation of some aspects of the
agreement with ORT A, threats to persons and property, surveillance,
traffic, parking and trees being cut on private property.

in order to allow her to complete her comments.

Chris McKee, President, Oshawa Rugby Club, 1026 King Street, Whitby,
LIN 5A5, addressed Council regarding a rezoning application. In 1987
the Oshawa Rugby Club purchased land in Hampton. This property is
zoned A-I Agricultural. The Club applied for a rezoning and the
application was denied. Last fall, Rogers AT&T wanted to purchase the
property from the Oshawa Rugby Club and build a wireless tower.
Rogers AT&T application was denied. Mr. McKee expressed frustration
of owning a property that they can't use or sell. He requested that staff
review the proposal of Rogers AT&T.

Resolution #C-082 01
Moved by Councillor Robinson, seconded by Councillor Rowe
THAT the communications to be received for information be approved
with the exception of Items I - 4, 1-9 and I - 11.

Ministry of Municipal Affairs and Housing, advising Council that the
Ontario government plans to introduce legislation in spring 2001 that
would improve public safety and enhance the accountability of building
professionals. The proposed reforms to Ontario's building legislation are
based largely on recommendations of the Building Regulatory Reform
Advisory Group (BRRAG). The advisory panel, chaired by Parliamentary
Assistant Brian Coburn, represented a broad spectrum of the building
industry. The minister received BRRAG's report in late summer 2000.
He has reviewed the recommendations in detail and plans to act on them.
Prior to introduction of legislation, ministry staff will be meeting
informally with stakeholders.

Pat Kemp, Clerk, County of Peterborough, advising that the County of
Peterborough on February 7, 2001, passed the following resolution:
"WHEREAS the Corporation of the County of Peterborough
believes that the extension of the 407 from Brock Road to the 115
Highway would provide a great economic and social benefit to our
regIOn;
AND WHEREAS the completion of the 407 will provide a critical
lead transportation corridor that will address safety issues;
AND WHEREAS this project meets the criteria of the "Super
Build Fund";
NOW THEREFORE BE IT RESOLVED that the Corporation of
the County of Peterborough requests all levels of government to
increase their efforts to construct the extension of Highway 407
from Brock Road to the 115 Highway, as soon as possible."

News Release from the Federation of Canadian Municipalities, advising
that the Throne Speech is Jacking in specifics. The January 30th Throne
Speech failed to advance election pledges to make urban and rural
communities safe, liveable and self-sustaining. Specific opportunities
missed, include:
.
The unprecedented urbanization of Aboriginal populations and the
need to engage municipal governments as partners in the deli very
of programs;
Canada needs at least $1 billion/year capital investment in public
transit to move people, and goods and cut air pollution;
The lack of sufficient funding to meet the platform commitment to
stimulate 120,000 affordable housing rental units over the next
four years. The Throne Speech failed to commit to the election
targets for units, funding or timeline;
Municipal governments are Canada's most vocal supporters of
actions to reduce greenhouse gas emissions; more than 300
municipal governments have passed resolutions supporting
implementation of the Kyoto Protocol;

P.M. Madill, Regional Clerk, Region of Durham, advising that Regional
Council on February 7,2001, passed the following resolution:
"a) THAT the Region of Durham concurs with the request
from the Municipality of Clarington to withdraw funds
from the Darlington Generating Station Account 'A' in the
amount not to exceed $300,000 to finance the cost of
signalization and infrastructure improvements at the
intersection of Highway #2 and Holt Road in Courtice;
b)
THAT an expenditure be authorized not to exceed an
amount of $300,000 for the installation of traffic lights and
infrastructure improvements at the intersection of Highway
#2 and Holt Road by Regional staff; and
c ) THAT the Council of the Municipality of Clarington be
advised accordingly."

Elizabeth Benson, Executive Director, Waterfront Regeneration Trust,
thanking the Municipality of Clarington for our participation in the
Waterfront Regeneration Trust's Letter of Intent for Round One of
SuperBuild's Sports, Culture and Tourism Initiative. Altogether, local
governments, Conservation Authorities and other community
organizations along the Lake Ontario waterfront from Gananoque and
Kingston in the east to Port Colborne in Niagara Region identified 30
waterfront projects for a total investment of $50 million dollars.
This is a strong testimonial to the value that communities now place on
their waterfronts and for the importance of inter-municipal links created
by the Waterfront Greenway and Trail.

Christine Piechocki, Community Relations, Big Brothers & Sisters of
Clarington, thanking the Municipality of Clarington for sponsoring a
bowling lane during their annual "Bowl for Millions" fundraising
campaign. The generous support is much appreciated and contributed
greatly to the success of the event. "Bowl for Millions" was very well
attended and proved to be a valuable opportunity to highlight our business
and community support. This is their most important fundraiser of the
year, raising over $30,000 for Big Brothers & Sisters' Mentoring
programs. More importantly this event raises awareness about the need
for new Big Brother & Sister volunteers for children in our community.
Through the generous support of community partners such as Municipality
of Clarington, Big Brothers & Sisters of Clarington continues to be able to
provide the highest quality, volunteer-based mentoring programs to the
children of Clarington.

Minister, Ministry of Citizenship, Culture and Recreation, inviting the
Municipality of Clarington to submit nominations for membership in The
Order of Ontario. The Order of Ontario was established in 1986 as a
means of honouring those people who have rendered service of the
greatest distinction and of singular excellence in any field of endeavour
benefiting society here and elsewhere. The award pays tribute to
exceptional people who exemplify the highest qualities of achievement
and excellence in their chosen professions or in community service on an

THAT the Correspondence Items be approved as per the agenda, with the

Fred Upshaw, Secretary-Treasurer, Durham Region Labour Council,
requesting Council to proclaim Saturday, April 28, 2001, as a National
Day of Mourning. The Day of Mourning was officially recognized by the
Ontario Provincial Legislature in 1988. In 1991, An Act Respecting a Day
of Mourning for Persons Killed or Injured in the Workplace passed
through all stages ofthe House of Commons and the Senate. The Bill
which now proclaims Apri128th of each year as a National Day of
Mourning received Royal Assent on February 1, 1991 and is now law.
Mr. Upshaw is also requesting that flags be lowered on Municipal
Buildings in honour of those killed at the workplace.

Kent Young, Executive Officer, Durham Region Home Builders'
Association, requesting Council to proclaim the month of April 2001 as
"New Homes Month". This proclamation is in recognition of home
construction and ownership as a basic factor in our economic progress and

Frank Hoar, Secretary, Newcastle Ratepayers Association, requesting that
the roads in the developing areas be better maintained, more to the
satisfaction of the residents during construction of new homes.

P.M. Madill, Regional Clerk, Region of Durham, advising that Regional
Council on February 7,2001, passed the following resolution:
"a) THAT the Region of Durham proceed with the 'Request
for Proposals' for the Stage II Services Review Report and
the area municipalities be asked to cost share on a
proportionate cost basis as per the report;
b) THAT funds be included in the Region's 2001 budget; and
c) THAT the Public Works 'Who Does What' Committee
report back to the Works Committee by March 7, 2001,
with study costs and project schedule."

Complex and the Municipal Administrative Centre, with an official flag
raising ceremony to take place at the Municipal Administrative Centre at
10:00 a.m., Monday, March 26, 2001. Mr. Yeo is also requesting that
Friday, March 30, 2001, be proclaimed "Daffodil Day".

Sally Barrie, Administrator, Durham Region Community Care Association,

volunteers to cover locations in Orono, Newcastle, Bowmanville and
Courtice areas. All dollars collected will once again go towards service
provisions in Clarington.

Councillor Rowe stated a pecuniary interest with respect to Item #6 of

Councillor Trim advised Council that the Health and Social Services
Committee are working diligently on the downloading of social housing.
Within the next month, negotiation talks will begin with CUPE. Testing is
still being carried out on the sludge located in the northwest area of
Clarington and in the City of Oshawa. Anyone wishing to borrow
information on this testing is welcome to visit Councillor Trim.
Mayor Mutton advised that the Regional Finance and Administration
Committee budget guidelines were addressed at Wednesday's meeting.
Mayor Mutton did not support the 6.5 % increase. The budget did not
include effects of hard cap or pooling. Mayor Mutton tried to reduce
target for police service budget. Regional staff requires an increase of 3%
and special roads levy increased 5%. Land ambulance must be brought
up to standards and we need to take a look at funding capital costs of
hospital expansions. Until the Province changes their ways Mayor Mutton
will still be voting no.

Councillor Pingle advised of the following:

The Ontario Power Generation Site Committee's 2001 environmental
projects are:
Pond flow control
Nesting boxes for owls, bats and wood ducks which are made by
Bowmanville and Courtice High Schools and assembled by grade
schools
Control over invasive species
Introduction of native grasses in the butterfly meadow
Installation of wildlife kiosks
The Committee's 2002 plans are for an additional soccer field and 148
parking spaces. March Break upcoming events include aboriginal
presentation, nature crafts, hiking, horse drawn rides and pioneer days.
The Port Darlington Association's annual Skating Party was held on
the marsh. The party had 75 people in attendance.
Jennifer Cooke and Councillor Pingle attended a meeting in the
Township of Brock along with the Township of Scugog and Uxbridge
to discuss sharing of services regarding tourism.
The Multicultural Council of OshawalDurham celebrated their 20th
Annual Social.
She attended the official opening of the Durham Provincial Offences
Court Service in Whitby.

Councillor Robinson advised Council that one year ago a group of over
100 people met at the Orono Arena to discuss the possibility of forming
the Orono Crown Lands Trust Committee. This group would be
responsible on a day to day basis with managing the over 1000 acres of the
Wilmot Creek Valley Lands. This Trust group came together after the
Ministry of Natural Resources had suggested that it was willing, and in
fact, was in discussion with another community to manage a similar
property. The Committee has met for the past nine months and produced a
Vision Statement and a soon-to-be-released Management Plan for the
property. The discussion stage is reaching a conclusion and the MNR
have indicated to the Orono Trust that they are willing to enter into a
contract with the Trust for the day to day management of the property.
This proposal along with the draft Management Plan is being presented to
a community meeting being held this Wednesday evening
(February 28, 2001) at 7:00 p.m. in the Header House at Silvanus Gardens.
Membership in the Trust will be on sale. All are welcome.

Councillor Rowe advised that the Friends of Second Marsh has applied to
the Superbuild Fund for a watershed management park. The Kawartha
Conservation Authority met on February 25 to discuss their budget.
Kawartha Conservation has been reorganized with the City of Kawartha
Lakes' share being 77.6%, the Municipality of Clarington 1.4% and the
Region of Durham share being 20%. The City of Kawartha Lakes could
not agree to support the budget. The budget will be dealt with again in
March; if the City of Kawartha Lakes does not approve the budget the
Conservation Authority will be disbanded. The Central Lake Ontario
Conservation Authority's budget was passed at $2.88 million. CLOCA is
working in partnership for healthy watersheds. The Visual Arts Centre's
annual general meeting took place. Margaret Rogers wrote a history of
her work over the years at the Visual Arts Centre which has been
published. Sandy Archibald, President of the Clarington Youth Advisory
Committee along with members of the Committee have a web site

Councillor Trim attended the Clarington Green Gales Canadian National
Champions Junior "B" Team awards ceremony on February 17, 2001. He
compliments them on their structure and team organization. They are an
excellent team and it is a pleasure to have them in our community. The
Ganaraska Conservation Authority induction of the new officers of the
board occurred on February 15,2001, at which time Mr. Larry Hall was
reinstated as Chair.
Mayor Mutton was at the opening ceremonies of the new Customer Care
Centre at Goodyear Canada. Goodyear Canada is the most advanced
e-commerce company in the Region. Mayor Mutton discussed the speech
from the Honourable Chris Hodgson wherein the Minister announced that
the 2001 Community Reinvestment Funding will be equal to our 2000
amount --$116,000. The Minister wants to work with municipalities and
he encourages municipalities to discuss with their neighbours the sharing
of service delivery. Mayor Mutton gave a history of the Province's
allocations of grants from 1995 to present and he stated that staff will be
looking further into development charges residential phase in.

WHEREAS residents in Clarington, particularly those who reside in
Bowmanville and Courtice, have from time to time expressed their
concern of lack of public transit service in the Municipality;
WHEREAS Clarington is the only lakeshore municipality in Durham
Region that does not have a public transit system;
WHEREAS public transit services is a major financial undertaking which
requires the Municipality to be innovative and cost-effective in its
approach; and
WHEREAS Council of the Municipality of Clarington deems it necessary
to investigate providing public transit service in Bowmanville and
Courtice.
NOW THEREFORE BE IT RESOLVED
1. THAT staff be authorized to commence discussions with the
Oshawa Transit Commission to investigate the feasibility of
introducing public transit service in the urban section of
Bowmanville and Courtice.
2. THAT a public interest survey be conducted and staff report back
on the feasibility investigation.
