Subject: GUARD RAIL BARRIER NEAR THE 35/115 OFF RAMP AT MILL
STREET, ORONO
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the. following:
1. THAT Report WD-24-94 be received;
2. THAT the request for installation of a steel guard rail on
Mill Street, be denied;
3. THAT an open ditch be created on the north side of Mill Street
to improve drainage and act as a physical barrier between the
roadway and the sidewalk which is scheduled for construction
during the summer of 1994; and
4. THAT Paul Brace of the Northumberland-Clarington Board of
Education be advised of Council's decision.

2.0 BACKGROUND
2.1 Council, at its meeting of February 26, 1994, passed the
following resolution:

"THAT the correspondence dated January 31, 1994, from-the
Honourable Gilles Pouliot, Minister of Transportation, to
the Northumberland and Newcastle Board of Education,
pertaining to the installation of a guide rail on the
north side of the off ramp from Highway 35/115 southbound
to Mill Street, be received;
THAT the correspondence be referred to the Director of
Public Works for review and preparation of a report to be
submitted to the General Purpose and Administration.
Committee; and
THAT the Honourable Gilles Pouliot and the
Northumberland-Clarington Board of Education be advised
of Council's decision.
3.0 REVIEW AND COMl~NT
3.1 The approved 1994 Capital Budget provides for the construction
of a sidewalk from Peters Pyke to Mill Street in Orono, along
the Highway 35/115 off ramp. The Northumberland-Clarington
Board of Education requested that .the Ministry of
Transportation erect a barrier in conjunction with the
proposed sidewalk at the south end of Peters Pyke to create a
separation between the traffic and pedestrians. The Ministry:
of Transportation forwarded the correspondence to the
Municipality of Clarington as the proposed sidewalk and
barrier is within the boundaries of Clarington's jurisdiction.
3.2 Staff reviewed the request for installation of a barrier and
discussed several alternatives .with Mr. Paul Brace,.
Northumberland-Clarington School Board, based on warrant
guidelines indicating where embankment protective devices
should be utilized.
3.3 Pedestrians using the sidewalk will be 16 metres (52 feet)
from the roadway and are considered to be in a safe area with
no .additional protection required. The main purpose of the
proposed barrier would be to keep the pedestrians from leaving
the sidewalk and using the roadway. Previous observations

showed that most pedestrians and cyclists used. the grassed
area where the sidewalk is being proposed and did not attempt
to walk along the roadway. When the sidewalk is constructed
a small section of temporary snow fence will be installed to
keep pedestrians off the new grass and familiarize them with
the new sidewalk.
3.4 Steel Guide Rail
The Ministry of Transportation publishes warrant .guidelines.
indicating where embankment protective devices should be
utilized. The calculations involve design speeds of the
roadway and ratio of the embanlanent slope. Mill Street which
is posted at 50 km/hr with a 2 metre (6 feet) shoulder and a
slope of 4;1 does not warrant a guide rail installation based
on Provincial Guidelines. The distance between the roadway
and the future sidewalk is 16 metres (52 feet) whereas many
municipal .sidewalks are only 1 metre (3 .feet) from the
roadway. The .cost of guide-rail- along this 75 metre (246
feet) curved section of roadway is estimated at $5,600.
3.5 Galvanized Fencinc
The cost of fencing a distance of 30 metres (100 feet) to keep
the children along the walkway is estimated at $1,220 and
could be introduced at a later date if the need arises.
3.6 Open Ditch
The cost of creating a ditch to act as a barrier is estimated
at $300 and would also improve drainage in this area.

4.0 CONCLIISIONS
4.1 From .the above, it is concluded that a guard rail barrier is
not required at this location and that creating a ditch would.
provide adequate separation from the roadway and improve
drainage.

This is in response to your letter of December 8, 1993 in
which you expressed concerns regarding the need for a guide
rail to be installed on the north side of the off ramp from
Highway 35/115 southbound to Mill Street. This guide rail
would be to protect pedestrians using a proposed sidewalk
connected to an existing walkway to/from Orono Estates.
Ministry staff were requested to investigate your request in
an effort to determine the most appropriate course of action
necessary to rectify this safety concern. During their
investigation they determined that the location which you
have indicated a guide rail and sidewalk should be installed
is not within the ministry's right-of-way. In view of this
determination, I regret we cannot accommodate your request
as the ministry has no jurisdiction at this location.
As this location is under the jurisdiction of the
Municipality of Clarington I am forwarding your concerns to
them for their review. I trust this is satisfactory.
