Subject: GO BUS STOP LOCATION - 52 RING STREET WEST, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
.Administration Committee recommend to Council the following:
1. THAT Report No. WD-21-94 be received;
2. THAT Go Transit be requested to eliminate the scheduled Go
Transit stop location at 52 King Street West in Bowmanville;
3. THAT Go Transit be requested to advise its passengers of the
alternate locations;
4. THAT the proposed by-law attached to Report No. WD-21-94, to
amend By-law 91-58, be passed by Council; and
5. THAT Mr. Garth Gilpin, Secretary-Treasurer and General
Manager, Bowmanville Business Centre, Mr. Gerry McGillen,
Route Supervisor, Go Transit, and Mr. Peter Kowal, Kowal Real
Estate, be advised of Council's decision.

2.Y At a meeting held on February 28, 1994, Council passed the
following resolution:
"THAT the correspondence dated February 11, 1994, from.
Garth Gilpin, Secretary-Treasurer and General Manager of
the Bowmanville Business Centre, pertaining to the Go Bus
Stop located in front of Peter Rowal's Real Estate, be
received;
THAT the correspondence be referred to the Director of
Public Works for review and preparation of a report to be
submitted to the General Purpose and Administration
Committee; and
THAT Garth Gilpin be advised of Council's decision"
3.0 REVIEW AND COMI~NT
3.1 This matter has been before Council on two previous occasions
being Report WD-52-92, July 6, 1992 and Report WD-22-93, July
7, 1993. In both reports, staff recommended keeping the Go
Bus Stop unchanged and Council agreed.
3.2 The existing location at 52 Ring Street West is physically the.
best location available for both Go Transit and the riding
public. The only other suitable location suggested was near.
98 Rinq Street West which also has an alcove entrance. The
possible relocation near 98 Ring Street West was strongly
opposed by the owners who did not want the problems
transferred to their area. There is insufficient space to

install a bus shelter at either location due to the narrow
road allowance. Go Transit and the Business Improvement
Centre both offered to supply a bench but Mr. Rowal would not
accept one at his location.
3.3 Go Transit has indicated that no other suitable location is
available. but they are prepared to remove the bus. stop at 52
Ring Street if requested by Council. This would force the
riders to walk to other C]o Bus stops at the Veltri Building or
at Vanstone Bridge. The removal of the bus stop would create
a maximum walking distance of 360 metres (1181 feet) to either
of the two remaining locations. The distance between stops
would inconvenience riders, cut back on riders, seriously
affect the elderly passengers, and reduce accessibility to
downtown businesses.
3.4 If the go bus stop is removed, staff will install one metered
.parking space to regulate parking.
4.0 CONCLIISIONS
4.1 From the above, it is concluded that there is no alternate
location for the Go Bus stop and no method to address Mr.
Rowal's concerns except to eliminate the bus stop.

Dear Mrs. Barrie
At the Board of Management meeting, held on Tuesday,
February 8, 1994, the topic of the problems being created
by the location of the bus stop in front of Peter Kowal
Real Estate was once again discussed.
Since previous suggestions to remove the aggravation by
re-locating the bus stop were deemed to be unaccept-
able, it was decided that, perhaps, Council might be
asked to determine a more practical solution.
As a result, would you be kind enough to bring this on-
going problem to the attention of Council as soon as
possible, with a request for a solution which will both
satisfy those who use the bus, and those who are attempt-
ing to operate their businesses in the Downtown, free
from what, clearly, are not normal circumstances.

RE: GO BUS STOP LOCATED AT 52 KING STREET WEST, BOWMANVILLE
The Bowmanville Business Association have again expressed concerns
in their correspondence dated February 11, 1994, regarding the
patrons using the bus stop at the subject location. Council, on
two previous occasions, July 6, 1992 and June 7, 1993, endorsed
staff recommendations to keep the go bus stop unchanged.
The situation is as follows:
- bus stop is located in the downtown core;
- the sidewalk is narrow and prevents installation of a bus
shelter;
- the installation of a bench was rejected by adjacent
businesses;
- the adjacent business has a sheltered alcove entrance used by
the riders;
- proposed alternate sites have been rejected by other
businesses.
Staff is considering a recommendation to Council which would
eliminate this designated bus stop. The existing location is 400
metres (1,312 feet) from the stop at the Veltri Building and 320
metres (1,050 feet) from the Vanstone Bridge stop location. Staff
have noted in previous reports that elimination of this stop would
inconvenience riders, reduce the number of riders, seriously affect
elderly passengers and reduce accessibility to downtown businesses.
Provincial initiative have also attempted to promote central
business areas through public transportation by encouraging transit
routes and stops.

this go bus stop location to Council and we would appreciate your
comments and/or alternate suggestions as a solution to this
problem.

Thank you for your letter regarding the recommendation to
Council to eliminate the GO bus stop located in front of
Peter Kowa1 Real Estate.
As previously discussed with you, it would appear that the
only choices regarding this matter are:
a) to keep the bus stop at its present location,
which is affecting serious hardships on the
merchants in that area,
b) to move the bus stop further to the west,
which is resisted by the businesses in the
proposed location for the same reasons that
are causing the concerns in the present loca-
tion,
c) to re-route the west-bound bus on to Church
Street, which may be awkward for the bus
drivers, and not acceptable to GO Transit, or
d) to eliminate that bus stop all together--the
stop at the western edge of bridge over the
Bowmanville Creek being the next available
stop.
It should be noted that the bus stop mentioned in item d)
above was so badly vandalized that an entirely new shelter
had to be erected--one which is almost indestructable, and,
further, that Peter Kowal and the other businesses in his
area are suffering the same problems, plus the loss of
business as well.

THE CORPORATION OF THS MONICIPALITY OP CLARINGTON
BY-LAW 94-
Being a By-law to amend By-law 91-58 being a
By-law to regulate traffic on highways,
municipal and private property in the
Municipality of Clarington
WHEREAS the Council of the Municipality of Clarington deems it
desirable to amend By-law 91-58;
NOW TBHREFORE the Council of the Municipality of Clarington enacts
as follows:
1. Schedule XXVIII "BUS STOP ZONES" of By-law 91-58 is amended
by:
a) deleting the following reference:
Column 1 Column 2 Column 3 Column 4

Ring Street North Silver Street 15 m westerly
2. This By-law shall come into force on the date that it is
approved and when signs to the effect are removed.
