THAT Report WD-20-94 be received; 2. THAT a school bus loading zone be established on the north side of Fourth Street between High Street and Elgin Street for Lord Elgin Public School; 3. THAT a no stopping zone be implemented during school hours on the south side of Fourth Street between High Street and Elgin Street; 4. THAT the proposed by-laws attached to Report WD-20-94 be forwarded to Council for approval to implement the change; and 5. THAT Mr. Paul Brace, Manager of Transportation and Planning, The Northumberland-Clarington Board of Education, be advised of Council's decision. REPORT NO.: WD-20-94 PAGE 2 No. 3: By-.law to amend By-law 91-58 Schedule 27 "School Bus Loading Zones" No. 4: By-law to amend By-law 91-58 Schedule. 1 "No Stopping" 2.0 BACRGRODND 2.1 In correspondence dated February 22, 1994 from Paul Brace, Manager of Transportation and Planning, Northumberland- . Clarington Board of Education, Mr. Brace requested that. a school bus loading zone be established on Fourth Street adjacent to Lord Elgin Public School in Bowmanville. 3.0 REVIEW AND COMI~SENT 3.1 The Highway Traffic Act, Section 151, permits the Council of a Municipality to pass by-laws designating school bus loading zones. When such a zone is designated and signed in accordance with the Act, the school bus driver may receive or discharge passengers without actuating the school bus stop arm or the red signal lights to stop traffic. 3.2 Since September, 1991, the Board of Education. has been receiving and discharging students on High Street immediately in front of Lord Elgin Public School with flashing lights actuated. This location has proven unacceptable due to the narrow pavement width of 6 metres (20 feet) combined with narrow shoulders and traffic congestion which blocks the High Street and Fourth Street intersection. 3.3 The Board of Education, Charterways, Police and Public Works have agreed that moving the bus loading area from High Street to Fourth Street would be beneficial. Fourth Street is 7.5 metres (24 feet) wide with a 5.3 metre (17 feet) boulevard. area which will allow the buses to pull off the travelled - l t~ l l .REPORT NO.: WD-20-94 PAGE 3 portion of the roadway. The parties also agreed that to ensure pedestrian safety, traffic movement, and enforcement capabilities, by-laws should be passed. to establish both the school bus loading zone adjacent to the school and a no stopping zone directly across from the proposed .school bus. loading zone. 4.0 CONCLIISIONS 4.1 Approval and establishment of a school bus loading zone and a no .stopping zone would be beneficial to both students and vehicular traffic near the school. The Board requests that a bus loading zone be implemented on Fourth Street east of High Street, approximately 140 feet in length, abutting the Lord Elgin property. Further, I ask you to consider a no parking zone during school hours for the south side of Fourth Street, across from the loading zone. I have discussed the above with Dan MacIVOr, Principal of Lord Elgin Public School and Jeff Davis, Manager of the Charterways branch in sowmanville. They have agreed to meet with you to ascertain the appropriate location for the zones. Our target date for this change is 21 March 2994, which is the first school day after the March break. Schedule XVII "SCHOOL BUS LOADING ZONES" of By-law 91-56 is amended by: a) adding the following reference: Column 1 Column 2 Column 3 Column 4 Aichwav Side From To - Fourth Street North Bigh Street Elgin Street (Bowmanville) 2. This By-law shall come into force on the date that it is approved and when signs to the effect are erected. BY-LAW read a first and second time this 28th day of March, 1994.
