TBAT Report Addendum to Report WD-17-94 be received; 2. TEAT the application to the Ministry of Municipal Affairs for the projects under the Canada - Ontario Infrastructure Works Program be amended as shown on Attachment No. 1 to Report No. Addendum to Report WD-17-94; 3. THAT should the reconstruction of Lawson Road not be approved under the Canada - Ontario Infrastructure Works Program, the funds be obtained from the Lot Levy Reserve Fund; 4. THAT funds in the amount of $70,000 for the purchase of land for the Station Street/Princess Street project be obtained from the Lot Levy Reserve Fund; 5. THAT the projects listed on Attachment No. 2 to Addendum to Report WD-17-94 be put on a list of projects to be considered by Council if additional funding becomes available under the Infrastructure Program; and 6. THAT Members of Council advise Bill Stockwell, Chief Administrative Officer, of any other projects which they would 1214 o.~E ~®.~.~,E ,' . REPORT 1.0 A' No. 1: Proposed Amendments. to the Application for Projects Under the Canada - Ontario Infrastructure Works Program No. 2: Proposed Projects to be considered by Council if Additional Funding Becomes Available Under the Canada - Ontario Infrastructure Works .Program (Second Wave Funding) No. 3: Key Map 2.0 BACKGROUND 2.1 On March 14, 1994 Council approved an application to the Ministry of Municipal Affairs for the projects listed on Attachment No. 1, Application No.'s 1 to No. 6 inclusive. The original application was amended on May 2, 1994 by reducing the application by $120,000, including the municipal portion, to meet the original allotment of $3,750,741 (including Clarington's share). The projects listed on Attachment No. 1 include this amendment. 3.0 REVIEW AND COM!ffiNT 3.1 Rescheduling of Rinq Street East Storm Sewer Project At a meeting held on Monday, April 11, 1994 Staff of Durham Region Works Department advised that the Region did not have sufficient funds for the construction of sanitary sewers and water mains which should be done in conjunction with all of the road projects proposed by area municipalities under the - 1215 REPORT NO.: ADDENDUM TO REPORT WD-17-94 PAGE 3 Canada -Ontario Infrastructure Works Program. After some discussion, it was agreed that the Ring Street East storm sewer project be postponed to 1995. This can now be done because the Ministry of Municipal Affairs has recently advised, in an information bulletin, that the requirement of 35 per cent of the cost of the projects be spent by March 31, 1995 is no longer required. 3.2 Station Street/Princess Street Proiect There is a large culvert under the section of Station Street which will be constructed under this project. At the time of preparing the cost estimate for the project, it was thought that the culvert would require extension only. During detailed investigations of the condition of the culvert, it was concluded that the culvert should be replaced. The estimated additional cost to replace the culvert is $200,000. It is therefore recommended that the application to the Ministry of Municipal Affairs be amended by adding $200,000 to the cost estimate. The project also involves the purchase of land, which is not eligible for funding under the Program. Negotiations for the purchase are almost complete and a report will be forwarded in the near future regarding the land purchase. Since this project was not included in the 1994 Budget, it is recommended that the funds for the land purchase be obtained from the Lot Levy Reserve Fund. The estimated total cost including .legal fees, land survey, appraisal, etc., is $70,000. 3.3 Reconstruction of Lawson Road At the meeting held with Staff of Durham Region Works Department April 11, 1994, I was advised that the Region will 1216 REPORT NO.: ADDBNDUM TO REPORT WD-17-94 PAGE 4 probably be constructing sanitary sewers on Lawson Road (see attachment No. 3}. The construction of sanitary sewers will result in the need for a considerable amount of road. restoration, with the added cost. to the Region for the conatruction of the sanitary sewers. Lawson Road is in poor condition, has open ditch drainage and does not have sidewalks or street lights. It has been the practice that when an area municipality reconstructs a road, the Region examines the condition of the sanitary sewers and water mains and if required, these are replaced in .conjunction with the road reconstruction. The Region's proposal to construct sanitary sewers on Lawson Road is not related to road reconstruction. However the principle that the most cost beneficial approach is that the sanitary sewers, water mains, and road reconstruction all be carried out at the same time still applies. For this reason, it is recommended that Lawson Road be reconstructed, in conjunction with the construction of sanitary sewers by the Region. It is also recommended, that application be made to the Ministry of Municipal Affaira to have the reconstruction of Lawson funded by the Canada - Ontario Infrastructure Works Program. Since the. road reconstruction must be carried out in 1994, it is also recommended. that if approval for funding under the Canada - Ontario Infrastructure Works Program is not received, that the funds for the reconstruction of Lawson Road be obtained from the Lot Levy Reserve Fund. 3.4 Second Wave Fundin As noted in Report WD-17-94, it is quite likely that additional funding (Second Wave Funding) will become available under the Program. It is therefore recommended that the following two projects be placed on a list of projects to be considered by Council if additional funding becomes available. 1217 REPORT NO.: ADDENDDN TO REPORT WD-17-94 PAGE 5 under the Infrastructure Porgram. It is also recommended that members of Council advise the Chief Administrative Officer of any projects which they would like to add to the list. 3.4.1 Storm Sewers in Rendal Each year during spring run-off, several homes in Kendal are in danger of being flooded out with the resulting property damage. Some of the property owners have taken measures to prevent damage to their homes. Bowever, the only permanent solution is the installation of storm sewers. It is therefore proposed that storm sewers be constructed in Kendal, including the reconstruction of streets on the route of the storm sewers at an estimated cost of $400,000. Although the storm sewer will not provide storm sewers on all streets in Rendal, it will solve the concern about the flooding of houses and will make it possible to build storm sewers on other streets in the future to connect into the main storm sewer which would be built under this project.. 3.4.2 Decorative Street Lights For several years, .the Bowmanville Business Improvement Area have been discussing replacement: of the existing decorative street lights in the downtown business area. These lights are incandescent bulbs and require a considerable amount. of maintenance, the cost of which is paid by Clarington. There are 37 decorative street lights in Bowmanville, 19 in Newcastle and none in Orono. The estimated cost to replace the decorative street lights in Bowmanville and Newcastle Village and to provide for new decorative street lights in Orono is $120,000. 1218 REPORT NO.: ADDENDUM TO REPORT WD-17-94 PAGE 6 Respectfully submitted, ~.
