It is respectfully recommended that the General Purpcam and
Administration GamsR3ttee recommend:.ta Council the following:,;
1. 'PRAT Repeat wA-7'94 be receivady and
2. THAT t~ Director of Public >iPorks be authorized to issue a
"Certificate of Acceptaacs" for the storm sewer system
constructed within Plan 40M-1b75. "

2.1 On Ncvexdsas 28, -199.1, the farmer. Town of 'Newcastle entered
into a subdivision agreement with Maconrtice Developments Inc.
to develop lands by plan of subdivision, located is Courtice",
and described as Plan 40M-1675 {Attachment No. 1}. The
agr~~-ent required the developer to construct alI'aeltwrks,
inoludiag ,hot-mix. .paving, curb and gutter, ..sidewalks,
boulevard sodding and street trees, a stoXin drainage ispstem
and steirm:ve-ter management works, street lights,, h~efter
re#ersed t4 as the "works". }'

2.2 The subdivision agreement provides for the separation of the
"Works" into three (3) stages:
a) Storm Sewer System;
b) Stormwater Quality Works; and
c) Roads and Above Ground Services
2.3 The Storm Sewer System was completed and a "Certificate of
Completion" was issued dated January 21, 1992. The system was
placed on a two (2) year maintenance period which expired on
January 21, 1994. The system was subsequently re-inspected
and any deficient "Works" have been corrected and are now
satisfactory.
2.4 It is now appropriate to issue a "Certificate of Acceptance"
for the Storm Sewer System. The subdivision agreement
provides for this certificate to be issued by the Director of
Public Works, subject to the approval of Council
