No fence was erected in the Fall of 1991. 2.2 Maior Snowstorm - December 11, 1992 Council will recall that on December 11, 1992, we experienced a severe snowstorm with up to 24 inches of snow. There were large snowdrifts on many of our roads and some of the roads were impassable for a period of time. However, all roads under our jurisdiction were open to traffic by 3:00 p.m. on Saturday, December 12. 2.3 1993 Budr~et Discnasions During the 1993 discussions, it was suggested that we should consider reinstating the erection of snow fence. There was no provisions in the proposed 1993 Budget for the erection of snow fence and Council did not change .the budget. Therefore, no snow fence was erected in 1993. 3.0 REVIEW. AND COl~RlSNT 3.1 Inventory of Location of Snow Drifts In order to provide information on the need and cost for snow .fencing, an inventory was taken in 1993 of locations and lengths of the areas of Clarington's road system which experienced snow ,drifting and which presumably would benefit from the erection of snow fencing. The length of snow fence required to be placed to provide for all the locations in the inventory is 69.9 km (42.9 miles). %~~~, REPORT NO.: WD-5-94 PAGE 3 The total length of Clarington's road system is 841.77 km (523.05 miles). Therefore, about 8.38 of Clarington's road e system would have snow fence erected if all the locations on the inventory are provided with snow fence. 3.2 Costs The estimated costs for snow fence are $2.26/m for supply, $0.49/m for erection and $0.30/m for removal. During the past years very little snow fence has been purchased. At the present time, there is no snow fence in stock which is considered to be in good enough condition for use. Therefore, the initial cost for supply, erection and removal of snow fence at all the locations listed in the inventory would be as follows: Purchase: - $ 157,.895 Erection and Removal - 55,193 TOTAL - S 213,088 The estimated cost for succeeding years is as follows: Purchase - $ 15,790 Erection and Removal - 55,193 TOTAL - S 70,983 * Based on the assumption that, on average, 108 of the snow fence would have to be replaced .each year. The argument has been made that, in many cases, snow fence is beneficial for the first storm but not for succeeding storms. No factual information is available; however, the estimated length of snow fence erected in 1988 is 1.5 km (0.93 miles) which is about 28 of the total length in the inventory. lOJ3 REPORT NO.: WD-5-94 PAGE 4 3.3 Other Municipalities and the Ministry of Transportation.. The Ministry of Transportation for the Clarington area has advised that the Ministry did not install snow fence in 1993. Likewise, the Townships of Scugog and Uxbridge and the Towhs of Pickering and Ajax have advised that they did not install any snow fence in 1993. The Region of Durham (Orono Depot), the Town of Whitby and the City of Oshawa have all installed snow fence in 1993. However, they have all indicated that they have been reducing the amount erected in the past years. 3.4 Reasons for Not Erecting Snow Fence Following are some of the reasons for not erecting snow fence: 1. Very costly. 2. In the past, snow fence has usually been erected on request from residents to reduce the drifting of snow on the roadway. As noted in Clause 3.2, the amount of snow fence erected in 1988 is about 28 of the length of the locations listed in the inventory. 3. Some years, the snow fence does not serve a useful .function because there is little or no drifting during the winter. 4. During winters which have a lot of drifting, the snow fence is often effective during the first storm and less and less effective in succeeding storms. 5. In many cases, snow fence. has to be erected following the removal of crops from the fields and prior to freeze-up. Weather conditions often make it very difficult to get the snow fence erected. 1004 REPORT NO.: WD-5-94 PAGE 5 6. The equipment available today for snow. plowing is very efficient. Even large drifts can be removed efficiently and in very little time. 7. The inventory taken in 1993 could be different in another year depending on the direction of the wind during the storms for that winter. 8. If we were able to deal with the other 98$ of the roads. listed in the inventory where no fence has been erected, it seems fair to assume that we can deal with the other 2~ for which snow fence was erected. 9. Although .most snow fence erected in the past has been in response to requests from property owners, permission from property owners to erect snow. fence on the property would not necessarily be forthcoming if the decision was made to proceed with the erection of snow fence at all the locations in the inventory. 4.0 CONCLUSIONS AND RECOMMENDATIONS 4.1 From the above, it is concluded that the use of snow fence does not provide good value for money spent and that no provision should be made in the proposed 1994 budget for the installation of snow fence. REPORT NO.: WD-85-83 SUBJECT: WINTER ROAD MAINTENANCE SNOW FENCE ERECTION AND REMOVAL POLICY RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and,. 2. That Council adopt the attached Quality Standard for the Erection and Removal of Snow Fence; and, 3. That annual snow fence expenditures be in accordance with the approved Public Works Department Budget. BACKGROUND & COMMENT: In March, 1981, as a result of staff and Council concerns in respect of expenditures for replacing and installing snow fence, it was resolved that the Town establish a policy not to replace snow fence south of Taunton Road. This policy has caused concerns in-as much as certain areas south of Taunton Road would benefit from the erection of snow fence especially the open areas along the lake front. ATTACfMENT ND. 1 WD-5-94 L~ ~ ~, Page 2 REPORT: WD-85-83 With the development of improved snow plough equipment, improved roads and residential development in former open areas, it was recognized that the need for snow fence was being reduced. The Town has not purchased replacement snow fence since the 1977/78 season and the snow fence inventory is gradually being depleted. The installation and removal of snow fence is eligible for fifty percent (50%) subsidy, but the purchase of snow fence materials is not. The Quality Standard for the erection and removal of snow fence included in this report allows the Public Works Department to install snow fence in all areas where abnormal drifting occurs as well as giving guidelines to crews in standardizing methods of installation. Upon Council's favourable acceptance, the attached Quality Standard will form the Town's Policy for Snow Fence. Respectfully submitted, R.G. Dupuis, P. Eng., Director of Public Works. Attachment T ~I'~ Z QUALITY STANDARD FOR SNOW FENCE ERECTION AND REMOVAL Major Objectives The major objective for erection of snow fence is: To trap snow and deposit it on the ground surface before it accumulates on the roadway. Level of Service - Installation of snow fence shall be undertaken only where abnormal drifting occurs; - Location for the installation of Snow Fence shall be determined by the area foreman taking into consideration road use and plow routes; - Snow fence is to be erected during the months of October and November and removed during the months of April and May; - Property owners shall be contacted before work crews enter private property to erect snow fence; - Snow fence can be erected on private property under the authority of the Snow Roads and Fences Act, Part II, Section 12 (1 ); - Snow fence shall be located at least eighty (80) feet from the edge of travelled road on the prevailing up wind side of the road; - Snow fence posts shall be approximately sixteen (16) feet apart, driven to a uniform height having a minimum of two (2) feet into the ground; - Snow fence to be stretched tight to prevent excessive sag; - Snow fence shall be rolled up and stored fastened to neighbouring fences where possible; - Snow fence repairs shall be undertaken while fences are in place where possible; - All snow fence expenditures to be in accordance with the approved Public Works Department Budget. ~~~ ~~~ ~. 4 CORPORATION OF THE TOWN OF NEWCASTLE PUBLIC WORKS DEPARTMENT HAMPTON, ONTARIO LOB iJ0 R. REPORT NO.: WD-56-85 SUBJECT: SNOW FENCE LOCATIONS AND INVENTORY RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That the Public Works Department prepare a Snow Fence Inventory and Needs Study, complete with itemized locations for presentation during the 1986 Public Works Budget discussions; and, 3. WD-56-85 REPORT: Resolution GPA 311-85, recommended that staff bring forward a report to allow the review of the Town's Snow Fencing Policy. In October 1983, Works Department Report WD-85-83 was approved along with the attached Quality Standard for Snow Fence Erection and Removal. On further review staff feel the Quality Standard adequately covers the methodology and requirements for snow fence erection and removal but lacks an inventory of locations and amount of fence required to reach this Quality Standard. The Public Works Department proposes to complete an inventory of the snow fence locations recognizing all existing snow fence areas, following the erection of snow fence this fall. This work will be performed by winter patrol personnel during non-inclement weather and completed in time for presentation during the 1986 budget discussions. The inventory will provide a total length of fence required as compared to fence in stock leaving an amount to be considered for purchase. The inventory would also allow the department to calculate a unit cost for installation. ....3 ~;'i~ Y Page 3 REPORT NO.
