T.- Malowney, Director ~ 8dutcxetian, The ~ "4y'"'' ~" -~ E.°f~~~a~:r REPORT NO.: WD-2-94 PAGE 2 Northumberland and Newcastle Board of Education 2.0 BACKGROUND 2.1 At a regular meeting held on November 22, 1993, Council passed Resolution #C-790-93: "THAT the correspondence dated November 3, 1993, from R. T. Malowney, Director of Education, The Northumberland and Newcastle Board of Education, requesting the provision of a year-round .safe path for students from the Orono Satates subdivision to Mill Lane, as well as a crossing guard, and the provision of a sidewalk from the parkette at the southern end of Peters Pike to the Northern end of Mill Lane, be received;. THAT the correspondence be referred to the Director of Public Works for review and preparation of a report to the General Purpose and Administration Committee; and THAT R. T. Malowney be advised of Council's decision." 3.0 REVIEW AND COMMENT 3.1 Request for a Sidewalk 3.1.1 The location of the proposed sidewalk is illustrated on Attachment No. 1. The length of the proposed sidewalk is about 130 m (426'). The estimated cost for construction is $15,000. 3.1.2 During a survey taken on May 25, 1993, there were 23 students walking on the route of the proposed sidewalk. ~U~~ REPORT NO.: WD-2-94 .PAGE 3 Most of the students avoided the shoulder of the road and walked on the grassed area toward Mill Lane. 3.1.3 The proposed sidewalk fronts onto property owned by the Municipality; therefore, the removal of snow and ice from the sidewalk would. be a Clarington responsibility. 3.2 Request for a School Crossing Guard The minimum warrant factor for a school crossing guard is 50$. The warrant factor for this location is only 88. 3.3 Temoorarv Busing The School Board will be providing busing for the students from the Orono Estates Subdivision until June of 1994, at which time the matter will be reviewed. 4.0 CONCLIISION AND RECOMMENDATION 4.1 From the above, it is concluded that the warrants are not met for a school crossing guard at this location. However, it is recommended that funds in the amount of $15,000 be provided in the proposed 1994 Capital Budget for Council's consideration. On 12 October 1993, a parent living in Orono Estates made a presentation to the Operations and Finance Committee requesting bus transportation. At the Regular Board Meeting of 21 October 1993, the following motion was approved: that the Municipality of Clarington be requested to provide a year round safe path for students from the Orono Estates subdivision to Mill Lane, as well as a crossing guard, if deemed necessary. Currently, there is a student crossing guard on Mill Street north of Pigott Lane, but an adult guard is preferred. Additionally, a sidewalk is required from the parkette at the southern end of Peters Pike to the northern end of Mill Lane. D-8 Please accept this as our official request as outlined above.
