2.0 BACKGROUND
2.1 At a meeting on January 3, 1994, the General Purpose and
Administration Committee approved Report WD-2-94 by the
passing of Resolution #GPA-11-94:
"THAT Report WD-2-94 be received;
THAT the request for an adult crossing guard
be .denied;
THAT $15,000 be provided in the proposed 1994
Capital Budget, for Council's consideration,
for the construction of a sidewalk from the
Peters Pike parkette to Mill Lane; and
TBAT R. T. Malowney, Director of Education,
The Northumberland and Newcastle Board of
Education, be advised of Council's decision."
2.2 At a meeting held on January 10, 1994, Council passed
Resolution #C-6-94:
"That the copy of the correspondence dated
December 8, 1993 from R. T. Malowney, Director
of Education and Secretary, the Northumberland
and Newcastle Board of Education, addressed to
The Honourable Gilles Pouliot, Minister of
Transportation, regarding a safety issue in
Orono affecting students who walk to Orono
Public School, be received and referred to the
Director of Public Works for review and
preparation of a report to be submitted to the
General Purpose and Administration Committee."

3.0 REVIEW AND COMMENT
3.1 In their correspondence dated December 8,.1994 {Attachment No.
2), The Northumberland and Newcastle Board of Education
requested the Ministry of Transportation to install a barrier
along the north side of the off-ramp of Highway 115 in the
area where the ramp adjoins the Orono Estates parkette
(Attachment No. 1). The Public Works Department concurs with
this request.
3.2 The proposed guardrail will protect pedestrians from vehicular
traffic where the sidewalk is to be constructed on the portion
of the off-ramp of Highway 115.
4.0 RECOMMBNDATION
4.l It is therefore recommended that the Northumberland and
Newcastle Board of Education and the Ministry of
Transportation be advised that the Municipality of Clarington
concurs with the Board of Education's request to have a
.barrier installed.

This letter is in reference to a safety issue in Orono which affects students who
walk to Orono Public School.
On 12 October 1993, a parent living in Orono Estates made a presentation to the
Operations and Finance Committee requesting bus transportation. This parent
voiced safety concerns over lack of a safe walking route for his child to Orono
Public School. The Board forwarded correspondence to the Municipality of
Clarington describing the need and asking for the provision of adequate sidewalks
and a crossing guard.
Previous to this, administration met with an officer from Durham Police for a site
inspection. The officer suggested that a barrier be erected along the off-ramp of
Highway #115 which connects with Mill Street in Orono.
Subsequently, at their Regular Meeting of 18 November 1993, the Board approved
the following motions:
that transportation be provided for students residing in the Orono Estates
Subdivision by routing Bus #37 through Orono Estates and establishing
one pick-up point,
that this transportation be"provided until a satisfactory resolution to the
issue of a safe walking route to Orono Public School be provided and with
the condition that the transportation can be arranged on the existing bus

route without the need of adding another bus, and that this transportation
be provided until June of 1994 if necessary and be reviewed at the June 1994
Meeting of the Operations and Finance Committee, and
that the Board forward correspondence to the Ministry of Transportation
and to G. Mills, M.P.P., regarding the safety concerns with respect to the
walkway from Orono Estates Subdivision to Orono Public School and the
need for a guardrail on the off-ramp of Highway #115 to Mill Street, with
copies of the correspondence to the Mayor and Council of the Municipality
of Clarington.
Please accept this as our official request for a guardrail on the north side of the
above-mentioned ramp in the area where the ramp adjoins the Orono Estates
parkette. We appreciate your quick attention and consideration in this matter.
