OCTOBER 17, 1994 By-Law # Report #: ~ o~ File #: ~.a4~31,, 02 Subject: TRAFFIC AND PED$STRIAN CONCERNS, MITCHELL CORNERS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. .THAT Report WD-52-94 be received;. 2. THAT a copy of Report WD-52-94 be forwarded to the Region of Durham for review of the issues which are within the Region's jurisdiction; 3. THAT $700,000 be provided in the proposed 1995 Capital Budget or Four Year Forecast, for the reconstruction of Trulls Road from Taunton Road to Firner Street, for Council's consideration during the 1995 Budget discussions; 4. THAT the Director of Public Works be authorized to send. a letter to each of the property owners from 1576 Taunton Road to 1727 Taunton Road to determine if they are in favour of having street lights installed with the cost of about $25 per year being added to their tax bill; and 5. THAT a copy of Report WD-52-94 be forwarded to the residents and others who attended the meeting held on March 9, 1994, and that they be advised of Council's decision. 1~i25 o.o~E~®aECO~E REPORT NO.: WD-52-94 PAGE 2 REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2 Existing speed zones on Taunton Road from. Albertini No. 4: Public Meeting Attendance Register of March 9, 1994 No. 5o Report WD-6-92 No. 6: Correspondence dated September 28, 1994, from Canada Post 2.0 BACKGROUND 2.1 Council, at its meeting of January 24, 1994, passed the following Resolution #C-52-94: "THAT the correspondence dated December 21, 1993, from Lucien Albertini, raising traffic concerns on behalf of Mitchell Corners residents along Taunton Road, be received; THAT the correspondence be referred to the Director of Public Works for review and preparation of a report to be submitted to the General Purpose and Administration Committee; and THAT Lucien Albertini be advised of Council's decision." 3.0 REVIEW AND COMMBNT 3.1 A Public Meeting was held on March 9, 1994, at the Mitchell Corners Public School. The purpose of the meeting was to discuss the concerns raised by residents of Mitchell Corners, I~?'J REPORT NO.: F7D-52-94 PAGE 3 specifically Taunton and Trulls Roads. Mr. Albertini, who expressed his concerns in his correspondence dated December 21, 1993, attended as spokesperson for the Taunton Road residents and Mrs. Cathy Ferguson expressed concerns previously dealt with in Report WD-6-92 and who had verbally contacted the Traffic Coordinator, attended as spokesperson for Trulls Road residents. 3..2 Region of Durham Issues - Taunton Road (Regional Road 41 The following issues, which are the responsibility of Durham Region, were discussed: 1. Volume of Traffic on Taunton Road Mr. Albertini voiced his concern about the volume of traffic and the number of trucks on Taunton Road (Regional Road #4). It was explained that Taunton Road is an arterial road and, over time, the volume of traffic will probably increase. 2. No Passing Bone Mr. Albertini suggested that a no passing zone should be created (double solid yellow line) within the 50 km/hr zone. The .Durham Region Works Department has extended the double solid line through the Hamlet of Mitchell Corners from Courtice Road to Langmaid Road. 3. School Bus Ston Area This matter was discussed by Mr. Albertini with the Region and Trentway-Wagar and they agreed on a new location at 1680 Taunton Road where the passing lane ends. 1 r~~7 REPORT NO.: WD-52-94 PAGE 4 4. Enforcement of Speed Limits The existing speed limits on Taunton Road vary from 50 km/hr to 80 km/hr from Wilson Road to Courtice Road (see Attachment No. 2). Inspector Jim Adams suggested that a uniform speed limit of 60 ]cm/hr from Wilson Road to Courtice Road would be much easier to enforce. 5. Request for a Pedestrian Walkwav along the North Side of Taunton Road between Trulls Road and McMaster Hill Residents requested that the shoulder along the north side of Taunton Road, from the top of McMaster Hill westerly to the end of the merge lane, be widened and paved with a white line to keep the cars away from pedestrians. It is recommended that this matter be referred to the Region of Durham.. 6. Request to Supply Community Stvle "Watch for Children° Signs It was. suggested that "Watch for Children" signs be erected at the approaches to Mitchell Corners on Taunton Road, Enfield Road and Trulls Road. "Watch for Children" signs are not an approved sign in the Manual for Uniform Traffic Control Devices because there are very few. streets where there are no children and "Watch for Children" signs become ineffective. At the present time, drivers approaching Mitchell Corners see the following signs: a) Eastbound on Taunton Road - * 50 AHEAD * 50 BEGINS * Hamlet sign: MITCHELL CORNERS 102° REPORT NO.: WD-52-94 PAGE 5 * TRAFFIC LIGHTS AHEAD b) Fiestbound on Taunton Road * 50 AHEAD * HIDDEN SCHOOL BUS STOP AHEAD * Hamlet Sign: MITCHELL CORNERS * TRAFFIC SIGNALS'AHEAD c) Northbound on Trulls Road - * 50 AREAD * 50 BEGINS * PLAYGROUND * SCBOOL ZONE * TRAFFIC LIGHTS AHEAD d) Southbound on Enfield Road - * TRAFFIC LIGHTS AHEAD * 50 BEGINS * SCHOOL ZONE * PLAYGROUND It is unlikely that additional "Watch for Children" signs will have any effect. 3.3 Muaicioality of Clarinaton Issues - Taunton Road and Trulls Road 1. Street Lights Some of the residents along Taunton Road requested street lighting. It was explained that street lights are charged on an area basis and only those residents who receive a direct benefit are charged for atreet lights on their tax bill. .. 1 ~ ~9 REPORT NO.: WD-52-94 PAGE 6 The average cost per home for street lights in the rural areas is about $25. After further discussions with Mr. Albertini, it was agreed that the Municipality would send a letter to each of the property owners from 1576 Taunton Road to 1727 Taunton-Road to determine if they are in favour of having street lights installed with the knowledge that the cost would be added to their tax bill. 2. Adult Crossing Guard at Mitchell Corners Public School This request was addressed by Council on January 4, 1993, and Council approved the recommendations in Report PD-6- 93, to deny the request. Further studies have confirmed that the warrants are not met under the approved guidelines. It is recommended that no further action be taken. 3. Sneed of Traffic on Trulls Road The posted speed on Trulls Road from Taunton Road. to 1.1 km southerly is 50 km/hr. A speed study. conducted on November 25, 1993, indicated an 85th percentile speed of 68 km/hr or 18 km/hr over the posted speed limit. The 85th percentile means that 858 of the motorists are driving at or below a speed which they feel to be safe and reasonable for the surrounding conditions. The Public Works Department considers 68 km per hour high in comparison with other streets, such as Glenabbey Drive with a 85th percentile of only 58 km per hour. Police enforcement is required t0 change motorists' driving behaviour in front of this school and park area. 4. Pedestrian Walkways on Trulls Road The major concern that the Mitchell Corners residents have is that there are no sidewalks on Trulls Road. 1030 REPORT NO.: WD-52-94 PAGE 7 Ninety-seven (97) children attend the Mitchell Corners Public School which is located on the west side of Trulls Road just south of Tyler Street. Trulls Road is classed as a semi-urban collector residential road and has a bituminous paved surface 6.0 m (20 feet). wide. The shoulders are about 1.4 m (4.5 feet) wide and drainage is by means of open ditches with culverts at the entrances to houses and other buildings. The Annual Average Daily Traffic is estimated at 2,000 adjacent to the school. The estimated vehicular traffic from 7:45 a.m. to 8:45 a.m. is 200 which coincides with a pedestrian traffic of 50. The right-of-way width is not sufficient to provide for sidewalks between the ditches and the property line.. After having considered the alternative of a paved walkway on the shoulder of the road or the purchase of additional right-of-way, it has been concluded that the only feasible method of providing sidewalks is to reconstruct the road to an urban standard with storm sewers, curb and gutters and sidewalks on both sides. The estimated cost to reconstruct Trulls Road from Taunton Road to Firner Street is $700,000. 5. Parkins on Trulls Road between Taunton Road and Tyler Street Trucks occasionally park on the narrow west shoulder and partially onto Trulls Road due to limited restaurant parking. Parking restrictions would either eliminate these customers or force them onto the aide streets. The parked trucks. do not reduce the sight distance from the school if they are confined to am area north of Tyler Street. An additional "No Parking" sign will be 1031 REPORT NO.: WD-52-94 PAGE 8 installed under general conditions of the Traffic By-law 91-58, to force vehicles north of the Tyler Street intersection. 6. Private Warning Signs "Watch for Children" The residents, in addition to the larger school zone signs and playground signs installed by the Public Works Department in accordance with the Manual of Uniform Traffic Control Devices, wish to install additional signs at the entrance to the hamlet. Discussions .with Al Lindsay of Durham Region Works Department indicated that the Region would not approve or consider any private warning signs on the three (3) Regional approaches to Mitchell Corners. If neighbourhoods begin installing signs of various shapes, colours and sizes, it will only detract from the uniform legal signing which is already in place. 7. Relocation of the Canada Post Grouo Mail Box Residents requested that the group mail boxes south of the school be moved to a side street, possibly at the east end of Tyler Street. The proposed new location would increase the walking distance for some residents and increase traffic on the side street. Although the group mail boxes are presently centrally located, the matter was referred to Canada Post for their consideration. Canada Post has reviewed the. location and has concluded that the present location is the safest location (see Attachment No. 6). 4.0 CONCLIISIONS 4.1 The issues raised by the residents of Mitchell Corners are within the jurisdiction of the Region of Durham and the - 1632 REPORT NO.: WD-52-94 PAGE 9 Municipality of Clarington. On behalf of the Mitchell's Corners residents along Taunton Road, I would like to thank the council for i't's approval of our speed limit reduction request. The speed limit reduction, if enforced will enhance ti safety for local residents. The speed limit reduction is a positive step, but simply lowering 'the speed limit does not provide the measure of safety which we are demanding. Saving met with local residents and sharing their personal horror stories has reiterated the need to change the dangerous conditions facing locals. We have united with the common objective of creating a safe residential area to raise our families. The following are repeated concerns raised by .the area residents; 1) Speed limit is not being enforced, (require strict enforcement during weekday rush hour and especially Sunday evenings during summer), 2) A Pedestrlan Walkway should be provided along North aide of Taunton 8D, between Trulls 8D. and McHaster's Sill, (passing lase has reduced the shoulder of road to the point where it is non-existing. walking along this aide of road is extremely dangerouaj,. 3) Street lighting is insufficient, such that crossing the street to pickup your mail becomes dangerous,(eapecially during winter months), 4) A No Passing zone should be created (double solid yellow line), within the 50 km/hr zone, and S) Extend the reduced Sill,(thia would init hill). THAT Report WD-6-92 be received; 2. THAT the posted speed on Trulls Road from Regional Road 4 (Taunton Road) to 1200 metres (3/4 mile) southerly be reduced from 60 ]mt/hr to 50 ]mt/hr; and 3. .THAT the by-laws attached to Report WD-6-92 be passed by Council. REPORT NO.: WD-6-92 PAGE 2 3.0 REVIEW AND COMMENT 3.1 The requests were prompted by concerns about speeding vehicles and a prior motor vehicle accident which occurred November 13, 1990, on Trulls Road involving a 10 year old boy leaving Mitchell Corners Public School. 3.2 'The section of Trulls Road from Regional Road 4 (Taunton Roadj southerly 1200 metres (3/4 of a mile) has residential development on both sides, built to rural standards with open ditches, no side- walks and no street lighting. There are three residential streets which intersect Trulls Road within this community. 3.3 Mitchell Corners Public School and-play ground area is located on the west side of Trulls Road 150 metres south of Regional Road 4 (Taunton Road). 4.0 CONCLUSIONS 4.1 From the above, it is concluded that a reduction in the posted speed from 60 km/hr to 50 km/hr would be consistent with other Hamlets within the Town of Newcastle and reasonable within this built up area. My personal opinion is that this is the safest location, and that no visibility problem exists at this site. The site is set back far enough against the fence and the shoulder of the road is extremely brought, so that any vehicle can park safely, while its owner collects the mail. If however we have to relocate and the suggestion made was on to Tyler Street, I would be concerned with a safety problem. As you know Tyler Street is a very narrow street and therefore the construction of a gravel lay-by is an absolute must. AS per your request, !have done an investigation into the possible move for Sites iAB - 22, 23, 24, and 25 in Hampton, Ontario. t must say that the present location is certainly an ideal location and that the new proposed location wi11 be 8 much more awkward area to access and will probably create a lot of complaints from local residents. If; in fact these sites must be moved to this location, 1 would estimate a cost of approximately $8,000.00.
