THAT Report No. ADMIN-24-97 be received; and 2. THAT Council declaze the eight properties described in this report to be surplus and offered for sale. 1.0 BACKGROUND: 1.1 The Municipal Act requires that every Council and local board establish and maintain a public register listing describing the real property owned or leased by the Municipality. Section 193(7). The Property Division has reviewed all Municipal holdings and has prepared an index of approximately 284 properties. 2.0 MUNICIPAL INVENTORY: 2.1 The inventory (Attachment No. 1) comprises of the following sections: 1. Municipal Buildings and Floor Plans 2. Assessment Roll Identification of Properties 3. Mapping for Bowmanville Area 4. Municipal Leases Identification 2.2 As the Municipality develops into the Geographic Information System, staff will be able to complete mapping of all areas of the Municipality. Currently the Bowmanville area is available for your review with the remaining azeas to be available neaz yeaz end. 2.3 Public Works are reviewing the general Municipal InventoryHoldings in terms of referencing parks, walkways etc. and staff anticipates their comments shortly. ../2 P.o.a°®..~.~. ~ 2~ i f ~~._ C ADMIN~24-97 - 2 - JUNE 2,1997 ~.4 Staff would like to express their appreciation to the Planning Department and in particular Gerald F`Sadsham far their efforts. is compiling the mapping and inventory, 2.5 This inventory will be reviewed annually and members of Council- will be provided an updated binder is the Fall of each year commencing in 1997. 3.0 SURPLUS PROPERTY: 3.1 In review of all properly holdings and in consultation with the various Departments, staff are recommending that the following properties be declared surplus in accordance with 13y-law 95.22. 1. htventory Number 125 {Attachment No. 2) Spry/Baseline Purchased in 1988 for a future Fire Station 3.327 acres Residential -fully serviced, Regional flood line concern 2. Imentorv Number 139. 140, 141 142 (Attachment No. 3) High 5t But7ding Lots (70' x 115'/each lot) ~ Lots require construction of mad across frontage of these lots. Lots appraised in 1989 at $205,000. 3. )'nventory Number 106 (Attachment No. 4) Former Enniskillen Community Hall property .75 acres 4. Inventory Number 92 (Attachment No. 5) Hampton Quonset Hut 66.0'{.80 acres) frontage - ResidentalHamlet 5. Iavento ,N,~nber 217 (Attachment No. 6) . ..Morgans Road -Zoned Extractive Industrial ; ..The Ministry of Natural Resources requirements for rehabilitation would be cosily. Zoning may be restrictive to agricultural. 3.2 Staff, if Council approves, will advertise the properties in accordance with Municipal procedures and will obtain a property appraisal of fair market value is received and will report back to Council as soon as possible. 3.3 Inaceordance with 13y-law 95-22 the Director of Planning has reviewed the above mentioned properties and concurs with the list of properties being recommended as surplus. 3.4 Staff will be investigating other properties, and in particular,150 Port Darlington Road and will be reporting back to Council as to short and long term plaffi for development.. Upon receipt of the letter, staff circulated the request to the Planning and Public Works Departments to review status and if the lands can be declared surplus. ~ .2 The lands were dedicated as an Open Space Block. The western portion of the property will be used as a storm management facility. Block 43 is designated as Hamlet Residential and Environmental Protected Area m the C(anngton Official Plan. The western portion of Block 43 is zoned as Environmental Protection Zone, the balance of the site is zoned Residential Hamlet fRH) and Agricultural exception 1A1 ) Zone (Attachment #2). There are no specific uses for the eastern portion of this site although at one time it was considered for passive recreational activities compatible with the natural enviro~ mert. SI; ~
