Resolution #C-037-01 Moved by Councillor Rowe, seconded by Councillor Robinson THAT the minutes of a regular meeting of Council held on January 15,2001, be approved with the following amendment: The name "Karen Murphy" on page 19 be replaced with the correct spelling "Karin Murphy". "CARRIED" . Council Minutes DELEGATION . . - 2 - January 29, 2001 Roger Anderson, Regional Chair, Regional Municipality of Durham, addressed Members of Council to bring them up to date on Regional achievements last year and to talk brief! y about the challenging work ahead. For the Region of Durham, the year 2000 was an excellent one in many ways. One highlight was the ITER Canada announcement that the Clarington site had been selected as Canada's entry into the international competition for the new ITER energy research facility. Winning this bid would mean a bigger project than getting the Olympics and we have an excellent chance of being chosen. Also on the development front, residential housing starts increased to about 4500, up from 3500 in 1999, and the value of Commercial and Industrial building permits issued is up substantially as well. It looks like Durham could reach the $1 billion dollar mark in total value of building permits issued last year. New infrastructure is essential to support this kind of development. Mr. Anderson is delighted to report that the 407 extension to Highway 7 just east of Brock Road that started in 2000, should be completed by the Fall of 2001. Now we need to encourage the Provincial and Federal governments to get moving on completing the 407 through to Highway 115/35. In 2000, capital projects in Clarington included intersection improvements at Bloor Street and Courtice Road. Also, the Zone 2 Reservoir and feedermain in North Bowmanville are near completion and will be commissioned this spring. Projects planned for this municipality include improvements to the Taunton and Liberty intersection, land acquisition and design work for the South Courtice Water Pollution Control Plant, and expansion of capacity and further performance improvements at the Port Darlington Water Pollution Control Plant. But this Region is built with more than just roads and pipes - community spirit and cooperation are also vital. The 2000 Ontario Summer Games hosted in Durham were very successful and proved the benefits of working together. They harnessed the energy and resources of the Region's eight municipalities, many corporate sponsors and hundreds of volunteers to pull together a really great event. Even the weather cooperated! As the year came to a close, the administration of the Provincial Offenses Act was transferred from the Province to Durham Region. This will be a revenue generating operation, with 60% of the profit being shared among the area municipalities based on their taxable assessment and 40% going to the Regional level. . . . Council Minutes DELEGATION COMMUNICATIONS I-I E05.GE 1-3 C06.CL - 3 - January 29, 2001 As we look ahead to 2001, and the new term of Regional Council, there are challenging and complex issues ahead of us including: . Water and waste water systems . Establishing a Durham Environmental Advisory Committee . Terms of Reference for an Agricultural Advisory Committee . Long-term strategy to protect the Oak Ridges Moraine . Transportation Master Plan . Waste Management . Hospital Funding . Ambulance and Police Resolution #C-038-01 Moved by Councillor Robinson, seconded by Councillor Pingle THAT the communications to be received for information be approved with the exception of Item 1-2. "CARRIED" Ontario Power Generation Nuclear Report Card for the Darlington Nuclear Station and all sites for November 2000. (Received for Information) Gord Geissberger, Central Lake Ontario Conservation Authority, advising Council of the Central Lake Ontario Conservation Authority's 42nd annual meeting on January 16, 2001. At that meeting, Councillor Rick Johnson of the City of Pickering was re-elected to his fourth term as Chair of the Conservation Authority. Mayor Doug Moffatt, Township of Scugog, was also re-elected to his fourth term as Vice-Chair of the Authority. There are several areas Mr. Geissberger highlighted from the past year: . The nine Conservation Authorities with jurisdiction on the Oak Ridges Moraine coming together to form the Conservation Authorities Moraine Coalition; . CLOCA programs for children . The WestsidelBowmanville Marshes project is finally a reality with the signing of the agreements among Clarington, Blue Circle, Hydro One and CLOCA . . . Council Minutes COMMUNICATIONS 1-2 Provincial Audit L1l.PR - 4 - January 29, 2001 . The Oshawa Creek Watershed Plan made excellent progress in 2000 with the Region of Durham . The Bowmanville/Soper Aquatic Resource Management Plan was completed and a similar project begun on Oshawa Creek . Formal agreements were established between CLOCA and Ducks Unlimited for the management of Cranberry Marsh . Five Durham Region Conservation Authorities developed a 5-year Operating and Capital Budget for presentation to Durham Region (Received for Information) Dalton McGuinty, M.P.P., Leader of the Official Opposition, Leader of the Ontario Liberal Party, copying the Municipality of Clarington on a letter he sent to Michael Harris, MPP, Premier of Ontario, regarding a Provincial Auditor investigation. Mr. McGuinty is asking Mr. Harris to request the Provincial Auditor, Mr. Erik Peters, to undertake a special audit of his government's financial dealings with municipalities since coming to office. "CARRIED AS AMENDED LATER IN THE MEETING" (SEE FOLLOWING AMENDING MOTION) Resolution #C-040-01 Moved by Councillor Schell, seconded by Councillor Trim THAT the foregoing Resolution #C-039-01 be amended by adding the following thereto: "THAT the request for a Provincial Auditor to undertake a special audit of the Harris government's financial dealings with municipalities since coming to office be endorsed by the Council of the Municipality of Clarington; and . . . Resolution #C-041-01 Moved by Councillor Pingle, seconded by Councillor Robinson THAT the Correspondence Items be approved as per the agenda. "CARRIED" Brenda Carrigan, Chairman, Clarington Public Library Board, requesting Council support the following declaration: "WHEREAS the right to pursue the truth through free inquiry is essential to democratic decision-making; and WHEREAS the freedom to read is the essence of free inquiry; and WHEREAS the freedom to read is under assault from left and right in our society; THEREFORE BE IT RESOLVED that the Municipality of Clarington recognizes, reaffirms, and defends the right of the citizens of this community individually to decide what he or she will or will not read (the freedom to read); AND FURTHER IN SUPPORT OF THIS RESOLUTION, this Council, on behalf of the citizens of Clarington, proclaims this municipality henceforth a Freedom to Read Zone in which freedom to read is inviolable." Council Minutes - 6 - January 29, 2001 COMMUNICATIONS D -2 M02.GE Joanne Monaghan, President, Federation of Canadian Municipalities, advising Council of the FCM-CH2M HILL Sustainable Community Awards. The Federation of Canadian Municipalities (FCM), the CH2M HILL family of companies and the Government of Canada are proud to honour excellence in municipal service delivery that contributes to a sustainable future and a better quality of life for citizens. Large or small, every municipal government working for a sustainable future is eligible. They are encouraging communities with innovative projects in the following categories to apply: transportation, buildings, renewable energy, water/wastewater and/or solid waste. Winning projects and best practices exemplified in other submissions will be shared with communities across Canada. Awards submissions must be received by February 28,2001. No more than two submissions per municipality will be accepted. (Correspondence referred to staff) D- 3 M02.GE Helen Johns, Minister of Citizenship, Culture and Recreation, requesting Council to nominate young Ontarians for the Lincoln M. Alexander Awards. The Lincoln M. Alexander Awards were first presented in 1993 to commemorate the service of the Honourable Lincoln M. Alexander, former Lieutenant Governor of Ontario. Every year this award honours two young Ontarians who have demonstrated exemplary leadership in eliminating racial discrimination. One recipient of the award is an Ontario senior secondary school student who is expected to be admitted into a post-secondary institution for full-time studies. The other recipient is a youth, 16 to 25 years old, who is nominated by a community organization. The award is sponsored jointly by the Ministry of Citizenship, Culture and Recreation and the Ministry of Education. The Honourable Janet Ecker, Minister of Education, is writing to secondary schools to invite them to nominate a deserving full-time student. The deadline for nominations if Friday, March 2, 2001, and the awards will be presented in the spring. (Correspondence referred to the Firehouse Youth Centre and to service clubs) . D -4 M02.GE James Knight, Chief Executive Officer, Federation of Canadian Municipalities, advising Council that FCM Green Municipal Funds is accepting submissions. Invest in sustainable community development by accessing two exciting new programs offered by the Federation of Canadian Municipalities (FCM): the Green Municipal Enabling Fund (GMEF) and the Green Municipal Investment Fund (GMIF). GMEF provides grants to a maximum of $100,000 for up to half the cost of feasibility studies that assess the technical, environmental and/or economic viability of innovative projects. GMIF is a revolving fund providing interest-bearing loans and loan guarantees for capital investments. . . . . Council Minutes COMMUNICATIONS D - 5 M02.GE - 7 - January 29, 2001 GMIF also provides grants, usually in conjunction with a loan package, for pilot projects that can be replicated regionally and/or nationally. To be eligible, projects must improve energy efficiency or environmental effectiveness by at least 35 per cent in: municipal buildings, energy systems, including renewable energy; water, sewage and storm water treatment; public transportation/municipal fleets; and solid waste management. The deadline for submissions is February 19, 2001. Canadian municipal governments or their public or private-sector partners can submit up to two letters of intent for both GMEF and GMIF. (Correspondence referred to staff) Helen Johns, Minister of Citizenship, Culture and Recreation, inviting Council to participate in Ontario's volunteer recognition programs for the year 2001. Designated by the United Nations General Assembly as the International of Volunteers (IYV), 2001 will be a yearlong, world-wide celebration of volunteerism. Ms. Johns is delighted that this commemoration will build on and reinforce their plan to enable and recognize volunteers right here in Ontario. There are three award programs that provide for an opportunity to thank our volunteers and recognize them in a significant way. The programs are: . The Ontario Volunteer Service Awards which recognize volunteers for continuous service with a community group . The Outstanding Achievement Awards for Voluntarism in Ontario which recognize superlative volunteer work by individuals, groups or businesses . The Ontario Medal for Young Volunteers which is presented to young volunteers between the ages of 15 and 24 years in recognition of their outstanding achievements Our communities are stronger, safer, more self-reliant and more vibrant as a result of volunteerism in Ontario. By participating in their official award programs we can help ensure that volunteers in Ontario receive the recognition they deserve. (Correspondence referred to the service clubs and Clarington Community Care) . . . Council Minutes COMMUNICATIONS D -6 M04.GE D-7 M04.GE NOTICE OF MOTION MOTION REPORTS Report # 1 G.P.A. Report January 22, 2001 - 8 - January 29, 2001 Mike Bilsky, former Vice Chair of the Clarington Traffic Management Advisory Committee, apologizing for his actions of a few years ago and advising Council of his disappointment in not being appointed to the Clarington Traffic Management Committee. Mr. Bilsky joined the Committee last year and has learned to appreciate and respect the knowledge and dedication that Steve Vokes and Ron Baker have for their jobs. (Correspondence referred to the Clerk for response) G. Woodcock, volunteer member of the Clarington Traffic Management Advisory Committee, questioning Council as to why she was dropped from the Committee. Ms. Woodcock was given no reason for this and therefore she is querying, specifically because when a draft copy of the policy was submitted to Council and approved on September 5, 2000, that the CTMAC will be a permanent committee, and will remain established until Council so determines that the committee is no longer necessary. As such, membership will continue beyond the local elections. Ms. Woodcock is not looking for reinstatement, however, she is requesting clarification as to why she was "booted", as well as clarification as to our new Council's position on items previously endorsed, which subsequently appear to be ignored. Council Minutes BY-LAWS OTHER BUSINESS Regional Update Committee/Board Update - 10 - January 29, 2001 Resolution #C-046 01 Moved by Councillor Trim, seconded by Councillor Schell THAT the third and final reading of By-laws 2001-022 to 2001-024, inclusive be approved. "CARRIED" Mayor Mutton advised Council that the Finance and Administration Committee will be dealing with the Holt RoadlHwy 2 intersection improvements at their January 31, 2001, meeting. The improvements will cost approximately $300,000. Councillor Trim advised that, along with Mayor Mutton, he attended the AjaxlPickering Board of Trade annual meeting on January 16, 2001. The speaker was Mr. Roger Anderson, Regional Chair, and he spoke about how important the ITER Project would be to the Region and the Municipality of Clarington. Councillor Trim advised Council that the Ganaraska Conservation Authority is interested in purchasing 50 acres of privately owned, land locked property that abuts the Oak Ridges Moraine. Councillor Trim also advised that the Health and Social Services Committee has received a letter from Mr. John O'Toole, MPP, Durham, regarding Bethesda House. Bethesda House was in financial difficulty last year and the Region was able to advance them $174,000. John O'Toole has written a letter in support of the Region's contribution and the change of status for Bethesda House, thereby allowing provincial funding to be directed to the shelter. Councillor Trim advised that he attended the Variety Village Durham Winter Games for disabled children. The games raised $100,000. Councillor Pingle indicated that the Clarke Museum has elected a new executive. At the Darlington Site Planning meeting, Ben Henshaw reported on the monitoring of wild life. There are 57 new bird species and 70 different species of moths. Discussion also took place regarding future soccer fields, parking issues and fuel storage. Councillor Robinson advised that the Orono BIA meeting was well attended and that Evelyn Rosario was elected the new chair. Kendal Community Fair was a success and Councillor Robinson advised that the Kendal Community Hall had a successful New Years Eve Party and have a teen party and several weddings booked for the near future. . . . Council Minutes OTHER BUSINESS - 11 - January 29, 2001 Councillor Rowe advised that the Kawartha Conservation Authority has elected John Huke, Chair and Alex Ruth, Vice-Chair. Councillor Rowe will be attending more meetings in the future due to Kawartha Region's amalgamation. The number of representatives has dropped from 20 people to only 9. She thanked staff of the Municipal Administrative Centre for allowing Councillors to be on-line and have accessibility to e- mail. Councillor Schell advised that the Solina Hall Board is looking into renovation the hall's original lighting and renovating the existing baseball diamonds, back stop, etc. They would like to thank Fred Horvath for all his work. Councillor Schell stated that the Bowmanville BIA has passed their annual budget at their last meeting. Councillor Trim, along with Councillor Pingle, attended a meeting on January 26, 2001 with the Fire Chief, Mike Creighton and three other municipalities regarding Sharing of Services. Mike Creighton did a great job and will be issuing a report to Committee. Mayor Mutton advised Members of Council that he has liased with the Mayors of Peterborough, Cobourg and Port Hope regarding their interests in the ITER Community Council. Mayor Diamond is looking for endorsement at the next Oshawa Council meeting regarding the ITER Project. The President of the Power Workers Union is also in support of the ITER Project.
