Recommendations:
It is respectfully recommended that Council adopt the following:
7. THAT Council direct staff to include in its negotiations with
St. Marys Cement, the transfer of industrial property at West
Beach Road just north of Cove Road to the Municipality of
Clarington;
8. THAT a copy of this amended Report be forwarded to Mr. David
T. Ashcroft of the Port Darlington Community Association, the
Honourable David Crombie of the Waterfront Regeneration Trust,
and. St. Marys Cement.
1. BACKGROUND:
1.1 At its meeting of April 7, 1997, the General Purpose and
Administration Committee of the Municipality of Clarington
adopted Report ADMIN. 11 - 97, directing staff to continue
negotiating with St. Marys Cement regarding a financial
package to cover the cost of the Cove Road project, in order
to deed Waverly Road to St. Marys Cement in exchange for
certain lands owned by St. Marys, as identified in the
Waterfront Regeneration Trust Report of November 1995.
1.2 The attached correspondence has recently been received by the
Mayor and Council from Mr. David T. Ashcroft on behalf of the
Port Darlington Community Association regarding the lands at
the West Beach Road, which has been designated by St. Marys as
lands to relocate the stone crushing plant.

2. PURPOSE:
2.1 The purpose of this report is to draw Council's attention to
Report ADMIN. 11 - 97, Section 7.2 (e) which states "In this
regard, the land at West Beach Road is identified by the Trust
Report as part of the new parkland to be conveyed to the
Municipality in exchange for Waverly Road."
By revisiting the Waterfront Trust Report, it is noted that
the Trust has recommended these lands be exchanged with the
Municipality for lands that would house the stone crushing
plant.
Clearly, the staff recommendations is not in keeping with the
Waterfront Trust Report, however, staff is of the opinion that
Council should direct staff to continue negotiations with a
view to having the lands in question located on West Beach
Road ending in the ownership of the Municipality of
Clarington.
3. IMPLEMENTATION:
3.1 It is recommended that Council direct staff to include the
lands on West Beach Road in our negotiations with St. Marys
Cement with a view to having these lands come into ownership
of the Municipality of Clarington.

Having read Mr. Stockwell's repvrt, I wished to state that in principle I support it and the steps
it promotes in the on going process of resolving land use concerns within the Port Darlington
Community.
However, please consider the following point of concern.
In completing the negotiations for the alternate rou to Cedarcrest and the closing of Waverly
Rd. and the subsequent turning of such properties over to St. Marys for the purposes of
quarrying, please clarify that at the same time all the properties outlined in the Waterfront
Regeneration Trust Proposal as green space, that being the strip of land beriveen the existing
quarry and Cedarcrest Beach Rd., and the field east of the current Westside Creek Marsh
extending to West Beach Rd. in the east, would be deeded out of St. Marys ownership and into
the ownership of the town, to be retained as green space use for the future. hr this way the
community could have confidence in the council's intention to act on Ms. Pingle's statement
that the rock crusher will not be moved to the West Beach Road area in the future.
Mr. Stockwell might have intended such action, but I found the report did not clearly detine this
in my opinion, and therefore wish it to be clearly stated.
