THAT Report WD-63-97 be received; 2. THAT Council authorize the extension of the Oshawa Transit Commission bus service (Route 2) into Courtice, FORTH9PITH; 3. THAT Mr. N. Pidwerbecki of Oshawa Transit Commission be advised of Council's decision; and 4. THAT Mrs. Lucy Niejadlik be advised of Council's decision. "THAT the correspondence dated April 29 1497 from N. Pdwerbecki, Chair, Oshawa Transit Commission, regarding the extension: of the Oshawa. Transit Commission bus service .into Coutice, be received; - THAT the correspondence be referred to staff for review--and preparation of a report to be submitted to the General Purpose and Administration Committee; .and THAT -N. Yidwerbecki be advised of Council's decision." 2. "THAT the correspondence dated May 6, 1997, from Lucy Niejadlik, 10 Bridle Court, Courtice, LlE 2B1„' regarding a proposal by Oshawa of Public Trat~it an Nash.ROad, from Townline Road, be received; THAT the correspondence be referred to staff to be considered in conjunction with the correspondence. received from the Oshawa Transit Commission regarding the. same matter;. and THAT Lucy Niejadlik be advised of CounciY s decision." 1107 2.2 "In addition, with the. knowledge of .Mayor and.'Council, the, DirQCtor of Public Works -had already been carrying out' informal discussions with staff at Oshawa Transit regarding the extension of transit .service to the Courtice area. These discussions were covering such items as route. selection, required signage, supply and installation of sigr-age route maps and schedules. Although, it was .initially -felt that Clarington would carry out a ridership survey in the affected area, prior to initiation of the extended service; :it was. decided that sucha survey-warn unnecessary due to timing and, cost restrictions. It was anticipated that su~eh a survey would cover-such items ae expected ridership, present.`travel patterns and any changes in travel patterns that riders might -, expect if-such a bus-service were to be grovided. 3 , 4 RSVISii A11I~ COST 3.1 etai s of Progased Service Negotiations between Public Works staff and ~Jshawa Transit Commission .are suggesting that Oshawa Transit Route°2 King` Street service be extended into Courtice eastbound along Nash, Road, south on Courtice Road and westbound alonr,~ Highway #2' back into Oshawa, on a 30 minute. frequency, seven days per week (Attachment No. 1). In exchange for nc .operating cost for this service being passed along to the Municipality of Clarngton„ it is proposed that all revenues received from rider fares be retained by the 'Oshawa Transit Commisstsn~ Oshawa Transit has offered to supply the necessary signs and it has. been tentatively agreed that Claringtonstaff..would; install the necessary signs if the proposal is accepted. In addition, Oshawa Transit has offered to supply the necessary public schedules. Expenditures for the installation of signs t~Q~ ~0~ 1PD-63-9 are. considered Clarington. to be minimal for 3.2 Implementation Before the extension of Oshawa Transit-bus service can be implemented, public schedules must be finalized and printed,.: sales outlets for monthly passes and individual .fares must be , identified in Clarington and bus stop signs .need to be ; installed. Preliminary work has been undertaken regarding revisions, to the-public schedule and tentative locations for bus stops have. been agreed ,upon between staff at Oshawa - Transit;and Clarington Public Works, but obviously no-steps, have been taken with regard o identification of fare sales outlets or the installation of bus atop. signs.. Staff has identified.Mor-day, November 3, 1997 as a appropriate - date upon which to initiate the extension of bws-service into Courtice. In `order to meet this effective date, with the appropriate printing of schedules and installation of bus stop signs, it ie reoommended than this report be approved,.;. Included in the discussions were Mayor Diane Harare, Councilors Larry Hannah and Mary Novak, C.A.O. W. H. Stockwell, Director of Public Works Stephen Vokes and from Oshawa Transit Commission Chairperson Nester Pidwerbecki and General Manager Norm Tweedle. Oshawa Transit Commission was suggesting that its route 2 King Street service could be extended into Courtice eastbound along Nash Road, south on Courtice Road and westbound along highway 2 back into Oshawa, on a thirty minute frequency, seven days per week. There would be no operating cost for this service passed on to the Municipality of Clarington and up front expenditures for signs, public schedules etc., would be minimal for the Municipality. It appears that progress on this project has come to a halt. This correspondence is to advise that Oshawa Transit Commission would still like to offer this service to the residence of Courtice.
