Report #: ~ File #: ~}, O 1 Subject: ADDENDUM TO REPORT WD-59-97, INTERSECTIONS OF MASH ROAD/HOLY ROAD, MASH ROAD/SOLINA ROAD (DARLINGTON) Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Addendum to Report WD-59-97 be received; 2. THAT the request for an all-way stop at Nash Road and Solina Road be denied; 3. THAT the request for an all-way stop and flashing beacon at Nash Road and Holt Road be denied; and 4. THAT the Region of Durham Public Works Department be requested to include the intersection of Solina Road and Highway No. 2 in the 1998 traffic signal study program. REPORT 1.0 ATTACHMENTS No 1: Report WD-59-97 2.0 BACKGROUND 2.1 At a meeting held on September 22, 1997, the Council of the Municipality of Clarington passed the following resolution: "THAT Report WD-59-97 be referred back to staff to address the concerns expressed by Jeanine Dupuis and - ~3~9 K ~.~.~W^' R3PQAT NO. z ~=59-:97. _: SAtdY ~ Susan Pye pertaining to-the speed of traffic on`Solina Road and the width.. of shoulders of the` road and the number of vehic ea travelling on Solina Road." 2.2 The above noted resolution was passed after -Susan Pye and Jeanine Dupuis appeared as delegations presenting a list of additional`eoncerna for Council to consider. 3".0 &BVTTRiP "ANL3 COI@[SNT 3.1 8xistiag A11-9Pay atop at Nash road sad HSace~ck Road Both. delegations .made reference to the above noted intersection stating that if the Hancock Road/Noah Road intersection qualified for an all-way stop, their locations should as well.. The intersection of Hancock Road/hash Road fore many: years prpvided Nash`Roadwththe right of way. Following a single accident at this intersection in 1994, it is staff's understanding that an all-way stop was installed 'without the benefit of a .proper warrant... study. 'The intersection of Hancock Road/hash Road does: not meet the provincial requirements (volume/accidents/visibility}...:for an.all-way atop..: and' should not be used as, a precedent to permit other unwary--anted all-wagatapa. 3.2 Speed of Tra£Pic The Provincial guidelines.specifically state that al -way aCOpa are. not intended or effective as speed control devices. One of the residents who made delegation on September 22, 1997, lives 550in south of the requested .all-way atop and staff are convinced thar:the requested stop sign would have'no a€€~ect on' the:apeed of traffic in front of this resident's house. It is generally accegted that motorists regain their.loat ,speed` within 50-10-0 meters of a stop sign, Durham Regional Police- 1350 _ m _ <. ~~. , RBpORT Nf1.: WD^59-97 PR~(38- 3 heve been requested to provide enforcement on both Salina Road.> -and Holt Road. 3:'3 Beds~9triaa-Sa#aty Both Salina Road and Holt Road are built to rural standards ` with no sidewalks.. There are no large volumes of vehe3:es or pedestrians which would result in regular conflict between the twa road users: Traffic volumes are law .and fai.l.in the local road category of under 1000 vehicles per day. Approximate. ~ vehicle volumea are: Salina.-Road 800 ger day, Holt Road 6Q0 per day. Motorists approaching pedestrians are not faced with large. volumes of oncoming-.traffic end'are usually free to cross, the centre of the roadway to give the pedestrians more room. :Dump trucks .are required to place tarpaulins oven'loads:. to,prevent material from blowing onto the roadway. -:Staff agree that stones do occasionally fall from trucks but there are presently no plans to build sidewalks or to reconstruct these roads to urban atandax•da to alleviate this concern. 3.4 Lack ©f Traffic 8lgaals at Soll.aa Road ax~dhxay No. 2 ~ The intersection of Salina Road and Highway No. 2 is .under... Regional jurisdiction.. The concern .for traffic signals by the delegation was discussed with Regional staff who:advsed that a traffic signal -study has not bean completed since the roadway was downloaded-by the Province. Regional staff noted::` the-present traffic volumes are too low to warrant traffic signals-but will include the ,location in their 1998 study.. program if requested. 3.5 Requ®st for All-1Pay Flashixiy Stop Sigas at Holt Road#~ash Road This. intersection has only experienced 5 accidents over the. last 4 years (1.25 average p,er year) with only minor injuries .reported. Motor Vehicle Collision Reports indicate the fence on an adjacent. resident's property was: damaged in 1992 and 1351 RBPORT NO.s ND?59-97 PA6T 4- again in 1997.. Those records also indicate a total of three young passengers received minimal. injuries. Provincial .warrants do not consider an intersection as dangerous and qualifying Eor flashing lights unless. it has either very restricted sight lines or a regular. history... of accidents .averaging 3 per year over the last three years. Municipal Staff and the Durham Regional Police Traffic Management unit have both inspected the intersection and do not ?consider it .dangerous, citing driver error. as the cause of 'the accidents. 4.0 CONCLIISTONS 4.1_ From the above, it is concluded that no changes should he made to the intersections. REPORT 1.0 ATTACHMENTS No 1: Key Map No 2: Petition received June 27, 1997 from Jeanine Dupuis. 2.0 BACKGROUND 2.1 Intersection of Nash Road and Holt Road At a meeting held on July 7, 1997, the Cou^cil o` the Municipality of Clarington passed the following -esolution: "THAT the petition received from residents of Holt Road J ~ ATTACHMENT !11 REPORT N0. WD-59-97 REPORT NO_: WD-59-97 PAGE 2 requesting the installation of a four-way stop at Nash Road and Holt Road in Maple Grove, be received; THAT the correspondence be referred to the Director of Public works for review and preparation of a report to be submitted to the General Purpose- and Administration Committee; and THAT Jeanine Dupuis be advised of Council's decision." 2.2 Intersection of Nash Road and Solina Road Public Works received a call from Susan Pye on July 21, 1997 requesting an all-way stop at the intersection of Nash Road and Solina Road in an attempt to reduce accidents and slow down traffic. Susan Pye was advised it was not necessary to organize a petition as her request wculd be combined with the report regarding the intersection of Holt Road and Nash Road. 3.0 REVIEW AND COMMENT 3.1 These two intersections were listed in Report WD-li-95, dated April 3, 1995 - "Ninety-Seven (97) Requests for All-Way Stops", which disclosed the extent of .the public's concern over perceived or actual speeding problems throughout the municipality. 3.2 Intersection of Nash Road and Hoit Road The 1997 petition stated that two or three motorists had died, but accident records verified by the police show the last death was an English passenger which occurred eight years ago in 1989. This intersection has been the scene of five (5) right-of-way accidents over four (4) years, with no major injuries recorded. ~ ~ 1 .j ;~, REPORT NO.: WD-59-97 _.. PAGE 3 There were a number of improvements made at the intersection during a 1995 review. Visual observation of the intersection showed that some motorists were stopping too far back from the cross street, without having proper visibility. Some brushing was done, combined with the installation of painted stop bars to indicate the desired stopping location, larger stop signs and relocation of a "stop ahead" sign. Southbound and northbound motorists on Holt Road were provided with intersection warning signs. During 1997, fifty (50) metre r long yellow centre lines were added to the stop bars and a_ additional brushing was carried out. The intersection generally operates well and the low traffic volumes do not warrant an all-way stop. The sight distances provide adequate time for motorists to cross the intersection safely. 3.3 Intersection of Nash Road and Solina Road r This intersection was the scene of one right-of-way accident ti. since 1994. In this accident in 1995, an 81 year old man failed to stop, and was killed in collision with a southbound t-= vehicle. The improvements at this intersection during 1995 ~. included brushing, stop bars and the installation of two "stop ~, ahead" signs. Fifty (50) metre yellow centre lines were added to the stop bars during 1997. The intersection generally r operates well and the low traffic volumes do not warrant an all-way stop_ The sight distances provide adequate time for motorists to cross the intersection safely. 3.4 Provincial Warrants Neither of the two intersections reviewed meet the Provincial warrant of an average. of three accidents per year for at least three years, or severe sight obstructions to justify a flashing beacon. The cost of a flashing beacon would be J.J~ ,: REPORT NO.: WD-59-97 PAGE 4 approximately $6,500 per location. The daily volumes are much too low to warrant all-way stop controls which are not intended or effective as speed control devices. The Province establishes warrants in an effort to maintain. uniformity across the province, prevent over-use of safety devices and prevent unnecessary expenditures. Only one night time accident has occurred at-each intersection and the lack of illumination does not appear to be a major factor in the collisions. 3.5 Accident Prevention As shown by statistics at the following existing all-way stop intersections, all-way stops do not eliminate accidents. Location Accidents During 1997 Nash Road/Varcoe Road 2 Nash Road/Centerfield 1 Nash Road/Trulls Road 2 The Manual of Uniform Traffic Control Devices published by the Province of Ontario recommends that Municipalities should provide only warranted traffic control devices and warning signs because the over-use of such devices leads. to disregard by motorists. Responsibility lies with the motorist to obey those regulatory and warning signs and drive responsibly. 3.6 Durham Regional Police Constable Shawn Arnott of the Durham Regional Police Traffic Management Division met with Public Works Traffic Staff at the two intersections to review the past accidents,. existing conditions and the petition from the residents. It is the combined opinion of the Durham Regional Police and Public Works Department that an all-way stop or flashing beacon is not warranted at either of these locations. The intersections have proper signage and adequate visibility. The collisions are the result of driver error. ~ ~a REPORT NO.: WD-59-97 is I .. d_ PAGE 5 3.7 Meeting with Residents Staff met with Jeanine Dupuis on September 2, 1997 to discuss the results of the intersection review by the Public Works Department and Durham Regional Police. Mrs. Dupuis was provided with a draft copy of the report so she could appear as a delegation if she so desired. Susan Pye was also provided with a copy of the draft report. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that neither an all-way stop nor flashing beacon are warranted at either intersection studied.
