THAT Report WD-43-97 be received; 2. THAT Council ratify the application which has been made to the Ministry of Municipal Affairs and Housing for approval under the Federal - Provincial Infrastructure Works Extension for the reconstruction of Temperance/Wellington Street, Bowmanville; and 3. THAT the 1997 Capital Budget Project, Bethesda Road Intersection Improvement, be deferred and considered in preparation of the 1998 Capital Budget Road Reconstruction Program and replaced with the reconstruction of Division Street from Wellington Street to Church Street (BOwmanville) and the funding from the Tax Levy identified in the 1997 Capital Budget for Bethesda Road in the amount of $57,600 be reallocated to the Division Street reconstruction project. Street. Revitalization Project as the Municipality's Canada-©ntaro infrastructure: Works i (hereinafter referred to ae th§s C.O.I.W.) application, The ~ Bowmanville B.L.A. concluded ..that they mould not be- partcipating in the C.o.I.W. program. 3.2 PrQiect,3electioa r Thee Municipality's participation in Ghe' C.~.1'.W. program required that applications be aubmt~ed to- the, Minister of , Municipal Affairs and Housing>by Friday, June 33 199'x. Subsequent to the Bowmanvil~e B.i:A. decsaion, Public Works staff liaised with the Region of Durham's Public ;Works Staff to ..discuss .and co-ordinate infrastructure projects and: their:,. -respective_C.O.I.W. program applications;. Proar~~-At~nlication The cysts of the Temperance Street/Wellington Street,project is estimated at $.373,712. The' estimated cost exceeds the - C.O.I.W. program funding allotment of $350,345 by $21,67. it is proposed that this shortfall be funded from the Public Works Lot Levy Reserve. An application has been:eubmitted to the Minister of Municipal,' Affairs and Housing for Project A only, the reconstruction of . .Temperance Street and Wellington Street. 3.5 Yroiect 8. Division Street Tn consideration of the Regions intent to install Regional services on Division Street, it would be desirable-that the a Municipality .consider reconstructing. Division Street iss conjunction with Regional works. The estimated post of reconstructing the Division Street project is $5`7.,600,' 3.6 Setheada Road Intersectioa Iam~ovemaate Staff has reviewed the 1997 Capital Budget Road Reconstruction _ Program and propose that the Bethesda.: Raad Intersection Improvement project, estimated at $80,000, may be deferred and considered in preparation of the 1998 Capital Budget and Road :Reconstruction Program.
