Recommendations:
It is .respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-30-97 be received for information; and
3. THAT Mr. K. DeHaas be provided with a copy of Report WD-30-97

2.0 BACKGROUND
2.1- At a meeting held on April 14, 1997, the Council of the Municipality
of Clarington passed the following Resolution #C-255-97:
THAT the correspondence dated April 3, 1997, from
residents of Cedar Crest Beach Road regarding the
vacant lake access lot located beside 83 Cedar
Creat Beach Road, be received;
THAT the correapondence be referred to the Senior
Municipal By-law Enforcement Officer for review, in
conjunction with the Director of Public Works, and
preparation of a report to be submitted to the
General Purpose and Administration Committee; and

B.1 In .the letter dated April 3, 1947 (Attachment No. 2p,.the residents
expressed concerns regarding:
• Vehicles entering the vacant property at 87 Cedar Grest'Seach
Road.{Attachment'I~IO. 1) sad parking close to the lake beside
the 'homes;
&aceesaive noise late at night;
• Gasbags being left behind by these motorists; and
• The possibility of break-ins.
In their petition of April 3, 1997,. the residents requested that the
access to the lake over the municipality's property at 87 Gedar
Crest Beach-Road be blocked in order to keep: vehicles.;parked'at the:'
roadside. The residents have offered to open .and remove the-chain
to permit parking during the daytime only.
3:'2 The Public Works Department has addressed the residents` concerns;
by installing wooden po~ta approximately three (3) metres south of'.
the-roa8way. This will permit vehicles to ,park parallel to thee.
roadway `but not allow egress by vehicles over the property. to the
lake. A well marked chain haa_been placed across the laneway'
between the poets and s locked 24 hours per day-.with access to
municipal vehicles only..
Although the residents have offered to open and Floss the chain
daily, staff feel it is not approgriate for the residents to be kteld`
_respansible for controhing access to-municipal property.

3.3 Discussions with By-law Enforcement and the residents of Cedar'Crest
Beach Rgad have resulted in a decisionto install a sign stating the
€ollowing:

4.1 From the above, it is concluded that the placement o€ the poets and'
chain will address the residents' concerns by permitting parallel
parking roadside, while preveattng vehicular access°to the lake and
the resultant parking beside the residents' homes.
<4.2 The installation of .the sign will discourage late houY visits and'
assist enforcement. by Durham Regional Police.
