Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THATReport WD-27-97 be received;
2. THAT the firm of G. M. Sernas and Associates Limited be retained to
furnish professional engineering seruices for the detailed design and
contract administration for the construction of the-bank stabilization
works on an outfall channel to the Farewell Creek;
3. THAT the Mayor and Clerk be authorized to execute an Engineering Agreement
with G. M. Sernas and Associates Limited; and
4. THAT G. M. Sernas and Associates Limitedbe advised of Council's decision.

2.0 HACRGROUND
2.1 Provision has been made in the 1997 Capital Budget (Attachment No. 2) for
the design andconstruction of bank stabilization works on an outfall.
channel to the Farewell Creek.
3.0 RHVI84Q AND CONMENT
3.1 G. M. Sernas and Associates Limited were the Engineering Consultants for
the owners of the developments on the east side of PrestonvaleROad, and

did the design and contract administration for the whitecliffe Detention'
Pond. G: M. Sernas and Associates Limited has been actively involved in
this area, and it would, therefore, be desirable: to retain this
Engineering Consultant to carry out the design and construction of the
bank stabilization works.

3.2 Publio Works staff has dealt extensively with G. M. Barnes and'Associates_'
Limited on large residential developments in various areas within thc'
Municipality of Clarington, especially in Courtice, 8owmanville and
Newcastle Village. Staff has been pleased with their performance and has
found their work to be satisfactory.
3.3 The. Municipality has an agreement with Totten Sims Hubicki and Associates
Limited which outlines the terms and conditions for their services to the
Municipality. The agreement with G. M. 5ernas and Associates Limited will
be prepared, to the satisfaction of the Director of Public Works, on the
same basis as the agreement with Totten Sima Hubicki and Associates..
