Subject: AMENDMSNTS TO .TRAFFIC BY-LAW 91-58
ASSOCIATED WITH ASSUMPTION OF LIBERTY 3TREST NORTH
FROM REGIONAL ROAD 4 TO REGIONAL ROAD 20
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1, THAT Report WD-25-97 be received;
2. THAT all traffic controls on Liberty Street North, including
right-of-ways and speed zones, remain unchanged from the
.established patterns; and
3. THAT the by-law attached to Report WD-25-97 (Attachment No.
2), to incorporate Liberty Street North into Traffic By-law
91-58, be passed by Council.

1.0 ATTACHMENTS
No. 1: Key Map
No. 2: By-law to establish speed zones, through highways,
stop signs, and yield signs associated with the
assumption of Liberty Street North from the Region
of Durham.
2.0 BACKGROUND
2.1 On June 5, 1996, the Council of the Region of Durham adopted
the recommendation in Regional Works Committee Report 96-W-67

and transferred jurisdiction of Regional Road 14 (from
Regional Road 4 to Regional Road 20) to the Municipality of
Clarington. During 1997, this section of Regional Road 14 was
renamed to Liberty Street North by the municipality.
3.0 REVIEW AND COMMENT
3.1 As a result of the jurisdictional change, it is necessary to
amend the municipality's Traffic By-law 91-58 to officially
recognize the roadway on a number of traffic related
schedules. Amendments to through roads, speed zones, stop,
and yield sign schedules are required.
3.2 No changes are being recommended to the existing traffic
patterns, right-of-ways or speed zones on Liberty Street
North.
4.0 CONCLUSION
4.1 From the above, it is recommended that Council approve the
proposed by-law (Attachment No. 2) in order to include Liberty
Street North in Traffic By-law 91-58.
