Subject: pARKING PROBLEMS NEAR ELEPHANT HILL PARK, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-24-97 be received;
2. THAT parking be prohibited on the north sides of Tilley Road
and Maconnachie Place; and
3. THAT the by-law attached to Report WD-24-97 be passed by
Council.

2.0 BACKGROUND
2.1 At a meeting held on September 16, 1996, the Council of the
Municipality of Clarington passed the following Resolution
#C-680-96:
"THAT the petition dated June 20, 1996, from
residents on the north side of Tilley Road

requesting the erection of "NO Parking" signs,
be received;
THAT the petition be forwarded to the Director
of Public Works and to the Senior Municipal
By-law Enforcement Officer for review in
conjunction with the municipality's traffic
by-law; and
THAT Joe and Debbie Smith, lead petitioners,
be advised of Council's decision."

2.2 In addition to the petition received from the residents of
Tilley Road, staff has received complaints from several
residents, requesting the prohibition of parking on one (1)
side of Maconnachie Place and the turning basin of the cul-de-
sac.
3.0 REVIE~P AND COMMENT
3.1 Residents' Conceras
The residents living near Elephant Hill Park are concerned
that parked cars on both sides of the eight (8) metre wide
road are a hazard to vehicular and emergency traffic and
create safety problems for children. Also, the residents are
concerned that motorists are parking too close to driveways
and obstructing the property owners. The residents note that
the problem is created by a lack of patron parking at Elephant
Hill Park.
3.2 On-Site and On-street Parkiaa
The park includes a playground and two baseball diamonds which
create a peak parking demand during summer evenings and
weekends. The parking lot at Elephant Hill Park provides

parking for sixteen (16) vehicles. The shortage of on-site
parking is further complicated because the park is only
accessed by two (2) cul-de-sacs with very short sections of
curb frontage between driveways. These curb sections between
driveways are too short to legally park a vehicle. This
particular park configuration was accepted eight or nine years
ago through a draft plan approval and would not likely be
acceptable today. It should be noted that municipal parks do
not usually have any parking lots because they are built
adjoining schools so that patrons can use the school parking
lot after hours. In other cases, municipal parks have 25's of
their perimeter in road frontage which allows for parking.
3.3 Proposed Parkins Chances
The municipality may pass a by-law to prohibit parking on the
north side of both Tilley Road and Maconnachie Place in an
effort to disperse the parking over a larger area and improve
traffic flow and safety. Tilley Road and Maconnachie Place
have not been assumed by the municipality, but are open to the
driving public. As such, these streets are governed by the
Highway Traffic Act and municipal traffic by-laws.
3.4 Enforcement
Peak hours for park usage and associated parking problems
usually occur during summer evenings and weekends. Durham
Regional Police will respond to residents' parking complaints,
but it is considered a low priority in relation to many other
police duties. The introduction of "No Parking" signs will
make enforcement much easier for the police.
3.5 Proposed Extension of Tilley Road
Schickedanz has submitted a proposed plan of subdivision for
the parcel of land at 175 Liberty Street North which may

eventually see an extension of Tilley Road with an opportunity
for additional on-street parking.
4.0 REC01~2ENDATIONS
4.1 From the above, it is concluded that prohibiting parking on
the north side of both Tilley Road and Maconnachie Place will
improve the dispersal of parked vehicles and also improve
traffic flow and safety. It is recommended that Council
approve the proposed By-law (Attachment No. 2).

SY-LAW 97-
Being a By-law to amend By-law 91-58 being a
By-law to Regulate Traffic on Highways,
Municipal and Private Property in the
Municipality of Clarington
WHEREAS the Council of The Corporation of the Municipality of
Clarington deems it desirable to amend By-law 91-58;
NOW THERSFORE the Council of the Municipality of Clarington enacts
as follows:
1) Schedule II "NO PARKING" of By-law 91-68 is amended by:
