Recommendations:
It is respectfullyrecommended that the General Purposeand Administration
Committee recommend to Council the following:
1. THAT Report WD-20-97 be received for information;
2. THAT the Public Works Department be authorized to proceed on the basis of
Alternative (ii), pre-dedication of parkland, in association with the
preparation of a park master plan; and
3. THAT Brian McGill, Chair of the Enniskillen School Council, and Dyan
Amirault, Principal of Enniskillen Public School, be advised of Council's
decision.

2.0 BACKGROUND
2.1 At a regular meeting held on November 11, 1996, Council passed the
following Resolution #C-823-96:
"THAT the correspondence dated October 28, 1996, from
Brian McGill, Chair of the Enniskillen School Council,
and Dyan Amirault, Enniskillen Public School Principal,
requesting financial assistance for the development of
a new playground at Enniskillen School, be received;
THAT the correspondence be referred to the 1997 budget
deliberations;

THAT an information report be prepared outlining the
history of park development in Enniskillen; and
THAT Brian McGill and Dyan Amirault be advised of
Council's decision."

3.0 REVIEW AND COMNENT
3.1 gxiatina Conditions
Although the municipality's Official Plan does not require parkland to be
created in association with individual estate residential subdivisions,
there is a requirement in the Plan to require 4.0 hectares for a hamlet
park in Enniskillen. The Public Works Department supports the
establishment of a hamlet park in Enniskillen. Enniskillen Park is
identified in the 1992 Development Charges Policy Report as requiring
funds for both parkland acquisition and parkland development at $60,000
and $160,000 respectively.
Although an individual residential lot at 97 Potters Lane was previously
taken by the municipality as parkland dedication with this earlier estate
residential subdivision, no developed parkland presently exists in
Enniskillen. The municipality also owns the lot associated with 8041 Old
Scugog Road, recently left vacant after the demolition of the Enniskillen
Community Hall.
Approximately five (5) years ago enquiries were made about the
establishment of an additional estate residential subdivision which was
envisaged to fill out the remainder of the northeast quadrant of the
Hamlet of Enniskillen. At the time of these enquiries, the Community
Services Department made overtures toward the dedication of parkland to be
added to the property associated with the Enniskillen Public School at
8145 Old Scugog Road. There has been no action relating to this
development in the past five (5) years.
3.2 Alternatives for Parklaad Development
Public Works sees alternatives for future parkland development which
include but are not necessarily limited to the following:
i) Wait for future development to occur in the northeast quadrant of
Enniskillen and obtain parkland dedication at the time of
subdivision development adjacent to the present Enniskillen Public

School. It is expected that a full hamlet park could not be
achieved entirely by parkland dedication from this developer.
Additional property would be required, but the possibility exists to
sell both the residential lot at 97 Potters Lane and the vacant lot
associated with the old Enniskillen Hall to offset the purchase of
additional parkland to make up all or most of the required 4.0
hectare hamlet park.
ii) The owner of the land adjacent to the Enniskillen Public School
could be approached about the possibility of the developer pre-
dedicating parkland to the municipality which the developer would
ultimately be required to dedicate as part of the estate residential
subdivision. Although these lands should obviously be transferred
at nominal cost, any additional lands which are needed over and
above the developer's expected parkland dedication would likely be
purchased atthe same time for fair market value. In this type of
approach, the future developer of these lands would be granted a
credit toward parkland dedication so that no further dedication was
required at the actual time of subdivision development.
iii) If no agreement can be reached with the landowner adjacent to the
Enniskillen Public School to pre-dedicate and/or purchase parkland,
then consideration could be given to expropriation of the necessary
lands, including the potential sale of existing municipal lands to
offset the purchase price.
iv) Assuming that no steps were taken by the adjacent landowner to
develop the estate residential subdivision, nor any steps were to be
taken by the municipality for pre-dedication or expropriation of the
necessary parkland, then the municipality could give consideration
to participating with the Board of Education to establish playground
equipment or further parkland facilities on the property associated
with the Enniskillen Public School. Although the potential does
exist to establish parkland facilities on the lot at 97 Potters Lane
or the .vacant lot from the old Enniskillen Community Hall, it has
always been anticipated that parkland for Enniskillen would be
developed on the lands adjacent to the Enniskillen Public School.

4.0 RECONMENDATION3
4.1 This report provides a history of parkland development in Enniskillen and
offers alternative approaches to future parkland development. The Public
Works Department recommends proceeding on the basis of alternative (ii),
pre-dedication of parkland. In any case, the development of any parkland
facilities in Enniskillen would best be accomplished in association with
the preparation of a park master plan. in this way, appropriate property
purchases could be rationalized. In addition, any park facilities
possibly constructed on school property, including playground equipment,
could be placed in such a way as to compliment future plane for parkland
development in Enniskillen.
