Date: Res.# A- 5-97 JANUARY 20, 1997 By-Law # Report#: ~~~ File.#: ~7_~p Subject: AMENDM8NT5 TO CONSOLIDATED TRAFFIC BY-LAAi 91-58 SCHOOL BII3 LOADING ZONES Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the .following: 1. THAT Report WD-10-97 be received; 2. THAT the school bus loading zone and parking changes requested by St. Stephen's Elementary School (extension), Newcastle .Public School (deletion) and Lord Elgih Public School' (deletion) be implemented; 3. THAT the By-laws (Attachment No. 3 to Report WD-10-97) be approved by Council; and 4. .THAT Cathy Ashton, Principal of St. Stephen's Elementary School, Susan Mead, Principal of Newcastle Public School, and Dan McIver, Principal of Lord Elgin School, be advised of Council's decision. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2: Correspondence, dated December 11, 1996, from Cathy Ashton, Principal of St. Stephen's Elementary School No. 3: Proposed By-laws 1 126 o.oEF°®.c~,~,E REPORT NO.: WD-10-97 PAGE 2 2.0 BACKGROUND 2.1 A designated and posted "School Bus Loading Zone" permits a bus to stop in designated areas to board or discharge children without the need to activate the flashing red lights and mechanical stop arm to stop traffic. Requests have been made by the Principals of St. Stephen's Elementary School, Newcastle Public School and Lord Elgin Public School for alterations to the existing traffic by-laws. 3.0 REVIEW AND COMMENT 3.1 3t Stephen's Elemeatary School (Rhonda Boulevard, Bowmanville) Cathy Ashton, Principal of St. Stephen's Elementary School, in her letter of December 11, 1996 (Attachment No. 2), requested that the existing school bus loading zone be extended northerly to provide for additional buses. This can be implemented in conjunction with the school's plan to close the south entrance of their circular drive. 3.2 Newcastle Public School (Beaver Street, Newcastle) The original Newcastle Public School was replaced on the same property with a new facility which opened during September 1996. The new school includes bus loading zones and student drop-off areas on private property. Susan Mead, Principal of Newcastle Public School, and Kathy Soundy of Charterways Transportation Limited, advise that the existing designated "School Bus Loading Zone" on Beaver Street is no longer required. Traffic By-law 91-58 lists Robert Street East as "No Parking" on both sides from Mill Street (Regional Road 17) to Beaver Street. At the request of the school and residents, signs on the south side were removed on a trial basis during late 1995. 1327 REPORT NO.: BPD-10-97 PAGE 3 No problems have been encountered and it is recommended that Council approve a by-law amendment. 3.3 Lord Elgin Public School (High Street, Bowmanville) Lord Elgin Public School was modified during 1995 to include on-site parking and a bus loading zone on private property. Dan McIver, Principal, advises that the designated "Bus Loading Zone" on the north side of Fourth Street is no longer required. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that the school bus loading zone and parking changes requested by the three (3) school principals can be implemented. St. Stephen's Elementary School is growing in student population yeazly. This year alone the Boazd has added 3 new buses to our fleet bringing the total number of buses transporting our students to 13. The school bus loading zone on Rhonda Blvd., in front of the school can only accomodate 5 buses at this time. We aze requesting that the school bus loading zone be extended aproximately 20 meters to support a safer loading azea for our students. The School Board will be closing our south-east entrance of our circulaz driveway to assist in the extension of this zone. We appreciate any attention you can give this request.
