Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommendto Council the following: 1. THAT Report WD-7-97 be received; 2. THAT "No PARKING" Regulations and "STOP" conditions be formally approved along Princess, Leigh and Station Streets in Orono; and. 3. THAT the by-laws attached to Report WD-7-97 be passed by Council. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2: By-laws to Amend Traffic By-law 91-58 2.0 BACKGROUND 2.1 Leigh Street was constructed as the new access to the Orono Park and Princess Street was closed at Regional Road 17 (Main Street) during the fall of 1995. During the summer of 1996, residents of Princess Street were concerned that vehicles parked on both sides of the nearby streets were preventing them from accessing their property. One resident with a motor o.o a~®..~.~.. 1113 REPORT NO.: WD-7-97 PAGE 2 home was unable to access or leave his property during these peak periods. 3.0 REVIEW AND COMMENT 3.1 Parkins Demand During the summer, parking demands are very high for the Orono Park. The parking fee of $5.00 inside the Orono Park has encouraged many patrons to park on both sides of the adjoining streets. 3.2 Safety Concerns The traffic obstruction created by vehicles parked on both sides of the adjoining streets hinders both the residents and emergency vehicles.. 3.3 Sv-law Chaaaea During 1996, to alleviate this safety concern, "NO PARKING" signs were installed as an interim measure by the Director of Public Works as per Traffic By-law 91-58, 3 (5): "The Chief of Police and the Director of Public Works are hereby authorized to erect or place temporary "No Parking" and/or "No Stopping" signs on any highway." "NO PARKING" signs were added to both sides of Princess and Leigh Streets during 1996, with additional signs being required on a portion of the south side of Station Street. In order to enact the permanent "NO PARKING" regulations, it is neessary that Council pass a by-law. 1114 REPORT NO.: WD-7-97 PAGE 3 Traffic By-law 91-58, Schedule 16 Stop Signs, should also be amended to include the "STOP" conditions associated with the new streets. Due to the unusual intersection of two (2) public roadways and two (2) private laneways at the entrance to the Orono Park, an "ALL-WAY STOP" situation was created at the time of construction. 4.0 CONCLIISIONS 4.1 From the above, it is recommended that Council formally pass the attached by-laws to enforce the temporary regulations imposed by the Director of Public Works. Rd ATTACHMENT NO. 1 WD-7-97 KEY MAP 1316 THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 9T- Being a By-law to amend By-law 91-58, being a By-law to Regulate Traffic on Highways, Municipal and Private Property in the Municipality of Clarington WHEREAS the Council of The Corporation of the Municipality of Clarington deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of the Municipality of Clarington enacts as follows: 1) Schedule XVZ "Stop Signs" of Hy-law 91-58 is amended by: A) Adding the following reference: Columa 1 Iatersactiona Leigh Street and Princess Street (Orono) Leigh Street and Station Street (Orono) Princess Street and Leigh Street (Orono) Columm 2 Faciac Traffic Southbcund on Leigh Street Northbound on Leigh Street Westbound on Princess Street 2) This By-law shall come into force on the date that it is approved by the Council of the Regional Municipality of Durham and when signs to the effect are erected. BY-LAW read a first and second time this 27th day of January, 1997. SY-LAW read a third time and finally passed this 27th day of January, 1997.
