Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report WD-5-97 be received;
2. THAT an Amber Flashing Beacon not be installed at the intersection of
Lambs Road and Concession Road 3;
3, THAT the intersection be monitored to review the signing improvements
implemented during October, 1996; and
4. THAT Evelyn Strcobach be advised of Council's decision.

2.1 At ameeting held on October 15, 1996, the Councilof the Municipality of
Clarington passed the following Resolution #GPA-515-96:
"THAT the petition pertaining to the intersection of
Lambs Road and Concession Road 3 be received and
referred to the Director of Public Works for report
Forthwith; and
THAT lead petitioner Evelyn Stroobach be advised of
Council's decision."

3.0 REVIHW AND COI4NBNT
3.1 The Petition
The petition was prompted by a fatal car accident on September 18, 1996.
Residents requested larger stop signs and an amber light over the
intersection, noting many prior accidents and regular failure by motorists
to stop for the stop signs.
3.2 Accident HiatorY
The 73 year old gentleman who died on September 18, 1996, was driving
southbound on Lambs Road under ideal weather conditions at 1:20 p.m.
According to witnesses, he made no attempt to stop at the stop sign. He
was struck by a westbound vehicle which braked, but was unable to avoid
the collision. The total accident history is as follows:

3.3 Invastiaation by Police and Public Works Staff
Ron Baker, Public Works Traffic Co-ordinator, and P. C. Phillip Reed,
Durham Regional Police Traffic Management Unit, met on October 7, 1996.
The intersection accident figures were confirmed as only two (2) over a
six (6) year period and a number of intersection improvements were
reviewed.
3.4 Iatersaction Imyrovemeats
An overhead amber flashing light, at an approximate installation cost of
$5, 000, plus annual maintenance, is not required at this low accident
intersection. Provincial warrants suggest that such action not be taken
unless accident histories indicate an average of three (3) accidents
annually over a three (3) year period. An all-way stop scenario was
reviewed, but is not warranted at this low volume intersection. Other
requested improvements to make the stop signs more visible were
implemented during the week of October 7, 1996. Although the existing
stop signs were visible from a safe distance, the size was increased and

atop ahead signs were installed to further improve safety. Some brush was
removed on the northwest and southeast corners to improve visibility.
Bump signs and advisory warning tabs of 60 to 70 km/hr were also installed
on Concession Road 3 below the existing intersection signs to warn of a
dip in the roadway. Painted atop bars were also applied to encourage
stopping motorists to pull close to the intersection and to discourage
turning motorists from encroaching on the opposing lane.
4.0 CONCLUSIONS
4.1 From the above, it is concluded that all necessary signing and pavement
markings have been installed to improve safety at this intersection.

On September 18, 1996, a tragic accident took place at the
intersection of Lamb's ~3bad and 3rd Concession.
This is not the first time an accident has taken place here.
Uvew the years there have been many accidents at this intersection.
Something must be done to make people see the "STOP" signs. People
do not see the "STOP" signs because too many drive right through.
A suggestion as to what could be done to make people aware of
the "STOP" signs is, to place an Amber light over the intersection
along with larger "STOP" signs with advance warning signs of
"STOP AHEAD".
Thank-you for dealing with this matter. We look forward to
seeing action taken on this matter very soon.

A 73-year-old Newcast
Village man was killed after atwo-
car collision on Wednesday after-
noon, Sept. 18.
The accident took place at the
intersection of Lamb's Road and
the 3rd Concession.

pounced dead at St. Michael's
Hospital as a result of injuries sus-
tained. in the collision.
The driver of the other vehicle;
James Bush, 48, of Bowmanville,
was ,treated and released from
Memorial Hospital -
