Subject: CARRY OVER TO 1997 FOR ACQUISITION OF TOP30IL - $60,000
Recommendations:
St is respectfully recommended. that the General Purpose and
Administration Committee recommend to Council the following:
1:. THAT Report WD-4-97 be received;
2. THAT Public Works be authorized. to pick up and stockpile a
suitable quantity of topsoil from the Markborough Properties
and store it at the Hampton Operations Centre for further
screening;
3. THAT $60,000 from the unexpended Public Works current budget
be carried over to the Pits and Quarries Reserve 2.900-00018-X;
4. THAT the expenditure for the haulage of topsoil shall be
through the 1997 Current Budget, Account No. 7207-411-X,
financed by the contribution from the Pits and Quarries
.Reserve Account; and
5. THAT authorization to commence the hauling of topsoil from the
Markborough site to Hampton be FORTH9PITH.

2.0 BACKGROIIND
2.1 In correspondence from Markborough Properties, dated December
12, 1996, Mr. Thor Ekland has confirmed an opportunity for the
Municipality to acquire topsoil at no charge.
3.0 REVIEW AND COMMENTS
3.1 Opportunity for Free ToUSOil
Markborough Properties, which is developing the Clarington
Centre (teller's location) near the southeast corner of
Highway 2 and Green Road, Bowmanville, has a surplus of
approximately 26,600 yards (20,000 cubic meters) of quality
topsoil which is not required for their purposes. Markborough
Properties has advised the Municipality that this material is
available, free of charge, and should be removed during
January or February of 1997.
3.2 Public Works Toosoil Requirements
Public Works requires approximately 15,000 yards (11,500 cubic
metres) of topsoil for stockpiling to be used on road
maintenance projects over the next three (3) years. Topsoil
is required for ditching and other boulevard maintenance
.activities, but the present topsoil inventory is very low and
needs to be replenished during 1997. Public Works cannot
guarantee that any specific minimum quantity of topsoil will
be picked up from Markborough Properties. The actual amount
obtained will vary depending on January and February weather
conditions and other scheduled work for the labour and
equipment.

3.3 Cost Savings of Acquiring Free Topsoil
The estimated cost to truck the soil from the Markborough
Properties to the Hampton Operations Centre is estimated at
$60,000. Once stockpiled in Hampton, an additional $5,000
will be allocated in the 1997 to 1999 budgets for topsoil
screening of approximately 5,000 yards (4,000 cubic metres)
per year.
Calculations are based on an estimated 15,000 yards, as
follows:
Cost of haulage $60,000
Cost of screening 15.000
$75,000 or $5/yard
Cost to Municipality per yard:
• If purchased elsewhere $ 15
• If purchased from Markborough 5
Savings to Municipality per yard $ 10
Estimated savings over three (3) years:
15,000 yarda x $10 per yard =
$150,000
3.4 Financing Required to Acquire Topsoil
Public Works has achieved savings in 1996 which have led to an
unexpended current budget amount of approximately $150,000 in
the road maintenance section. Council approval is required to
carry over $60,000 from the unexpended current budget to the
Pits and Quarries reserve Account 2900-00018-X. Through the
1997 current budget process this reserve will finance the
haulage of the topsoil in Account 7207-411-X for ditch
maintenance.

3.5 Inventory
An inventory adjustment at year end will take place affecting
the Pits and Quarries Reserve. This will be reported on the
year end Treasury Transfer Report.
4.0 CONCLUSIONS
4.1 From the above, it is concluded that, if $60,000 is carried
over from the 1996 Public Works current budget to the 1997
Pits and Quarries Reserve to acquire the topsoil, it will
produce a substantial savings over a three (3) year period.

This is to confirm our telephone conversation today, with your iVfr. Ronald Baker, that the topsoil
presently used for surcharging at the above-noted centre will be available daring January and
February 1997 for the Towtt to remove and use for its own purposes. The only provisos are:
(a) that the removal is completed before March 1, 1997; and
(b) that the anticipated settlement has occurred.
With respect to point (b) above, the settlentenis have been verified twice in the last three weeks
and appesr to. be lrli!]tmal. Final verification will occur an the morning of January 2, 1997, at
which time we will immediately contact you. Tlie quantity available exceeds 20,000 cubic
metres. Should you require more, please let us know during the first week of January.
