THAT Report WD-42-96 be received; 2. THAT staff be authorized to advertise a public hearing required by the Municipal Act to stop up and 'close Old Kingston Road Bridge and part of Old Kingston Road (the approaches) to vehicular traffic, in Lot 33, Concession 2, .former Darlington Township; 3. THAT, if following such Hearing, Council approves .the by-law to stop-up and close the .bridge and part of the road (the approaches) to vehicular traffic, the Mayor and Clerk be authorized to execute the necessary documents to complete the closure; 4. THAT following the. passing of the by-law, Public Works staff be authorized to: a) install permanent barricades at each end of the closed bridge to prohibit vehicular traffic, and o.oE ~~w ~,~.E 1 ? ~ 6 REPORT NO.: PID-42-96 PAGE 2 b) to improve pedestrian walkway over the bridge and repair handrails; 5. THAT $300 be obtained from the Bridge and Culvert Maintenance Account No. 7206-00401-0169 to make the necessary repairs to the bridge; 6. THAT the survey costs associated with the closing of the bridge be obtained from Other Professional Services Account No. 7203-X-0248; 7. THAT the Clerk obtain approval by registered mail from the Region of Durham; and 8. THAT the Municipality's solicitor be directed to take all actions necessary to complete the closure. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2: Copy of correspondence dated April 25, 1995, which was sent to all residents living on Old Kingston Road 2.0 BACKGROUND 1.1 On April 12, 1995, Old Kingston Road Bridge was barricaded and closed to vehicular traffic. A routine inspection of the bridge had revealed structural deficiencies, and a decision was made to close the bridge to ensure the public's safety. 1!07 REPORT NO.: WD-42-96 PAGE 3 All residents living on Old Kingston Road were notified, by letter, of the temporary closure of the bridge (Attachment No. 2) . 3.0 REVIEW AND COMMENT 3.1 The Official Plan for Courtice shows Old Kingston Road as being terminated by a cul-de-sac on either side of the bridge. Alternate vehicular access is available to all but one of the residents of Old Kingston Road by Prestonvale Road. Access to the resident on the .west side of the bridge will not be affected because access already exists from Highway No. 2. 3.2 It is intended that the bridge and the road remain under the jurisdiction of the Municipality and that a pedestrian walkway be maintained over the existing bridge. 4.0 RECOMMENDATION 4.1 That the Old Kingston Road Bridge be closed by by-law to prohibit vehicular traffic and that a pedestrian walkway over the existing bridge be improved and maintained by the Public Works Department. Tubb Rosena Lorraine Tubb 11 Old Kingston Road Courtice, Ontario L1E 2R8 Dear Resident: RB: Temporary Closure of Bridge, Old Kingston Road, Courtice, Bridge Structure No. 92001 To ensure public safety, I requested my staff to close .this structure on the morning of April 12, 1995, and advised the necessary emergency service. A visual inspection of the bridge showed large cracks on the structure and the north rail was no longer secured to provide pedestrian safety. This structure had low traffic volumes and was previously posted at two (2) tonnes in accordance with the Bridge Appraisal Assessment of September, 1993, and Municipal Bridge Weight By-law 94-173: Recent observations indicate the bridge is continuing to deteriorate and a temporary closure was deemed necessary until a proper evaluation can be completed. I have attached page 3 of the Bridge Appraisal completed in September., 1993, in which the recommendation was to remove the existing structure and close the roadway at the structure -site. The future of the existing structure will not be determined until a full evaluation is completed. Remarks 197. Bridge No. 92001, MTO Site No. 21-85, Old Kingston Road, 0.18 km South of Highway No. 2, Village of Courtice, Municipality of Clarington: • Structure is posted with a 2 tonne load limit. • 6.8 m ~ single span structural steel girder bridge with a concrete deck and concrete wearing surface. • Steel pipe handrails are in poor condition with extensive collision damage and broken posts. The steel pipe handrails also exhibit overall corrosion and pitting. • Concrete curbs are in poor condition with transverse cracks, spalling and scaling. Several sections of the curb are missing. • Concrete deck wearing surface is in poor condition with extensive cracking, spalling, scaling and delaminations. • Concrete deck soffit is covered with steel formwork and could not be inspected. The steel formwork is corroded. • Structural steel girders are in poor to fair condition with overall corrosion and pitting. • Concrete abutments are in fair condition with extensive scaling. A broken section was noted at the top of the south end of the east abutment. • Northeast and northwest concrete wingwalls are in generally good condition. • Southeast concrete wingwall is in poor condition with extensive scaling, map cracking and scouring. • Southwest concrete wingwall is in poor condition with extensive scaling and scouring. A large horizontal crack was noted in the southwest wingwall with differential movement noted across the crack. Southwest wingwall is also extensively undermined. • Watercourse is unobstructed with erosion noted immediately downstream of the structure. Concrete invert slab is in fair condition with extensive scaling and undermining at the downstream end. • Roadway embankments are in fair condition with minor erasion behind the wingwalls. More extensive erosion was noted in the southwest quadrant adjacent to the wingwall. • Surface treated approach roads are in poor condition with extensive patching, rutting and Settlements. • No traffic protection is provided on the bridge approaches. • Shoulr. - aintain existing 2 tonne load limit posting. • Should remove existing structure and close the roadway at the structure site. 2.
