Subjecti SNOW CLEARING PROGRAM. FOR 1996/97 WINTER SEASON
SENIOR CITIZENS AND PHYSICALLY DISABLED
SIDEWALK AND DRIVEWAY WINDROWS.
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-30-96 be received;
2. THAT the Public Works Department continue to admihister.and
provide the Snow Clearing Program for Seniors and the
Physically Disabled for the 1996/97 winter season;
3, THAT the funds for the 1996/97 Snow Clearing Program for
Seniors and the Physically Disabled contract be charged to
Account No. 7212-92004-0261 and any overage be obtained from
the surplus current operating budget; and
4. THAT the future of the Snow Clearing Program for Senior
Citizens and the Physically Disabled for the 1997/98 winter
season be considered during the 1997 Budget discussions.
REPORT
1.0 BACKGROUND
1.1 Council passed Resolution GPA-688-94 awarding D&F the Snow
Removal Contract (Tender CL94-41, Snow Clearing & Winter
Maintenance of Sidewalks and Parking Lots) for snow clearing
and winter maintenance,. including the Snow Clearing Program

for Senior Citizens and the Physically Disabled, for the
1994/95, 1995/96 and 1996/97 winter seasons.
1.2 As a part of cost reduction efforts, the 1996 Current Budget
was approved without provision to continue providing the Snow
Clearing Program for Senior Citizens and the Physically
Disabled for the 1996/97 winter season. Although this concept
was presented to Council, it was not thoroughly addressed by
staff and Council.
2.0 REVIEW AND COMMENT
2.1 The Contract
Tender CL94-41 is a three (3) year contract which expires in
April 1997. The Snow Clearing Program for Seniors and the
Physically Disabled represents approximately 35~ of the total
contract. Since there is no provision for cancelling the
"Seniors/Disabled" portion of the contract, a penalty or
negotiated settlement would be applied.
The option to cancel the contract and negotiate a pay-out
settlement to the contractor has been discussed with the
contractor. He is unable to provide an exact dollar figure,
but he confirmed that he will endeavour to collect a portion
of the cost of capital equipment purchased for a three (3)
year term contract, as well as projected profit. He further
stated that he recently ordered a new truck, as well as
purchased capital equipment.
2.2 1995/96 Costs
The following are the costs incurred for the winter season,
November 1995 to April 1996:

To continue to provide the Snow Clearing Program for the
1996/97 winter season is the preferred approach. There is a
$9,192.66 balance unexpended in the 1996 Budget. If winter
conditions are reasonable in the months of November and
December 1996, it is estimated that an additional $5,000 to
$10,000 would be required. The estimated cost to provide the
service from January to April in 1997 is $20,000.
It is anticipated that there will be sufficient surplus from
the current operating budget to cover the costs for the
1996/97 winter season. Prior to entering into a further
contract for snow clearing, it is appropriate that the future
of the Program for Snow Clearing for Senior Citizens and the
Physically Disabled be determined as part of the 1997 Budget
Process.
3.0 RECOMMENDATION
3.1 It is recommended that the Public Works Department continue to
administer and provide the Snow Clearing Program for Seniors
and the Physically Disabled for the 1996/97 winter season. It
is further recommended that the funds for the 1996/97 contract

3.2 As well, it is recommended that the Snow Clearing Program for
Senior Citizens and the Physically Disabled for the 1997/98
winter season be considered during the 1997 Budget
discussions.
