These ceremonies al~'so .provide an opportunity for neighbours to socialize with each other, which they might not otherwise do. In appropriate situations, it allows the public and the Municipality the opportunity to express appreciation to the developer who,'has financed and constructed the park. 2.2 Three (3) parks are presently nearing completion for which official cere~onies are being planned. o.PEa°®aE~°r~e. ~ ~~~ // REPORT NO.: WD-20-96 PAGE 2 2.3 The official c remony for each park will be site specific and will be adveri~ised through individual news releases to the media. As well, invitations will be extended to the local public by way pf a flyer delivered to each home. 2.4 The ceremony will consist of a welcome extended to the public, an introduction of guests, a brief history of the park, its size, area of service, an official ribbon cutting ceremony and refreshments. 3.0 NEW PARRS 3.1 Rotary Pazk Rotary Park, which is 1.36 ha (3.36 acres) in size, is located on Queen Street at Temperance Street in Ward 2, Bowmanville (Attachment No. 1), and has belonged to the Municipality for 65 years. Used originally as a landfill site at the turn of the century, it was for the next two decades used occasionally for carnivals, falx's and other events. In 1931, the site was donated by the Rotary Club of Bowmanville to the Town as a park. The Bowmanville Arena was constructed on the site in 1949 and remained until it was replaced in November 1988 by the now Garnet B. Rickard Recreation Complex. With the eventual demolition of the old arena, Council of the day saw an opportunity to create an asset for the community. A citizen's committee, comprised of representatives from various service clubs and the general public, assisted in the preparation of a master plan for the park's development. Council, at the urging of members of the community and the local Legion, named the Colville Clock Tower in honour of _~~~ REPORT NO.: WD-20-96 PAGE 3 three (3) local brothers, who died in World War II action while serving in the Royal Canadian Air Force. The opening ceremony will be with the participation of the Rotary Club, the Legion, veterans from the Colville Boys' Squadron, family members, municipal staff and other government officials.. A detailed program will be provided well in advance of thelevent. 3.2 Longworth Park Longworth Park., consisting of 2.02 ha (5.0 acres), is the first phase of a future 4.45 ha (11.0 acres) park which is located in Ward 2, Bowmanville (Attachment No. 2). The park was built and financed at municipal direction under the conditions laid out in the Eiram subdivision agreement. The current phase iof the park features a ball diamond, gazebo, lattice shelter{, playground, circular walk, drinking fountain, seating areas and landscaping. 3.3 Elephant Park Elephant Park, consisting of 1.45 ha (3.58 acres), is located in Ward 2, Bowmanville (Attachment No. 3). The park features two (2) ball diamonds, a playground, a pathway, seating and landscaping. The park was built and financed at municipal direction undeb the conditions laid out in the Schickedanz Brothers subdivision agreement. 4.0 SCHEDiJLE OF OFEPICTAT• OPENINGS 4.1 The following dates and times are tentatively scheduled for the official openings of the three (3) parks: a) Rotary Park and Colville Clock Tower Sunday, June 2, 2:00 p.m. 109 REPORT NO.: WD-20-96 b) Longworth,Park c) Elephant Park Thursday, June 6, Thursday, June 13, PAGR 4 4:00 p.m. 4:00 p.m. 4.2 Once all of the appropriate arrangements have been made and confirmed, elected officials, developers, landscape architects, contractors and members of staff will receive individual invitations to participate.
