It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-17-96 be received;
2. THAT the Director of Public Works be authorized to issue a
'Certificate. of Acceptance' for the storm sewer system
constructed wkthin Plan lOM-830.

2.0 BACKGROUND
2.1 On July 24, 191,89, the former Town of Newcastle entered into a
subdivision agreement with Schickedanz Bros. Ltd. to develop
lands by plans of subdivision, located in Bowmanville, and
described as plan lOM-830 (Attachment No. i). The agreement
required the developer to construct all roadworks including
hot-mix paving, curb and gutter, sidewalks, boulevard sodding,
street trees,ja storntdrainage system, water quality works and
street lights, hereinafter referred to as the 'Works'.

2.2 The Storm Sewer System was completed and a 'Certificate of
Completion' was issued dated August 15, 1990. The system was
placed on a two (2) year maintenance period which expired on
August 15, 1992. The sewer works were not reinspected because
the associated roadwork adjustments (to catchbasins and
manholes) were not yet completed to the Municipality's
satisfaction. The works were then completed and subsequently
re-inspected .and all deficiencies have now been corrected to
the satisfaction of the Director of Public Works.
2.3 It is now appropriate to issue a 'Certificate of Acceptance'
for the Storm Sewer System. The subdivision agreement
provides for this certificate to be issued by the Director of
Public Works, subject to the approval of Council.
