Subject: REQUEST FOR A~,L-WAY STOP, STRATH_Ar.r.aN DRIVE, COURTICS
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report W~-12-96 be received;
2. THAT the request for an all-way. stop on Strathallan Drive,
Courtice, be pEHIED; and
3. THAT Mr. Pikelbe advised of Council's decision.

2.0 BACKGROUND
2.1 At a meeting '', held on November 27, 1.995, the Council of .the
Municipality ',of Clarington passed the following Resolution
#GPA-643-95: ',
"THAT this request of Mr. Clifford Pike for the
installajtion of a stop sign on Strathallan
Drive, (halfway between Trulls Road and.
Sandringham Drive, be referred to staff for
the prepjaration of a report to be submitted to

3.0 REVIEW AHD COlQ{IBNT
3.1 Road Design and Function
Strathallan Drive is designated as a collector road in the
Official Plan a,nd functions well with present traffic volumes
of 1,200 vehicles per day. There is no school fronting
Strathallan Drive and children attending Dr. Emily Stowe
School on Sandringham Drive appear to have no difficulty
crossing, either mid-block or at the stop sign at Sandringham
Drive. Strathallan Drive is 590 metres in length and connects
Trulls Road with Sandringham Drive with five (5) low volume
local intersections.
3.2 Provincial Warrants for All-Wav Ston Intersections
The Provincial Warrants listed in the Manual of Uniform
Traffic Control devices are used by staff to determine the
need for all-way stops. The warrants are designed to support
traffic controls when they reduce right-of-way conflicts and
discourage the indiscriminate use of all-way stops as speed
control devices. The low traffic volumes on Strathallan Drive
do not warrant an all-way stop at any of the minor
intersections between Trulls Road and Sandringham Drive.
3.3 Sneed Concerns:
Mr. Pike spoke earlier with Public Works staff on June 7,
1995, concerning speeding problems and was advised, during the
telephone conversation, that a study had previously been done
on Strathallan, Drive on May 16, 1995. The speed results

indicated an average speed of 31.36 km/hr and an 85th
percentile speed of 52.28 km/hr. An earlier five (5) day
study from May 12 to 16, 1993, produced similar low speed
results with an average speed of 40.12 ]an/hr and an 85th
percentile speed of 51.04 km/hr.
These low speed figures indicate that there is not a
significant speeding problem on Strathallan Drive. Although
Mr. Pike was aware of the study results, he made reference to
the four (4) all-way stops on Glenabbey Drive,. and continued
with his request for a stop sign on Strathallan Drive halfway
between Trulls',Road and Sandringham Drive. Mr. Pike is also
aware that Council passed a by-law on November 27, 1995, to
remove two (2) unwarranted all-way stops from Glenabbey Drive,
Courtice.
4.0 CONCLIISIONS
4.1 From the above, it is concluded that an all-way stop is not
warranted on Strathallan Drive and studies indicate there is
no excessive speeding problem.
