a.o BACKGROUND
2.1 At a regular mejaing held on November 13, 1995, Council passed the
following Resolution #c-795-95:
"THAT the rorreapondence dated October 27, 1995, from
Garth Gilpijn, Secretary-Treasurer and General Manager,
Bowmanville~ Business Centre, requesting that the lines
at the park~ng meter sites in the downtown be repainted,
be received;
THAT the correspondence be referred to the Director of
'Public Worlge for review and preparation of a report to

be submitted to the General Purpose and Administration
Committee; and
TBAT Garth Gilpin be advieed of Council's decieion.^
3.0 aEVxEw AND COID~NT
3.1 The purpose behind painted parking stalls is to provide a visual aid to
encourage motorists to park in an organized manner, resulting in optimal
use of the total Svailable parking area.
3.2 The parking stalls in downtown Orono. have received annual paint
applications for oeveral years to control parking. After a request from
the Newcastle Business improvement Area, Ring street in the Village of
Newcastle received painted parking stalls for the first time during 1995.
The pavement markings were applied to increase parking capacity by
organizing the veh;iclea and eliminating the wasted apace between vehicles.
3.3 Unlike Orono and Newcastle, Bowmanville's parking is controlled by parking
meters. The parking meter poets, located at the front or rear of the
parking space, provide a visual aid which is more visible than pavement
markings. There are some metered parking spaces painted in Bowmanville
(i.e. Temperance street north of ring street), due to narrow pavement
width and/or traffic congestion.
3.4 Discussions with By-law. Enforcement confirm that the vast majority of
motorists park at ,the meters properly. The pavement markings would not
provide a necessary function, but would only exist for aesthetic purposes.
Public works has' assisted and will continue to assist the By-law
Department, by applying pavement markings near intersections, fire
hydrants or other locations where parking problems persist, if such
markings will reduce or correct a problem.
3.5 The majority of metered parking stalls in Bowmanville have never received
pavement markings: This request ie actually for an increased level
service beyond what has been provided in the .past. All public services
are being affected by budget restraint, and providing this unnecessary
annual maintenance expense could result in some other service being
reduced.

4.1 From the above, it is concluded that pavement markings at metered parking
stalls are not required.

At the most recent meeting of the Board of Man-
agement, held on Tuesday, October 10, 1995, the
following motion was passed:
"THAT a letter be sent to Council requesting that
the lines at the parking-meter sites in the Down-
town be re-painted to remove any confusion as to
where cars are to park in relation to the (park-
ing) meters.".

ing this matter. - -
