Selection process for the position of
Chief Administrative Officer
Recommendations:
It is respectfully recommended that Council approve the following:
1. That Report ADMIN. 8 - 93 be received;
2. That Council select for interview, two of the consulting firms
identified in Report ADMIN. 8 - 93;
3. That staff be authorized to set up the appropriate interviews
and notify Council of the timing of same;
4. That the successful firm be requested to conduct an executive
search for the position of Chief Administrative Officer; and
5. That the corresponding consulting fee be drawn from the
Working Funds Reserve, Account #2900-X-l.
BACKGROUND
At its meeting on September 27 1993, Council passed a resolution
wherein a meeting of Council was to be convened in order to define
the duties of Chief Administrative Officer, and that staff be
requested to bring forward a list of executive search consultants
with fees and file structures for Council's consideration.

Staff contacted five professional consulting firms requesting that
they submit a proposal and fee structure for their services to
conduct a job search for the position of Chief Administrative
Officer, (refer to confidential attachments #1 - 4
distributed under separate cover).
Staff also contacted area municipalities and requested that they
forward a copy of the by-law and/or job description for the
position of Chief Administrative Officer in their respective
municipality, (refer to attachments #5 - #9 distributed under
separate cover). It should be noted that the City of Oshawa and
the Township of Scugog do not have a by-law or job description for
the position of Chief Administrative Officer.
In addition, the Municipality of Clarington's existing by-law and
job description for the position of Chief Administrative Officer is
attached for reference purposes along with the Municipal Act
description of the position (refer to attachments #10 and #11
distributed under separate cover).
THE PROCESS
It is recommended that the selected firm be provided with copies of
the confidential attachments with respect to the by-laws and job
descriptions in order to make a determination of the qualifications
and requirements of the Municipality in filling this position.
This would alleviate the necessity for a meeting of Council to
define the duties of the Chief Administrative Officer.
As Council was seeking to have the position of Chief Administrative
Officer filled by January 1994, it is recommended that the
interview process be completed as quickly as possible. With this
timeframe in mind, it is suggested that interviews be set up in
early November and that all Members of Council be requested to
attend.
THE CONSULTING FIRMS
The following consulting firms are some of those that are known to
be proficient in executive searches within the Greater Toronto
Area.
In addition to those listed, there was one other firm that was
identified and contacted, however, no response was received.
The Region of Durham was also contacted and asked to provide names
of consulting firms and those are included in the following list of
consultants.

Council may wish to confirm through the interview process who will
actually be doing the executive search given that in some cases the
fee quoted may be for a member of the firm other than the
individual being interviewed.
CONCLUSION
It is respectfully recommended that one of the above consulting
firms, through the interview process, be selected and requested to
conduct an executive search on behalf of the Municipality with the
intention of filling the position of Chief Administrative Officer
by January of 1994.
