By-Law # Meeting: Date: MAY 3 1993 Report #: File #: ADMIN. 3 - 93 Subject: POLICY REGARDING STAFF ATTENDANCE AT SEMINARS, WORKSHOPS AND/OR CONFERENCES Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report ADMIN. 3 - 93 be received; 2. That Attachment #1 to Report ADMIN. 3 - 93 be endorsed regarding the process related to attendance of staff at seminars, workshops and/or conferences. BACKGROUND: As part of the Budget deliberations regarding the Town's 1993 Current Budget, Council passed Resolution #GPA-178-93, as amended, which reads in part: "THAT the Chief Administrative Officer review attendance at seminars, workshops and conferences and report back to the General Purpose and Administration Committee on an appropriate approval process". This matter has been reviewed by staff and the process outlined in Attachment #1 is provided for Council's consideration. Also, it is proposed that the policy be applied to attendance at seminars, workshops and/or conferences that do not result in any direct financial cost to the Town. It is recommended that attendance in these cases be limited to circumstances that are directly related to the responsibilities of the respective employee or function in the Department. Kot~etf, Chief AdministratLve Officer 1 I 02 ATTACHMENT #1 to Report ADMIN. 3 - 93 POLICY REGARDING ATTENDANCE OF STAFF AT SEMINARS, WORKSHOPS AND/OR CONFERENCES 1. In the case of a Department Head, a request will be made in writing to the Chief Administrative Officer or designate for approval to be absent from the workplace for attendance at job related seminars, workshops and/or conferences. 2. In the case of an employee other than Department Head, a request will be made in writing to the immediate Supervisor for approval to be absent from the workplace for attendance at job related seminars, workshops and/or conferences in order to ensure that departmental responsibilities are co-ordinated. The Supervisor will forward the request to the Department Head for subsequent approval. 3. A list of all approved absences from the workplace for the above purposes will be submitted by each Department Head to the Chief Administrative Officer or designate on a monthly basis prior to attendance and reasonably in advance. 4. Absence from the workplace for other than the above will require the use of vacation time, or will necessitate a leave of absence without pay. In these cases the above approval process will apply. Note: Attendance at any seminars, workshops and/or conferences wherein there is any associated cost must be in accordance with the budget allocations approved by Council. ,J3
