THAT the meeting be "closed" in order to consider two reports
regarding legal matters.

Moved by Councillor MacArthur, seconded by Councillor Robinson
THAT leave be granted to introduce By-laws 2002-198 and
2002-199, and that the said by-laws be now read a first and second
time:
2002-198 being a by-law to authorize the execution of a
Memorandum of Agreement and a Minute of
Settlement with Ontario Power Generation Inc.
2002-199 being a by-law to authorize the execution of a
Minute of Settlement with TDL Group Limited
to the Ontario Municipal Board in respect of
the site at 1502 King Street East, Courtice

THAT the third and final reading of By-laws 2002-198 and
2002-199, be approved.

THAT a representative of the Ministry of Environment be requested
to attend a Council meeting and make a presentation on the
manner in which the Ministry is dealing with the issue of spreading
of biosolids.

Moved by Councillor MacArthur, seconded by Councillor Robinson
THAT leave be granted to introduce By-law 2002-200 being a
by-law to confirm the proceedings of the Council of the Municipality
of Clarington at this special meeting held on the 2nd day of
December 2002, and that the said by-law be now read a first and
second time.
