Bell Building

The special meeting was called to discuss Salt Storage
at Orono. and Committee and Council System for 1982.

THAT the Deputy Director of Public Works immediately
order a tarpaulen of the heavy fabrine material. at a
cost of $1,872.00 for 18.000 square feet to cover the
salt pile at the Orono Works Yard.

THAT Council continue the General Purpose and
Administration Committee structure and discuss the
Chairmanship and schedule of meetings at this time.

THAT Council meetings be scheduled for every second
Monday. alternating day and evening meetings. and the
General Purpose and Administration Meetings be held
on the alternate Mondays.

THAT staff take into consideration the excessive length
of time in meetings. ways to cut down on staff time spent in
meetings. and the opportunity for Council to have
an information sharing with staff.

hear the presentation by Mr. A.J. Diamond, relative
to the proposed administrative facility.

Mr. Diamond gave a b~ief resume of the action which
they have taken to date. They looked at 3 sites, but
eliminated one site because of the cost of acquisition
and the Pol ice and Fi,re Buil di ng because of the
easements in the parking lot for Region of Durham
services. It was also noted that the Fire Department
was planning to expand into quarters occupied by the
Regional Police when they were vacated by the Police.
He made a presentati~n of the proposal for renovating
the present Town Hall and building a new addition. He
stated that the present building would be completely
refurbished. He mentioned that, if a community hall
was included as part of the complex, Wintario funding
might be available arid other grants, which could amount
to $361,500. The total cost of the project $2,500,000.
As a result of questtoning by members of Council, the
following points were established:
- the building should be designated an historical
building;
the renovations and construction would require a
12 - 14 month pedod.
- the cost of relocating staff during the reconstruction
period was not included in the estimates.
- the expansion would accommodate the space needs
of the Town for 10 - 15 years. He reiterated that
if the project did not come in within 10% of the
estimate, A.J. Diamond would redesign the project
at thei r cost.
Mrs. Campbell, the T~easurer, presented report TR-104-81
Financing Proposal for the Facility.
Mayor Rickard thanked Mr. Diamond for his presentation.

be received and staff make provision for the building in
1982 current and capital budget discussion papers in
accordance with the financing scheme suggested by the
Treasurer, and Mr. Diamond be so advised.

woul d proceed with publ ic presentations, which would
include 'Open House'in the Town Hall.
