"CARRIED" Mr. John Veldhuis of Port Granby addressed Council regarding the Port Granby Dump. He stated that he represented over 250 concerned citizens of the area. He gave a history of the operations since 1954, citing incidents of spills and the death of cattle wandering onto the site. In 1976, a group, calling itself S.E.A.P. was formed and together with members of Council, went to Ottawa to express concerns. They were informed that the dump site would be decommissioned but the Atomic Energy Control Board has renewed the licence since that time. On December 23 1980, the Honourable Marc Lalonde advised that the decommissioning would take place in 1986. Recently there has been renewed activity with information that an area of Port Hope will be cleaned out and the soil dumped at Port Granby. He stated that many truck- loads have already been dumped there. He cited poor monitoring of the soil being dumped and open, uncovered trucks using local roads. Mr. Veldhuis offered three proposals for Council's consideration: 1. A committee of 3 citizens and 3 members of Council be established to monitor the activity at Port Granby and advise Council; 2. A letter of reprimand be sent to the Atomic Energy Control Board for failing to inform the Town of Newcastle of a change in plans; . . . Snow Removal, 86 Prospect Street, Bowmanville, at an average rate of $13.50 per hour, paid on the basis of the average hours worked subject to meeting all the terms and conditions required by Specification 81-10, be approved. "CARRIED" Councillor Hubbard declared a conflict of interest in By-law 81-192 and left the table. Resolution #C-1374-81 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT leave be granted to introduce by-law 81-192, and that the said by-law now be read a first time. 81-192 being a by-law to appoint a registrar of group homes; provide for the registration and annual renewal of registration of group homes; prohibit the operation of group homes that are not registered as provided for in this by-law; and fix a fee for the registration of group homes, pursuant to Section 236 of the Municipal Act R.S.O. 1980. "CARRIED" Mayor Rickard introduced the problem of the jurisdiction of the Hampton Hall Board. and requested the Chief Administrative Officer, with appropriate staff, including the Fire Chief, to report to the next General Purpose and Administration Committee Meeting. - . . .
