THAT the Director of Community Services and the Administrator's
report dated August 14 1981 with respect to a request from
the Bowmanville Men's Town Softball League for permission to
use a canopied pool area of Memorial Park for a beer tent on
September 17th, 18th, 19th and 20th 1981 be approved;
and that the request of the Bowmanville Men's Town Softball
League, for permission to operate a beer tent at Memorial
Park on September 17th, 18th, 19th and 20th be not approved;
and further that Mr. Joe Humenick, R. R. #6, Bowmanville,
be so advised.

THAT the Treasurer's report dated August 17th 1981 with respect
to the Kawartha Region Conservation Authority 1982 Levy for
the acquisition of the Reid Property be approved;
and that the Kawartha Region Conservation Authority be notified
in writing of the Town's concurrence with the project and the
basis of allocation for the member municipalities' share;
and further that a budget allocation in 1982 be made on behalf
of this project in Protection to Persons and Property.

Moved by Councillor Woodyard, seconded by Councillor Taylor
THAT the Treasurer's report TR-63-81 with respect to the
Town's Insurance coverage be approved;
and that the Treasurer pay the insurance premium for the
1981/1982 term to maintain the necessary insurance coverage;
and further that a report be prepared regarding any anticipated
changes and that the report be presented to the Finance and
Administration Committee in September.

Moved by Councillor Hubbard, seconded by Councillor Hamre
THAT the Administrator's report ADMIN-5-81 with respect to
a request from the Newcastle and District Chamber of Commerce
for permission to sell alcoholic beverages on the Town Hall
property in Newcastle during the annual Oktoberfest on
Saturday, September 19th 1981 be approved;
and further that Mr. J. David MacGregor, on behalf of the
Newcastle and District Chamber of Commerce, be advised of
Council's resolution.

Moved by Councillor Taylor, seconded by Councillor Hubbard
THAT Council give consideration to the following matters:
1. The report of the Community Services Committee Meeting
held on August 21st 1981,
2. The letter received from D. Hamre, Campaign Chairman for
the Orono District Arthritic Society requesting that Council
declare the month of September to be "Arthritis Month"
in the Town of Newcastle,
3. The motion moved by Councillor Hamre and seconded by
Councillor Hubbard:
WHEREAS it has been the practice of the Town of Newcastle
to use the services of local businessmen who are taxpayers
in the community for the servicing and maintenance of
heating units in Town owned facilities; and
WHEREAS it has generally been the practice of the Town of
Newcastle to tender for services and supplies;
THEREFORE be it resolved that the C.A.O. give a full report
at the next regular scheduled Council meeting on the status
of any contract that has been awarded for the servicing and
maintenance of heating units in Town owned facilities,
and further;
That the C.A.O. report on at whose direction and by whom was
said contract awarded, and further;
That the C.A.O. report on whether tenders were called for said
contract, and further;
That the Town's legal advisor

THAT the Communication from D. Hamre, Campaign Chairman
for the Orono District Branch of the Arthritic Society
dated August 21st 1981 be received;
and that the month of September be declared "Arthritis Month"
in the Town of Newcastle; and further
that the announcement be posted on the Town's bulletin board
in accordance with the usual practice.

the Town of Newcastle to establish the position and
to define and determine the duties and the
responsibilities of the "Secretary to the Chief
Administrative Officer",
81-105 being a by-law of the Corporation of the
Town of Newcastle to establish the position and to
define and determine the duties and the responsibilities
of the "Secretary to the Planning and Development
Department",
81-106 being a by-law to amend Restricted Area By-Law
Number 2111, as amended, of the former Township of
Darlington, now in the Town of Newcastle,
81-107 being a by-law to authorize the execution of a
Site Plan Agreement with the Regional Municipality of
Durham,
81-108 being a by-law to authorize the execution of an
Agreement with Handi-Transit Incorporated,
and that the said by-laws be now read a first time.

THAT the third and final reading of By-Law 81-109 be approved.

Section 1. of By-Law 81-109 (Confirming by-law) reads
as follows:
"The actions of the Council of the Town of Newcastle at this
meeting held on the 21st day of August 1981 in respect of
each recommendation contained in the reports of the Committees
and each motion and resolution passed and other action
taken by the Council of the Town of Newcastle at this meeting
is hereby adopted and confirmed as if all such proceedings
were expressly embodied in this by-law, with the exception
of the minutes of the Community Services meeting dated
August 21st 1981, D. Hamre's letter respecting the declaring
of the month of September "Arthritis Month" and Councillor
Hamre's motion with respect to the awarding of contracts
without tenders or Council authorization."
